JOB SUMMARY

Theprimary responsibilityofa Water ResourcesAnalystisto be anactivememberofthewaterresources team andover time becomea subjectmatterexpert for a variety of waterresources related projects programs,reports and tasks.Initially the Analyst will perform dutiesto facilitatelearninghowtoprovide waterresourceservicesand functionsat ArizonaWaterCompany including collecting,creating processingand analyzingdata to createworkproductsforavarietyofprojects,requests and regulatory requirements.As experience isgained assignmentswillbecomemorevaried complex, and difficult. Withexperience the Analyst is expectedto requireless supervisionand review of work asthe ability toperform qualityworkindependently is demonstrated.

 

JOB DUTIES AND ESSENTIAL FUNCTIONS

The dutieslistedbelowareintended onlyasillustrations of thevarious typesofwork thatmay be performed. Theomissionofspecific statementsof duties does notexcludethemfromthe positionifthe workissimilar, related oralogicalassignmentto this position. Initially,theWater Resources Analyst may performsomeof these dutiesandresponsibilities.in a learning orassistingcapacity.Until theWater ResourcesAnalysthas mastered these responsibilities, the Water Resources Analyst'sworkwill besupervisedby more experienced staff.

 

  • Tracks water production data and other operational data, organizes information to create reports tomonitorand meet regulatory compliance requirements.
  • Responds to datarequests fromthe water resources group and the larger organization by collecting, creating, processing and analyzing a wide variety of information related to well production, customer deliveries, metering, conservation, and water rights.
  • Preparesalltypes of annualregulatoryreports for the Arizona Department ofWaterResources and parts ofannualreports for the Arizona Corporation Commission.
  • Supportstheadministration of company's Adequate and Assured WaterSupplyC'AAWS") determinations. Coordinates with GIS staff to collect and maintain accurate geographiesrepresentingsubdivisionswithassured water supply determinations. Updates databases, tracks construction and water demand for assured water supply determinations. Prepares reports using the AAWS determination data; provides data to support modeling efforts and applications for AAWS. Supports the management of the Pinal Water Hub and its expansion.
  • Assists in administering Company's well permits including coordinating with Engineering, Field Staff, and Water Quality to secure well permits for new and existing wells, ensuring compliance with well permit requirements, and representing the company at meetings related to laws and regulation affecting the company's use of wells to produce water.
  • Tracks and updates Statements of Claimant for all water supply sources used by company to support company's responsetothe State of Arizona's General Stream Adjudications.
  • Supportstheadministration ofcompany'sM&ICAP waterand othersurfacewatersuppliesincludingannuallypreparing company'swaterorders,ensuringdelivery ofCAPwater and other surface water supplies consistentwithcontracts. Participates in processessponsoredby the company to protect its CAP water and other surfacewater supplies.
  • Coordinatescompany's membership in CentralArizonaGroundwater Replenishment District("CAGRD"). Tracksnewmemberlands organizes membership documents and prepares annual reports. Coordinateswithinternal and external customers to collect, process andreportwater and other data related to CAGRD parcels.
  • Attends,represents thecompanyand reports on meetings related to the programs listed above, water resources, operationsfinanceplanning, legislation, and legal topics that may affect the company.
  • Uses critical thinking and problem-solving skills to develop and present ideas for more efficientprocessesworkflows,and communications.
  • Performing other tasksand duties asdirected.

Qualifications

SKILLS, KNOWLEDGE,ANDPHYSICAL REQUIREMENTS

Therequired skills,knowledgeand physicalrequirementsinclude but are not limited to the following:

 

  • Working knowledge ofwater resourcesin Arizona including underground storage and recovery permittingandreporting,municipal rights CAP operations, entitlementsandreporting, CAGRD reporting, and the state's AWS program.                                                                                         •
  • Understanding and knowledge of water resource laws, practices, rules and other informationnecessary toadequately learnandperformtheroutine duties ofthisposition.
  • Excellentpersonalcomputer skills and proficiency withMicrosoft Word Excel, Access, and PowerPoint asthisposition works witha varietyof datasources.
  • Excellent spatial analysis skills including ability to use products likeARCGIS Online and otherESRIproducts.
  • Abilitytothinkcriticallyexercise good judgement.
  • Abilityto communicateeffectively in writing througha variety of means including reports, emails,virtualcontent,briefingsandother presentation slides.
  • Ability to communicate verbally using effective public speaking skills for presentations bothinternally and externally.
  • Abilitytofollowverbal and written instructions.
  • Must be dependable,punctual, have good attendance, and have professional demeanor andappearance.
  • Abilitytosit,stand, walk, reach, grasp, push, pull, bend, stoop, climb, crouch, squat, crawl, twist, perform repetitive physical activities, and lift up to 50 lbs.

EDUCATION, TRAINING, AND EXPERIENCE

The following are required:

  • High schooldiploma.
  • Collegedegree orequivalentwater utility administrative work experience in water resources policy and planning water utility operations, environmental compliance statistics, or other applicable study areas.
  • 3-5 years of work experience in water resources or relatedfield.
  • Valid Arizona driver's license and acceptable driving record.
