- Conductfeasibility studies and prepare procurement and cost advisory reports forData Center and mission‑critical developments, including greenfield and brownfield projects.
- ReviewData Center construction and MEP design documentation (civil, structural, electrical, mechanical, CSA, IT/low‑voltage systems) and prepare detailedquantity take‑offs, contract documentation, and cost plans.
- Prepare, review, and managedetailed cost estimates and cost plans across all project stages (concept, schematic, detailed design, construction, and close‑out) forhigh‑CAPEX Data Center projects.
- Lead and manageestimating and cost planning activities, taking ownership of the finalData Center cost plan, including presentation to clients and senior stakeholders.
- ApplyValue Management (VM) and Value Engineering (VE) techniques specific to Data Centers, focusing on resilience, redundancy (N+1 / 2N), constructability, scalability, and lifecycle efficiency, engaging Turner & Townsend’s specialist teams as required.
- Manage and lead theprocurement and contracting strategy for Data Center projects, including:
- Pre‑qualification of vendors and contractors
- Issuance and management of RFPs
- Bid analysis and evaluation
- Cost and commercial negotiations
- Contract award recommendations and contract preparation
- Administerpost‑contract cost control, ensuring that change management processes are implemented effectively, including:
- Assessment and valuation of change orders
- Tracking design changes impacting critical systems
- Maintaining accurate and up‑to‑date project budgets
- Managecost checks, valuations, and progress assessments aligned with construction sequencing and Data Center commissioning milestones.
- Prepare and issuemonthly post‑contract cost reports, cash flow forecasts, and cost‑to‑complete analyses, presenting findings to theclient and senior leadership.
- Leadlife‑cycle costing (LCC) and total cost of ownership (TCO) analyses for Data Center assets, supporting informed business and investment decisions.
- Ensurefinal accounts are negotiated, agreed, and closed out in accordance with contractual and financial governance requirements.
- Develop and maintain strongclient, consultant, contractor, and vendor relationships, acting as a key interface across all stages of the Data Center project lifecycle.
- Provide regular reporting onestimated cost vs. approved budget, identifying risks, opportunities, and mitigation strategies for cost and schedule performance.
- Where applicable,lead and mentor a cost management team, ensuring delivery of assigned responsibilities in line with quality and performance standards.
- Supportstaff management activities, including recruitment interviews, resource planning, and participation in performance reviews for junior team members.
- Contribute toknowledge management, ensuring lessons learned, benchmarking data, and best practices from Data Center projects are captured and shared within Turner & Townsend systems.
- Supportfinancial management activities, utilizing internal financial systems to track project margins, fee performance, and monthly resource forecasts.
- Identify and implementprocess improvements to enhance cost management efficiency, accuracy, and project delivery excellence.
- Liaise closely withsite managers, clients, contractors, and subcontractors, including regular site engagement and coordination with construction and commissioning teams.
- Review and approvesubcontractor proposals, payment applications, invoices, and change requests, ensuring accuracy and compliance with contractual terms.
- Advise theProject Manager and Client on forecast cost risks, potential overruns, and corrective actions to protect project outcomes.
- Travel to project sites as required, including the ability towork from site locations or be site‑based for extended periods when necessary.
- Carry out all duties in accordance with the professional grade andTurner & Townsend quality, governance, and ethical standards.
- 8 years professional experience related to Cost Management ;
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Architecture, or any degree relevant to the position;
- RICS, AACE Certifications/Memberships;
- Fluent in English and Spanish;
- Ability to work under pressure to deliver deadlines;
- Good communication skills and has experience explaining concepts, methodologies and their deliverables to Clients;
- Strong client management, change management and teamwork & team management skills;
- Strong Microsoft skills, specifically excel & PowerPoint, CostX, Knowledge of AutoCAD.
