Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is looking for Contract Specialist to join our team in Kittery, ME.

Position Summary:

The Contract Specialist will provide professional acquisition and contracting support to the Contracting and Logistics Department. The position supports the full federal acquisition lifecycle, from acquisition planning and market research through solicitation, evaluation, contract award, post-award administration, modification, and closeout.

The Contract Specialist will work as part of an integrated team supporting complex acquisitions for supplies, services, equipment, and information technology. The position requires strong knowledge of federal contracting regulations, excellent analytical and communication skills, and the ability to work effectively in a high-tempo, customer-focused environment.

Key Responsibilities

Provide cradle-to-grave federal acquisition support for complex supplies, services, equipment, and information technology, from acquisition planning and market research through solicitation, source selection, contract award, administration, modification, and closeout.

Review acquisition requirements, statements of work (SOWs), performance work statements (PWSs), sole-source justifications, and supporting documentation for accuracy, completeness, and compliance.

Conduct market research and develop acquisition strategies, recommending appropriate contracting methods, competition approaches, sources, risk mitigation measures, cost considerations, and schedules.

Prepare compliant acquisition and solicitation documents, including Requests for Quotes (RFQs), Requests for Proposals (RFPs), combined synopsis/solicitations, and applicable terms, conditions, and clauses.

Support source selection and evaluation activities, including preparation of source selection plans, evaluation materials, and related documentation, in coordination with technical evaluators and Contracting Officers.

Perform cost and price analysis, prepare Independent Government Estimates (IGEs), and support negotiation planning, objectives, and contract award decisions.

Prepare and process contract awards, task orders, delivery orders, COR designation documentation, option exercises, modifications, and other post-award actions.

Support contract administration, monitor contractor performance, resolve performance issues, investigate contract discrepancies, and facilitate contract closeout.

Maintain accurate, complete, and compliant contract files; enter and update award information in applicable federal acquisition systems; and conduct internal quality reviews to ensure regulatory and procedural compliance.

Provide knowledge sharing, training, mentoring, and collaborative problem-solving as needed to promote quality and consistency across the acquisition team.

Meet established Procurement Action Lead Time requirements and participate in meetings, training, quality reviews, and other activities supporting the Government’s acquisition mission.

Required Qualifications

Must be a US Citizen

Must be able to pass a pre-employment background check

Minimum 5 years of government contracting experience, including but not limited to commercia and non-commercial supplies and services, IDIQ, and TO/DOs

Must possess and active security clearance

Expert knowledge of Federal contracting law, regulation, and policies and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions

Skill in promoting e-commerce, and supporting the use of automated acquisition systems and other electronic systems.

Bachelor's degree required; Business degree preferred.

DAWIA Contracting Professional certification or equivalent, such as:

  • DAWIA Level II; or
  • FAC-C (new criteria)/FAC-C-DoD; or FAC-C Level II (legacy certification)

     

Technical Skills

Experience with the following systems and tools is required or strongly expected:

Contract Writing Systems, including ePS, SPS/PD2, or equivalent.

Federal Procurement Data System (FPDS-NG).

System for Award Management (SAM).

Microsoft Excel, Word, and PowerPoint.

Adobe Acrobat.

GSA eBuy, GSA Library, GSA Advantage, or similar GSA systems.

Procurement Integrated Enterprise Environment (PIEE), including applicable applications such as CLS, EDA, SPRS, and GFP.

Advanced Microsoft Excel functions and data analysis, including:

  • VLOOKUP, HLOOKUP, and XLOOKUP.
  • Pivot Tables.
  • Conditional formatting.
