Position Overview:
Director of Facilities Development Officer, this position reports to the Executive Director (ED) or designee, the Director is responsible for ensuring that River Edge facilities are safe, functional, compliant, cost-effective, and supportive of high-quality behavioral health and community-based services. The position oversees preventive and corrective maintenance, capital planning, construction and renovation projects, facility acquisitions and development activities, vendor and contractor performance, operating and capital budgets, and selected grant-development activities related to facilities, infrastructure, housing, and service expansion.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Facilities Operations and Maintenance
- Direct the operation, maintenance, repair, and improvement of River Edge Behavioral Healthās buildings, grounds, equipment, systems, and related physical assets.
- Develop and maintain a comprehensive preventive-maintenance program for HVAC, plumbing, electrical, roofing, life-safety systems, security systems, elevators, generators, vehicles, grounds, and other critical infrastructure.
- Conduct routine inspections of facilities to identify safety hazards, deferred maintenance, code-compliance concerns, operational risks, and capital-replacement needs.
- Oversee emergency repairs, facility incidents, weather-related damage, utility interruptions, and other operational disruptions affecting service delivery.

Facilities Portfolio Knowledge and Operational Oversight
- Develop and maintain a comprehensive working knowledge of River Edge Behavioral Healthās entire facilities portfolio, including the location, purpose, primary programs and services, operational requirements, physical condition, major building systems, occupancy considerations, and significant maintenance or capital needs of each site.

Performance Goals and Strategic Priorities
- Within the first 90 days of employment, develop measurable short-term priorities (ārocksā) that identify specific facilities, maintenance, capital-project, operational, financial, or process improvements to be accomplished during the initial performance period.
- Develop measurable one-year strategic priorities that support River Edgeās facilities-management objectives, capital-improvement needs, operational efficiency, regulatory compliance, financial stewardship, and long-term organizational goals.

Key Performance Indicators and Accountability
- Establish, maintain, and report on a minimum of two meaningful facilities-related Key Performance Indicators (KPIs) that can be measured weekly against an established baseline.
- Develop baseline performance data for selected KPIs during the initial assessment period and use trend analysis to identify performance gaps, operational risks, opportunities for improvement, and areas requiring corrective action.
- KPIs may include, but are not limited to, work-order response and completion times, preventive-maintenance completion rates, outstanding maintenance requests, facility inspection findings, equipment downtime, vendor performance, project schedule performance, budget variance, utility consumption, safety-related deficiencies, or other measures approved by executive leadership.

Capital Planning and Project Management
- Lead the development and implementation of a multi-year capital-improvement plan aligned with River Edgeās strategic priorities, service needs, compliance obligations, financial capacity, and growth opportunities.
- Manage facility construction, renovation, expansion, relocation, acquisition, and infrastructure projects from initial concept through closeout.
- Define project scope, schedules, cost estimates, funding sources, procurement requirements, risks, and performance expectations.
- Coordinate architects, engineers, construction managers, general contractors, subcontractors, environmental consultants, surveyors, legal counsel, and other project professionals.

Budgeting and Financial Management
- Develop and manage annual facilities operating budgets and capital-project budgets.
- Prepare cost estimates, funding forecasts, project cash-flow projections, bid analyses, and return-on-investment or lifecycle-cost analyses for major facility decisions.
- Monitor expenditures against approved budgets and promptly identify, explain, and address material variances.
- Recommend strategies to reduce energy use, utility expenses, maintenance costs, deferred maintenance, and avoidable capital expenditures.
- Assist leadership in evaluating leases, property purchases, facility consolidations, new-site opportunities, and other real estate or occupancy decisions.

Facility Development and Strategic Growth
- Support the planning and development of new program locations, supportive housing, community-based service sites, administrative facilities, and other growth initiatives.
- Conduct or coordinate preliminary site reviews, feasibility assessments, space-needs analyses, due-diligence activities, and occupancy planning.

Compliance, Safety, and Risk Management
- Ensure River Edge facilities and capital projects support applicable CARF accreditation standards, as well as federal, state, and local requirements for building safety, accessibility, life safety, licensing, environmental conditions, and workplace safety. CARFās behavioral-health framework emphasizes safe, trauma-informed, recovery-focused service environments.

Grant Development and Funding Support
- Identify public, private, foundation, and community-development funding opportunities that may support capital improvements, facility development, energy efficiency, accessibility, supportive housing, technology infrastructure, and service expansion.

Supervisory Responsibilities
- Directly supervise facilities, maintenance, and project-management staff as assigned.
- Establish clear expectations, work priorities, performance standards, and professional-development goals for supervised employees.
- Coordinate the work of consultants, contractors, vendors, and service providers.

QUALIFICATIONS AND EXPERIENCE
Required Qualifications
- Bachelorās degree in facilities management, construction management, engineering, architecture, business administration, public administration, project management, or a related field; equivalent combinations of education, professional training, and directly relevant experience may be considered.
- Five to seven years of progressively responsible experience in facilities management, construction, capital projects, property operations, or related areas.
- Demonstrated experience managing maintenance operations, capital budgets, renovation or construction projects, and contractor/vendor relationships.
- Experience developing and managing project schedules, budgets, scopes of work, procurement documents, contracts, and project reporting.

Preferred Qualifications
- Experience in behavioral health, healthcare, nonprofit, human services, supportive housing, or community-development settings.
- Experience managing multiple facilities or geographically dispersed sites.
- Professional certification such as CFM, FMP, PMP, CCM, or LEED credential.
