Construction Manager β€” Job Description

Project: Cultural Terrace Phase IV – Landscape & Site Improvements
Schedule: Part-time for about 1 month of pre-construction, full-time for 12 months of construction (starting June 2027), part-time for about 2 months of commissioning and closeout

Project description

The project completes Cultural Terrace West at the Great Park, an approximately 30-acre site bounded by Skyhawk and Marine Way. Work includes demolition, precise grading, storm drain, curb and gutter, trash enclosures and screen walls, sidewalks, decorative paving, asphalt parking lots, irrigation, landscaping, site furniture, site lighting and low-voltage systems. The Engineer's estimate is above $41.73 million. The site is shared with active construction at Aviator Hall, Pretend City Children's Museum and Flying Leatherneck Aviation Museum.

Position summary

The Construction Manager leads the CM team and is the City's primary point of contact for the full project. This person acts as an extension of City staff and represents the City with the design architect, contractor and other City consultants. The Construction Manager makes the decisions and recommendations; the Project Engineer, Scheduler and Estimator support this role.

Duties and responsibilities

Pre-construction

  1. Lead the cover-to-cover review of the final plans, specifications and estimate, and deliver the project Risk Register to the City PM before construction.
  2. Lead bid and award support and accept the contract-required documents from the successful bidder.
  3. Advise the City PM on the overall schedule, staging, milestones, completion dates and key interface dates.
  4. Verify that utility and agency permits are secured.
  5. Lead the pre-construction meeting with the City, contractor, stakeholders and utility agencies; set project protocol and distribute City forms.
  6. Require the contractor to provide video and photo documentation of the site before and during construction.

Construction

  1. Provide continuous construction management direction as the City's representative.
  2. Enforce contractor compliance with the contract documents, permits, codes and regulations.
  3. Coordinate the City's surveying, materials testing, inspection and CWA labor-compliance consultants, and adjacent projects on site.
  4. Approve RFI and submittal responses with the Engineer of Record and City PM.
  5. Approve inspector measurements and bid-item quantities, and recommend contractor monthly payments to the City.
  6. Chair weekly progress meetings and issue monthly progress reports to the City.
  7. Serve as the main contact for City staff, stakeholders, neighbors and utilities; advise the City PM of complaints and attend community meetings.
  8. Oversee stormwater (SWPPP) compliance with QSP/QSD support.
  9. Monitor the CM budget and notify the City before any out-of-scope work.

Safety

  1. Review the contractor's safety program and report deficiencies to the City PM and the contractor's safety officer.
  2. Require immediate correction of unsafe conditions and recommend remediation.

Change orders and claims

  1. Negotiate change orders and recommend them for approval, advising the City PM on schedule and budget effects.
  2. Respond to potential claims citing the contract documents, recommend settlement and negotiate resolution.
  3. Host partnering sessions with the contractor and City staff.

Closeout

  1. Lead the final punch walk and enforce corrective work.
  2. Coordinate project acceptance and approve the final project files.
  3. File the Notice of Completion with the Orange County Clerk-Recorder within 10 days of acceptance.
  4. Advise the City PM on liquidated damages and final payment.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management or a related field, or equivalent experience.
  • 10+ years managing public works construction, including landscape, grading, storm drain and site improvement projects of $20 million or more.
  • Working knowledge of the APWA Greenbook, City standards, CSI specifications and California public contract code.
  • Ability to evaluate critical path schedules and anticipate downstream impacts.
  • Knowledge of Orange County, state and federal water and pollution control regulations.
  • Experience with prevailing wage and labor compliance.
  • California PE, CCM or QSD/QSP certification preferred.
