Civil Engineer-P.E

We are seeking aCivil Engineer to oversee and expediate commercial, residential, and mixed-use land development projects from conception through completion in Brambleton, VA. Combining office-based engineering management with active site visits, they will develop project budgets, manages comprehensive schedules, directs site design activities, and oversees regulatory compliance across entitlements, permitting, construction, and bond releases. They will collaborate with internal field teams, external consultants, general contractors, and Loudoun County officials to resolve constructability challenges, manage development proffers, and ensure projects meet high quality and schedule standards.

Key Responsibilities

• Lead and support the design, entitlement, permitting, construction, and bond release phases for commercial, residential, and mixed-use land development projects.

• Develop, monitor, and maintain detailed project schedules and reports from project inception through final bond release.

• Prepare and manage cost projections, land development budgets, budget revisions, resource plans, change orders, and financial exception reporting.

• Evaluate the cost, schedule, and constructability impacts of design revisions and scope changes, negotiating change orders with contractors as necessary.

• Prepare Requests for Proposals (RFPs), evaluate competitive bids across technical qualifications and pricing, negotiate terms, and present award recommendations to leadership.

• Oversee site plan development, grading, stormwater management systems, utility networks, and infrastructure designs in coordination with the Construction Engineer.

• Administer development proffers in coordination with land use attorneys and Loudoun County staff, tracking compliance milestones and submitting documentation for formal proffer release.

• Partner with the Field Operations Project Manager to transition projects from design to construction, coordinating logistics, design clarifications, and field modifications.

• Review, interpret, and amend construction drawings, specifications, and contract documents to confirm alignment with project goals and expedite bond release.

• Review and approve subcontractor and consultant invoices, change order requests, and formal payment applications.

• Conduct regular job site visits to monitor construction progress, address physical field challenges, and uphold safety and quality standards.

• Manage relationships with public agencies, utilities, consultants, and contractors while responding to project concerns from residents, builders, and association representatives.

Required Skills & Experience

• Bachelor’s degree in Civil Engineering.

• Professional Engineer (PE) license in Virginia (or ability to obtain VA PE licensure via reciprocity within 6 months).

• Minimum 6 to 7+ years of experience overseeing land development for commercial, residential, and mixed-use construction projects.

• Strong ability to read, interpret, analyze, and amend construction drawings, specifications, and contracts.

• Proficiency with construction management and scheduling software such as Procore, Bluebeam, or Primavera.

• Ability to perform regular site visits involving walking uneven terrain, working outdoors in varied weather conditions, and carrying up to 20–30 lbs of plans or equipment while wearing required PPE.

Preferred Qualifications

• OSHA 30-hour certification.

• Prior experience navigating land development, proffer fulfillment, and regulatory permitting processes within Loudoun County, Virginia.
