Job Summary 

The Contract Specialist serves as a vital member of the Mayor’s Office of Neighborhood Safety and Engagement (MONSE), responsible for preparing, reviewing, negotiating, and administering a wide range of contracts and procurement documents in support of the agency’s mission to reduce violence and advance community safety in Baltimore. This position ensures all contracting activities comply with applicable laws, regulations, and city policies while promoting efficiency, transparency, and equity in the procurement process. The Contract Specialist works closely with program staff, vendors, city agencies, and legal counsel to secure goods and services necessary to support agency operations and advancement of the priorities outlined in Baltimore’s Comprehensive Violence Preventon Plan.

Key Responsibilities

  • Contract Development & Administration
  • Draft, review, revise, and finalize contracts, agreements, amendments, and related procurement documents for services, supplies, and consultants.
  • Ensure all contracts comply with federal, state, and local regulations, as well as City of Baltimore procurement and grant requirements.
  • Collaborate with program managers, finance, and legal teams to develop contract scopes, deliverables, and performance measures that support program goals.
  • Coordinate the contract approval and execution process, including routing for signatures, submission to the Board of Estimates, and maintaining accurate documentation.

Procurement & Vendor Management

  • Participate in the development, issuance, and evaluation of requests for proposals (RFPs), invitations for bids (IFBs), and other procurement processes.
  • Assist with vendor selection, negotiation of contract terms, and resolution of contract-related issues or disputes.
  • Monitor vendor performance, ensuring compliance with contract terms, timely delivery of goods/services, and adherence to agency standards.
  • Maintain positive working relationships with vendors, consultants, and community partners.

Compliance, Reporting & Recordkeeping

  • Ensure timely and accurate recordkeeping of all contracts, amendments, and supporting documentation in accordance with city and agency policies.
  • Track contract timelines, deliverables, renewals, and expirations, and ensure prompt action on required updates or modifications.
  • Prepare contract-related reports, summaries, and analyses for agency leadership and oversight bodies.
  • Support audits or reviews by providing contract documentation and responding to inquiries as needed.

Process Improvement & Training

  • Identify opportunities to streamline contracting and procurement processes for greater efficiency, transparency, and equity.
  • Provide guidance and training to staff on contracting best practices, compliance requirements, and procedures.
  • Stay current on changes to procurement laws, regulations, and best practices, and communicate relevant updates to the agency.

 

Minimum Qualifications

Education:Bachelor’s degree in public administration, finance, accounting, business, or a related field (master’s degree preferred).


AND


Experience:Have at least three (3) years of experience in contract administration, procurement, or a related area, preferably within a government or non-profit setting.


OR


Equivalency Notes:Have an equivalent combination of education and experience.

 

Knowledge, Skills, and Abilities

  • Familiarity with public sector procurement regulations, contracting policies, and compliance standards.
  • Strong organizational and project management skills; ability to manage multiple contracts and deadlines simultaneously.
  • Excellent attention to detail, analytical, and problem-solving skills.
  • Outstanding written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and contract management software.
  • Ability to work collaboratively with diverse internal teams and external partners.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

 

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
