The International Rescue Committee is a well-recognized international non-profit organization (USA-Based) working in over 40 countries worldwide. Established in 1933 on the suggestion of renowned scientist Albert Einstein, the organization has been supporting vulnerable and host communities across Pakistan since 1980. It delivers comprehensive humanitarian and development services, implementing numerous projects in partnership with federal and provincial governments and with the support of generous donors, to improve the lives and livelihoods of populations affected by disasters, floods, and other emergencies.

The IRC is implementing a 6.5-month project across five districts in Khyber Pakhtunkhwa to strengthen protection and legal services for vulnerable communities. The project works toward one overarching outcome: improved access to legal support, case management, and community-based protection services, alongside stronger community structures to prevent and respond to protection risks.

Four outputs deliver this: community-based protection mechanisms that expand awareness and access to services; case management and referral pathways for at-risk individuals; legal services, including counsel and representation; and a protection monitoring framework to systematically capture and track protection risks.

Purpose of the position/Summary:

The IRC is seeking Protection Case Workers to support the delivery of Protection Case Management (PCM) services under an IOM-funded project strengthening community-based protection, legal assistance, and social cohesion for vulnerable populations across five districts in Khyber Pakhtunkhwa. The Case Worker will manage an assigned caseload through the full PCM cycle , identification, intake, assessment, case planning, referral, follow-up, and closure , for individuals facing protection risks, including GBV and child protection concerns. Working within a survivor-centered, Do No Harm framework, the Case Worker ensures that at-risk clients receive timely, safe, and appropriate support through direct service provision, quality referrals, and close coordination with community-based protection structures and service providers.

Major Responsibilities:

Project Planning and Implementation:

• Provide Protection Case Management to the heightened-risk individuals at district level in line with IRC's global PCM guidelines, IOM's operational requirements, and agreed case management SOPs.

• Identify and register vulnerable individuals through community outreach, COV and CBPC referrals, help desk intake, and self-referrals, prioritising women at risk, unaccompanied children, persons with disabilities, undocumented individuals, and other high-risk groups.

• Facilitate the full PCM cycle: intake, consent, safety planning, needs assessment, case action planning, referrals, follow-up, and case closure with a client satisfaction assessment.

• Identify clients eligible for Cash for Protection (CfP) assistance and refer them to IOM through agreed pathways, with informed consent documented at each stage.

• Establish quality referrals to specialised services, MHPSS, legal aid, GBV response, child protection, health, civil documentation, and government social protection programs, and follow up to confirm timely service uptake.

• Orient CBPCs, COVs, and service providers on PCM standards and inter-agency referral protocols.

• Maintain accurate case records in the Information Management System in accordance with IRC's Client Data Protection Policy and IOM's data protection principles.

• Report caseload status (open, active, and closed cases) to the supervisor; participate in case conferences, reviews, and supervision sessions.

• Support community awareness activities @MPCC on protection risks, available services, and referral pathways.

• Document and share success stories and lessons learned with the supervisor on a regular basis.

• Perform any other project-related tasks assigned by the supervisor.

Coordination and Representation

Build and maintain working relationships with district-level partners including government departments, UN agencies, and local and international NGOs active in the protection sector across target districts.

Qualification:

• Bachelor’s in Psychology, Sociology, International Relations, or equivalent is required.

Work Experience:

• Should have a minimum of 1 to 2 years of field experience in protection case management programming, preferably in emergencies.

• Ability to work under pressure in an unstable security environment. Able to handle critical information with strict confidentiality.

Demonstrated Skills and Competencies:

• Applied experience in Protection/ Case Management/ Referral Mechanisms.

• Demonstrated knowledge of and implementation of multi-sectoral protection prevention and response programming.

• Experience handling protection case management programs, including implementation of the best interests procedures.

• Proven understanding of critical issues around protection data and knowledge of safe and            ethical data collection analysis and conducting assessments.

• Flexibility to work in a diverse multicultural team with respect for relevant culture and norms.

• Ability and experience coordinating with government and CSOs.

• Excellent interpersonal and communication skills.

• Excellent report writing skills.

• Flexible demeanor towards receiving feedback.

• Knowledge of MS Office packages (word, excel, PowerPoint).

Language:

• Good written and spoken English and Urdu skills.

• Proficient in Pashtu and/or local languages.
