Overview
FLSA: EXEMPT. This is a professional leadership position in the Human Services Department. The Senior Human Services Supervisor-Housing Programs and Support Services will lead the development, oversight, and coordination of Human Services’ housing portfolio and housing support services (1915i: Medicaid Housing Support Services) for all qualifying consumers of the Human Services Department. This includes coordination and engaging with community partners, internal partners, and other housing support stakeholders to stay current on housing needs and resources, to identify gaps in service, and to collaborate and identify best practices for meeting those needs.

Essential Job Functions
Provide unified oversight of the Human Services owned and contracted program housing including Park Lane Studios (10 units), Thriving Families program, and Ophelia’s House (10 beds). This includes consistent property management, scheduling support staff, and rent collection.
Oversees and maintains efficient pre-enrollment workflows for all housing-related service programs, ensuring documentation accuracy, timely assessment processes, and alignment with Medicaid and agency standards.
Ensures compliance with federal, state, and local HMIS data standards and reporting expectations.
Supervises staff for the provision of housing services to County consumers, which includes leading the County’s Medicaid Supportive Housing (1915i) delivery and compliance including monitoring and implementation of quality assurance systems to ensure adherence to state and federal program standards.
Coordinates the development and provision of housing specific training for Human Services staff and provides general direction and guidance as it relates to housing supports.
Develops housing program policies and procedures and methods for measurement of outcomes and impacts.
Coordinates with HS Administration to ensure housing program workflows and operational processes are aligned with broader departmental system designs and workflow standards.
Builds and maintains effective relationships with housing providers, including local public housing authorities and agency-owned housing, to help housing retention after housing placements are made.
Represents the department in community workgroups while ensuring outreach strategies are executed by appropriate teams.
Serves as the Human Service’s Department's lead housing strategist and subject matter expert, representing the County in collaborative planning, negotiations, and partnership development with housing authorities, municipalities, developers, agency owned housing, and program housing providers, and state agencies to expand housing opportunities and improve system performance.
Contributes to departmental planning related to anticipated 2028–2029 Pathways Home system transitions, ensuring housing program readiness for future organizational changes.
Directs the operational oversight and long-range planning of County-owned and contracted housing assets, including capital improvement planning, property preservation strategies, occupancy management, and recommendations regarding facility investments.
Oversees the financial performance of County housing programs and properties, including operating budgets, revenue projections, rental income monitoring, contract administration, vendor oversight, and recommendations regarding resource allocation to ensure long-term sustainability.
Establishes and monitors systems to ensure compliance with federal, state, local, Medicaid, fair housing, landlord-tenant, safety, and property management regulations. Identifies operational and legal risks and develops mitigation and corrective action strategies.
Leads coordination of local agencies that provide 1915i services to ensure alignment, reporting, and service delivery quality. Identifies gaps in our system’s 1915i services and recommends solutions to address those gaps.
Analyzes program data, trends, and service needs. Conducts gap and needs analysis. Develops recommendations to close service gaps. Implements improvements to services and programs.
Maintains information relating to budget projections/actual budget expenses for service plans. Reviews 1915i Medicaid reimbursements to help ensure staffing expenses are sustainable funding.
Maintains skill and competence levels as policies and regulations change by attending department/staff meetings and by participating in continuing training as required and appropriate.

Related Job Functions
May directly assist consumers as related to housing provision.
Assists and provides back-up to other staff with related duties as necessary or required.
Physical demands: Large percentage of time is spent sitting at desk, talking, hearing and using vision. Regular travel between County-operated housing sites, partner agencies, and community locations is required. A limited amount of time is spent standing, walking, climbing (using feet and legs), reaching, low to medium lifting and carrying. In unusual situations, there is the threat of physical attack or injury from clients. Uses telephones, copy machines, computer/keyboard and other similar office equipment.

Knowledge, Skills, and Abilities
Knowledge of best practice housing approaches as it relates to the unsheltered population in addition to housing stability models, including knowledge of local, state and federal housing and related resources.
Knowledge of landlord and tenant laws and rights including relevant legal processes.

Training, Experience and Other Requirements
Graduation from an accredited college or university with a bachelor’s degree in business administration, Social Work, Sociology, Psychology, or related field.
Minimum or 2 years’ experience and demonstrated competence in housing navigation and/or social service program delivery, ideally working with underserved populations.
Experience coordinating and collaborating with a variety of stakeholders to develop and maintain human services programing, including use of assessments and measures to evaluate program outcomes and impacts.
May consider other relevant combination of experience and training that provides equivalent knowledge, skills, and abilities.
Basic computer and office skills.
Excellent interpersonal skills.
Ability to pass both a criminal background check and Wisconsin Caregiver Law Background Check.
A valid driver's license and access to reliable transportation required.
