General Summary:
The Chief Human Resources Officer works under the direction of the Chief Executive Officer. Administers and maintains all human resources functions including recruitment, standard compliance, employment laws and regulations, and benefits. Supervises reception area, training department, and other assigned team members. Provides strategic HR leadership and serves as a trusted advisor to executive leadership and managers on workforce planning, employee relations, organizational development, talent management, compensation, culture, and team member engagement. Partners with leaders across the organization to align people strategies with organizational goals and the mission, vision, and values of Youth Home. Leads initiatives that enhance the overall team member experience, strengthen organizational culture, and support retention and development.

Duties and Responsibilities:
- Assures agency compliance with employment laws (Affirmative Action, EEOC, ESD, Worker's Compensation, COBRA, ACA, etc.)
- Maintains the Policies and Procedures Manual, Supervisors Manual and job descriptions. Updates, edits, and distributes new and revised documents.
- Administers employee benefits programs.
- Plans and implements departmental budgets.
- Maintains confidential employee files on all present and past team members
- Plans and organizes employee events as budget allows.
- Implements termination procedures and associated paperwork.
- Assists in planning, coordinating, and conducting employee orientation.
- Serves as Board liaison for the Safety Personnel Committee.
- Composes corrective actions, commendations to team members, and human resources related correspondence.
- Selects, orients, supervises, terminates, and evaluates assigned team members.
- Supervises or completes the posting of job openings and the onboarding and hiring process.
Qualifications
Knowledge, Skills & Abilities:
- Strong written and verbal skills; ability to read, analyze and interpret professional journals, technical procedures and government regulations.
- Ability to effectively present information and respond to questions from managers, board members, and the general public.
- Ability to write reports, business correspondence, and procedure manuals.
- Must be able to facilitate difficult conversations, coach managers, present HR information to leadership, and develop clear and engaging internal communications and training materials.
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Basic understanding of calculation of figures for use in accounting and billing procedures.

Education and/or Experience:
Bachelor's degree required, Master's degree in human resources field preferred. Must have experience and skill in application of the principles and practices of human resources administration and work-related subject areas. HRCI or SHRM certification strongly desired.Â

Physical Demands and Work EnvironmentÂ
Team members are required to sit, stand, talk, see, walk and reach with hands and arms. Must maintain a current tuberculosis skin test. While performing the duties of this job, the team member is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate. Founded in 1966, Youth Home, Inc., located in Little Rock, Arkansas, is a private non-profit mental health provider. In the mid-1980's, Youth Home's program developed into a medical model directed by child and adolescent psychiatrists. Our continuum of care includes adolescent intensive residential and qualified residential treatment, specialty tracks, and school-based services, as well as outpatient services for individuals of all ages.
