Applications Development Tech Lead Analyst

Citibank, N.A. seeks an Applications Development Tech Lead Analyst for its Tampa, Florida location.

Duties: Design, implement, and maintain advanced architectural solutions for global securities reference data applications. Design, develop, and support scalable functional components that enhance the capabilities of the Securities Master Central (SMC) application. Configure and integrate real-time data feeds from multiple tiers of reference data vendors and exchanges into a unified enterprise data fabric for regulatory reporting. Implement microservices architecture patterns and event-driven design using Kafka or equivalent messaging systems, specifically focusing on instrument valuation, corporate actions processing, or legal entity management modules within live production environments. Produce hyper-granular Use-Case diagrams, State-Transition diagrams, Formal Functional Requirements Documents (FRD) directly derived from regulatory texts, and exhaustive Software Test Plans (including performance, stress, and adversarial testing scenarios) using enterprise-grade ALM tools. Lead and manage multi-year, multi-million-dollar programs ($50M+) that integrate Waterfall, Agile and DevOps methodologies across geographically dispersed teams (50+ members). Utilize Jira for advanced workflows, custom fields, and reporting, MS Project for critical path analysis, and Visio/Lucidchart for enterprise architecture modeling and dependency mapping. Present highly technical data strategy and execution plans to non-technical senior management and regulatory auditors using advanced visualization tools for status reports, strategic roadmaps, resource optimization models, and quantitative progress charts. Architect and execute the complete decommissioning of multiple large-scale, high-risk legacy securities platforms, including the conversion and migration of petabytes of historical data. Design and implement enterprise metadata management platforms with automated data quality and enhancement algorithms for real-time data governance. Design, build, and maintain the data collection, lineage, reporting, and retention architectures specifically for securities reference data to ensure continuous compliance and auditability across multiple regulatory jurisdictions. Effectively collaborate with a large, global team comprising software engineers, business analysts, Dev-Ops personnel, and support staff to deliver high-quality software solutions. Lead the adoption of appropriate new technologies to solve complex business problems, always ensuring adherence to Citi’s architectural guidelines and best practices.

Requirements: Requires a Bachelor’s (3 or 4 year) degree, or foreign equivalent, in Information Technology, Computer Applications, Business Analytics or related field and 6 years of experience as a Data Analyst, Senior Business Analyst, Senior Product Manager, Lead Consultant or related position involving Financial instruments across multiple asset-classes and their characteristics in reference data applications including Equities, Fixed Income, Exchange-listed and Over-the-Counter derivatives. 6 years of experience must include: Data Analysis and Modeling for large data sets with scalable applications, using SQL and MS Excel; Financial Regulations (MiFID II, Dodd-Frank, FATCA/CRS, Basel III/IV) and their specific requirements for securities reference data; Regulatory Reporting: data elements and formats required for various regulatory reports related to financial instruments; Systems development, Integration and Implementation experience of Securities Master Central components; Technical and non-technical application interface requirements’ definition, including message/data formats, frequency, delivery, etc.; Project management methodologies, including Waterfall and Agile, utilizing Jira and MS Project for planning and tracking, and Visio for visual modeling; Legacy System retirements – Strategic planning, data migration techniques, functional and domain knowledge to map legacy to strategic classification of securities, Testing and data validation; Reference data vendors (Bloomberg, Refinitiv, Intex, ANNA vendors) and exchanges (ICE, Eurex). At least 3 years of experience must include: Documented and tested system interface design to build API and Data Feeds; Feed formats using JSON/XML/CSV message formats.
