BluRoc is seeking a proactive and highly organized Business Development Specialist to support the company’s continued growth in the utility, infrastructure, and energy markets.
This is an inside business development role focused on opportunity coordination, customer follow-up, RFP tracking, meeting support, market research, and maintaining consistent communication throughout the pursuit process. The position will work closely with business development, estimating, operations, and executive leadership to ensure opportunities are actively managed and important follow-up actions are completed.
The ideal candidate is a strong communicator who is comfortable interacting with customers, coordinating across internal teams, managing multiple priorities, and keeping business development activities organized and moving forward.
Primary Responsibilities
Customer Communication and Relationship Support:
- Maintain regular contact with customers and prospective customers through phone calls, emails, and scheduled check-ins.
- Coordinate introductory meetings, project-specific discussions, capability presentations, customer visits, and follow-up calls.
- Prepare meeting agendas, background information, opportunity summaries, and customer-specific talking points.
- Document meeting notes, commitments, and follow-up actions.
- Ensure customers receive requested capability statements, project experience, safety information, prequalification documents, and other supporting materials.
- Help maintain contact with customers between major pursuits so relationships remain active and current.
Opportunity and RFP Management:
- Monitor customer portals, bid platforms, industry sources, and utility procurement channels for relevant opportunities.
- Maintain an organized calendar of RFPs, prequalification requirements, proposal deadlines, interviews, and customer follow-up dates.
- Assist with internal go/no-go reviews and distribute bid documents to the appropriate estimating and operational personnel.
- Proactively follow up with customers regarding RFP status, award timing, procurement schedules, addenda, interviews, and next steps.
- Track submitted proposals through award, loss, postponement, or cancellation.
- Obtain customer feedback following bid decisions and document relevant pricing, scope, and competitive intelligence.
- Maintain records of awards, losses, incumbent contractors, and known self-perform decisions.
Pipeline and CRM Administration:
- Maintain accurate customer contact, opportunity, and activity information in the company’s CRM system.
- Identify stalled opportunities and coordinate follow-up with the appropriate business development leader.
- Prepare weekly pipeline, activity, pursuit, and customer-engagement reports.
- Assist with forecasting potential workload by customer, geography, project type, and anticipated construction period.
Proposal and Marketing Support:
- Coordinate with estimating and operations to assemble qualifications, project experience, resumes, organizational charts, safety information, and other proposal materials.
- Maintain an organized library of current business development and proposal content.
- Assist in preparing capability statements, presentations, customer-specific materials, and prequalification packages.
- Support conference, trade-show, customer-event, and association activities.
- Track event contacts and ensure timely follow-up after meetings, conferences, and customer visits.
Market and Account Research:
- Research utilities, prime contractors, engineering firms, competitors, capital programs, transmission projects, and regulatory developments.
- Help develop and maintain account plans for priority customers.
- Identify key decision-makers, procurement contacts, project managers, and potential teaming partners.
- Monitor contractor awards and changes in prime-contractor self-performance strategies.
- Summarize information that may affect BluRoc’s business development priorities, estimating approach, resource planning, or competitive position.
Qualifications
- Strong written and verbal communication skills
- Highly organized, detail-oriented, and comfortable managing multiple deadlines
- Professional and confident communicating with customers by phone, email, and video conference
- Proficiency with Microsoft Office; experience with Salesforce or another CRM system is preferred
- Ability to research companies, projects, and market developments and summarize the findings clearly
- Experience in construction, utilities, energy, engineering, or infrastructure is preferred but not required
- Ability to work collaboratively with others
- Willingness to travel occasionally for customer meetings, conferences, and company events
- Experience with social media and marketing materials a plus
Reporting Relationship:
The Business Development Specialist will report to the Vice President of Business Development and will support BluRoc’s broader business development and estimating organization.
Role Development:
This position is intended to provide exposure to the full business development process, including market identification, customer engagement, opportunity qualification, proposal development, and post-bid follow-up. With demonstrated performance and increasing industry knowledge, the role may develop into an Account Manager, Business Development Manager, or similar customer-facing position.
