Job Summary
The Assistant Director of Development Services is responsible for planning, directing, managing and coordinating activities, operations and programs related to the Development Services Department. This position oversees the effective leadership and management of multiple activities and operations within the Development Services Department. The principal duties of this class are performed in a general office environment.
Key Responsibilities
- Project and Program Management:
- Directs the activities of the division/department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.
- Assesses and monitors workload, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
- Represents the Development Services Department to other departments, elected officials, developers, outside agencies and the public; coordinates assigned activities with other department, outside agencies and organizations; participates on a variety of boards, commissions and committees; and provides staff support and technical guidance to boards, commissions and the Director.
- Provides staff assistance to the Development Services Director and other executive level staff as appropriate.
- Financial Budget Management:
- Participates in the development and administration of the department budget; forecasts funds needed for staffing, equipment, materials and supplies; approves expenditures; and implements budgetary adjustments as needed.
- Team Building and Performance Management:
- Involve employees in decision making processes, seek employee ideas and input, encourage and emphasize accountability for employees to be productive and to produce high quality work, recognize and work with differences with employees and their work styles
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions or recommendations.
- Other Duties:
- Performs all work duties and activities in accordance with county policies, procedures and safety practices.
- Performs other related duties as required.
Qualifications
Skills and Abilities:
- Knowledge of operations, services and activities of county planning and development programs
- Demographics, population forecasting, housing, land use, and traffic studies.
- Federal, state, county, and other applicable statutes governing planning, zoning, development, land use, and redevelopment program administration.
- Applied principles of supervision, motivation, training, and performance evaluation.
- Municipal accounting and administration procedures and practices relating to permit issuance and fee collection.
- Operation of standard office equipment, including a personal computer and job-related software.
- Customer support tracking and performance procedures.

- Communicate clearly and effectively, both orally and in writing
- Assist in managing and directing a comprehensive county planning and development services program
- Administer department goals, objectives and procedures
- Analyze and assess programs, policies and operational needs and make appropriate adjustments
- Identify and respond to sensitive community and organizational issues, concerns and needs
- Establish and maintain effective working relationships with those contacted in the course of work
Special Qualifications
- American Institute of Certified Planners (AICP) Certification required within one year of date of hire. If not in place at time of hire, candidate must be qualified at hire to sit for the AICP exam
- Idaho driver's license
- Must successfully complete a background
Education and Experience
- Bachelor’s degree required in Planning, Community Development, Public Administration, Civil Engineering, or closely related field; master’s degree preferred
- Twelve years’ experience in planning, development, engineering, city or county administration, or a related field,with at least six of those years at a public agency
- Six years’ supervisory experience
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work may be considered
