Position Summary...

The Technical Program Manager in FinOps will have accountability to one or more pillars. You will be responsible for helping GTP assess growth and investment opportunities in Cloud, driving the organization towards EDLC in technology, developing and managing and approach unit cost economic, and connecting costs to business values and goals. This leader will drive cultural change to remove blockers; empower engineering teams to deliver better features, apps, and migrations faster; and enable a cross-functional conversation about where to invest and when . These responsibilities will center on driving the FinOps governance model centrally.  Intake and Tradeoffs to drive prioritization

About the team:

The FinOps team partners across Engineering, Finance, and Product to drive strategic cloud investments, governance, and financial planning at Walmart. This team leads initiatives to enhance cost transparency, scale governance frameworks, and advance AI-driven forecasting and automation. It manages complex programs focused on operational excellence, risk mitigation, and stakeholder engagement. By fostering collaboration across engineering portfolios, the team supports growth in cloud and platform capabilities, delivering scalable, data-driven solutions that optimize technology investments and enable efficient program execution aligned with business objectives.

What you'll do...


  • Lead AOP and LRP planning, financial governance, and portfolio prioritization.
  • Drive cross-functional alignment across product, engineering, finance, and technology teams.
  • Manage key stakeholders and establish effective operating cadences.
  • Develop and scale FinOps processes, including chargeback/showback, forecasting, efficiency tracking, unit costing, and Product TCO.
  • Drive cloud cost optimization and identify opportunities to improve financial efficiency.
  • Partner with data teams to develop scorecards, reporting, and actionable insights across CapEx, OpEx, and labor.
  • Establish and track OKRs to measure portfolio performance and business outcomes.
  • Prepare leadership reporting, MBRs, and portfolio updates.
  • Manage intake, prioritization, and execution across the portfolio.
  • Communicate portfolio performance, risks, accomplishments, investment opportunities, and business value.

What you'll bring:
  • Experience leading FinOps, financial planning, or technology portfolio management initiatives.
  • Strong knowledge of AOP/LRP planning, financial governance, forecasting, and cost optimization.
  • Experience establishing scalable financial and operational processes.
  • Ability to partner effectively across product, engineering, finance, technology, and data teams.
  • Experience developing scorecards, reporting, and insights across CapEx, OpEx, and labor.
  • Strong stakeholder management and cross-functional leadership skills.
  • Experience establishing operating cadences, tracking OKRs, and preparing leadership and MBR reporting.
  • Ability to manage competing priorities, assess risks, and communicate business value to senior stakeholders.

The annual salary range for this position is $110,000.00 - $220,000.00 Additional compensation includes annual or quarterly performance bonuses. Additional compensation for certain positions may also include :
