## Position Overview

The Department of Health and Human Services (DHHS) is seeking an experienced **Business Analyst** to support operations and technology initiatives at the State Hospital.

The Business Analyst will work closely with clinical, operational, administrative, and IT stakeholders to elicit, analyze, document, and translate business requirements into actionable project deliverables. The successful candidate will have significant experience working in a **psychiatric, behavioral health, or comparable clinical healthcare environment** and demonstrated experience delivering business analysis services within a **Scaled Agile Framework (SAFe)** environment.

This is a highly collaborative, stakeholder-facing position requiring direct, on-site engagement with State Hospital staff and leadership.

## Mandatory Qualification

Candidates **must meet the following requirement** to be considered:

* Minimum **5 years of extensive experience gathering and documenting business requirements within a state psychiatric health facility or comparable clinical/behavioral healthcare setting**.

Candidates who do not meet this mandatory requirement will not be considered.

## Key Responsibilities

* Elicit, analyze, document, and validate business and functional requirements from clinical, administrative, operational, and IT stakeholders.
* Conduct stakeholder interviews, workshops, observations, and requirements-gathering sessions with subject matter experts.
* Translate business and clinical needs into clear **user stories, acceptance criteria, process flows, use cases, and functional requirements**.
* Analyze current-state processes within a psychiatric/behavioral health environment and identify gaps, risks, dependencies, and opportunities for improvement.
* Develop and maintain business requirements documentation, process maps, workflow diagrams, and related project artifacts.
* Maintain requirements traceability throughout the project lifecycle and ensure alignment between business needs, technical solutions, and delivered functionality.
* Participate in **SAFe ceremonies**, including PI Planning, backlog refinement, sprint reviews, and other Agile activities.
* Collaborate with Product Owners, Scrum Masters, developers, architects, project managers, and other technical teams to refine and prioritize the product backlog.
* Support development of acceptance criteria and ensure requirements are sufficiently detailed for delivery teams.
* Develop and support **User Acceptance Testing (UAT)** by creating test scenarios tied to documented requirements and validating outcomes with business stakeholders.
* Identify and communicate project risks, issues, dependencies, and requirements-related concerns.
* Prepare clear and accurate status reports and business analysis documentation for agency leadership.
* Support process-improvement and technology initiatives across clinical and operational departments.
* Ensure business requirements and project deliverables align with applicable organizational policies and healthcare requirements.

## Required Technical Skills and Experience

* **5+ years of extensive business requirements gathering experience in a psychiatric health facility or comparable behavioral health/clinical healthcare environment.**
* Demonstrated experience working in a **SAFe/Scaled Agile Framework** environment.
* Practical knowledge of SAFe ceremonies, artifacts, and Agile delivery practices.
* Strong requirements elicitation, analysis, documentation, and validation skills.
* Experience creating:

* Business Requirements Documents (BRDs)
* User stories
* Acceptance criteria
* Process flows
* Workflow diagrams
* Use cases
* Requirements traceability documentation
* Experience facilitating stakeholder workshops and translating clinical or operational needs into actionable technical requirements.
* Strong process-mapping and gap-analysis capabilities.
* Experience supporting UAT, test planning, and requirements validation.
* Proficiency with business analysis and collaboration tools such as **Microsoft Office/365, Microsoft Visio, Jira, Confluence**, or equivalent platforms.
* Excellent written, verbal, analytical, and interpersonal communication skills.
* Ability to work effectively with both clinical/business stakeholders and technical delivery teams.

## Preferred Qualifications

* SAFe certification such as:

* SAFe Practitioner
* SAFe Product Owner/Product Manager (POPM)
* Other relevant SAFe certification
* Experience supporting IT, technology, or process-improvement initiatives within **state government or public-sector healthcare**.
* Experience working in behavioral health or psychiatric care operations.
* Familiarity with healthcare regulatory requirements and compliance processes.
* Experience with **Electronic Health Record (EHR)** systems.
* Bachelor's degree in Business Administration, Health Administration, Information Systems, Information Technology, or a related field.
* CBAP, PMI-PBA, or other relevant business analysis certification.
* Experience working with enterprise-level applications and systems integration.

## Standard Business Analyst Responsibilities

* Gather, document, and analyze business requirements through stakeholder interviews, workshops, observations, and process analysis.
* Translate business requirements into clear and actionable technical specifications.
* Develop process flows, use cases, workflow diagrams, and data models to support solution design.
* Collaborate with project managers, Product Owners, developers, technical teams, and business stakeholders throughout the project lifecycle.
* Perform gap analysis and identify opportunities for process optimization.
* Assist with development and execution of test plans and scenarios.
* Support UAT and ensure stakeholder feedback is incorporated into final solutions.
* Create and maintain business, functional, and user documentation.
* Monitor project activities and provide regular updates to stakeholders.
* Apply established business analysis, Agile, and process-improvement best practices.
* Stay current with relevant business analysis methodologies, tools, and industry practices.

## Education & Experience

**Required:**

* Minimum 5 years of extensive business requirements experience in a psychiatric health facility or comparable behavioral health/clinical healthcare setting.

**Preferred:**

* Bachelor's degree in Business Administration, Information Technology, Health Administration, or a related discipline.
* 3+ years of experience in a Business Analyst or similar role, in addition to the specialized healthcare requirements above.
* CBAP, PMI-PBA, SAFe, or other relevant professional certification.
* Experience supporting enterprise applications and technology implementations.

## Important Assignment Information

* This position is **100% on-site** at the State Hospital.
* **Remote work is not available.**
* Candidates must be **Utah residents**.
* The maximum allowable bill rate is **$95.00/hour**. Bids exceeding this rate will be disqualified and will not be forwarded for manager review.
* Only candidates meeting the mandatory 5-year specialized healthcare/psychiatric business requirements experience will be considered.
* The selected candidate will work closely with clinical, operational, administrative, and IT stakeholders within the State Hospital environment.
