DUTIES:
Conduct research and organize proposal materials and supporting evidence by review area; build and maintain the evidence index (source, location, version, and applicable criterion) for each proposal so findings can be validated without reconstructing the submission.
Maintain controlled case records, version control, source documentation, review status, milestones, open questions, dependencies, and pending actions for each assigned proposal; run targeted impact checks when new or revised submissions arrive.
Establish and maintain entries in the Application Tracking Log (proposal status, review milestones, dependencies, pending actions, deficiencies, interagency inputs, risks, and matters requiring Government decision) and support its bi-weekly reconciliation and quality control.
Track interagency stakeholder inputs, deficiencies, dependencies, clarification requests, and follow-up actions through closure; tie each stakeholder comment to the relevant proposal element or issue and record its disposition.
Prepare recurring documentation, status summaries, analytical inputs, and draft applicant-facing correspondence (e.g., requests for clarification) for Government review; contractor personnel do not independently communicate Government determinations to applicants.
Support development of bi-weekly status reports and monthly status and cost progress reports, including accomplishments, planned activities, staffing/clearance status, issues, and risks.
Apply business analysis, technical analysis, process improvement, knowledge management, configuration management, and strategic planning skills to document and improve SOPs, checklists, templates, and review procedures; capture recurring clarification needs, process gaps, and improvement opportunities observed during reviews.
Support change management, training, and knowledge transfer activities, including transition-in/transition-out and Program administration tasks as directed.
Perform other duties as assigned by the contract Program Manager and the Government Task Manager/COR.
