Civil Estimator

As an Estimator you report to the Chief Estimator or a Senior Estimator and will prepare and submit estimates on behalf of Hall Constructors. This position contributes to the overall organization by bidding on various types of work and handing over successful bids to the project team. This role primarily interacts with the estimating team, Chief Estimator, VP Pre-Construction, and Project Coordinators with the goal of project pursuit and acquisition. Coordination and communication with the operations staff is key to ensure feedback from ongoing projects and input for creating estimates. Contact with clients, subcontractors, and vendors will also be required and the utmost professionalism is expected during these interactions. You will be responsible for all aspects of estimating including, reviewing bid documents, measuring quantities, developing first principle estimates, procuring and comparing quotes from vendors and subs, and preparing and submitting proposals. 

Your day-to-day will look like: 

• Prepare complete, accurate, and timely estimates in accordance with Hall’s estimating procedures and bid requirements.
• Review drawings, specifications, geotechnical information, addenda, contract conditions, and other bid documents to identify scope, risks, and pricing requirements.
• Plan and manage assigned estimates, including takeoffs and work delegated to project coordinators or estimating interns.
• Develop construction methodologies, production assumptions, crew requirements, equipment selections, indirect costs, and preliminary schedules.
• Prepare subcontractor and supplier scopes, solicit quotations, evaluate pricing, and confirm scope coverage.
• Coordinate with the estimating, operations, and project-management teams to incorporate relevant field experience, constructability input, and historical cost information.
• Attend site visits, pre-bid meetings, estimating meetings, and bid-review meetings as required.
• Communicate professionally with clients, consultants, subcontractors, and suppliers throughout the tender process.
• Identify scope gaps, commercial risks, opportunities, and clarifications, and escalate significant issues to the Chief Estimator.
• Prepare bid forms, proposal documents, assumptions, exclusions, clarifications, and other submission requirements.
  
• Support final estimate reviews and ensure tender submissions are complete, compliant, and submitted on time.
• Prepare a detailed handover of successful bids for the project team, including pricing assumptions, subcontractor coverage, risks, opportunities, and outstanding items.
• Maintain complete and organized bid records, including drawings, addenda, quotations, correspondence, and estimate documentation.

You have the following qualifications, technical and interpersonal skills: 

Qualifications:

• Experience: Minimum 3 years of construction estimating experience, including direct experience preparing competitive bids for civil infrastructure projects involving earthworks, deep excavations, underground utilities, roadworks, and concrete or related civil works.
• Education: Post-secondary education in civil engineering, construction management, engineering technology, or a related discipline. An equivalent combination of education and relevant experience will be considered.
• Valid BC Class 5 Driver’s license.
• Considered an Asset:
  • Experience estimating civil construction projects in Lower Mainland, British Columbia and knowledge of local subcontractors, suppliers, labour conditions, and construction practices.
  • Experience with HCSS HeavyJob, Microsoft Project, AutoCAD, or digital takeoff software (Carlson, etc.)
  • Professional or Technical Designation: P.Eng, EIT, AScT, GSC, CET, PQS
    

Technical Skills:

• Proficient in HCSS HeavyBid, Bluebeam Revu, Microsoft Word and Excel, with working knowledge of HCSS HeavyJob, Microsoft Project, and Teams.
• Demonstrated ability to interpret drawings, specifications, geotechnical information, addenda, and contract documents.
• Prepare accurate quantity takeoffs for civil construction work, including:
  • • Large-scale and detailed excavations
    • Deep and shallow utilities
    • Earthworks, grading, and cut-to-fill operations
    • Landfill construction, land reclamation and remediation
    • Roadworks, flatwork, ditches, and retaining walls
    • Concrete structures and related civil works
      
• Organize estimates and supporting documentation in accordance with Hall’s estimating standards.
• Prepare bid clarifications, assumptions, exclusions, preliminary schedules, and proposal documentation.
• Communicate technical and commercial information clearly in written and spoken English.
