Purpose and Objectives of the Consultancy

Purpose

The purpose of this consultancy is to engage an experienced facilitator to design and facilitate a child-friendly, inclusive and participatory Country Child Participation Conference that strengthens children's leadership and advocacy skills, supports the development of child-led recommendations, documents conference proceedings, and facilitates a transparent selection process for two child representatives to participate in the Global Ministerial Conference on Ending Violence Against Children in Manila, Philippines, from 16th to 17th November 2026.

Specific Objectives

The consultant will:

  • Design and facilitate an engaging three-day conference using participatory and child-friendly methodologies.
  • Create a safe and inclusive environment that promotes meaningful participation of all children.
  • Strengthen children's leadership, communication, teamwork and advocacy skills.
  • Support children to identify key child rights issues and develop child-led recommendations and advocacy messages.
  • Facilitate networking and peer learning among child representatives from TdH NL partner organizations.
  • Facilitate a transparent and child-friendly process for selecting two child representatives for the Global Ministerial Conference to be held in Manila.
  • Document the conference proceedings, key recommendations and outcomes.
  • Develop communication products that enhance TdH NL's visibility while ensuring compliance with child safeguarding and media consent requirements.

Expected Results

By the end of the consultancy:

  • A three-day Country Child Participation Conference is successfully facilitated.
  • Sixteen child representatives actively participate and contribute to conference discussions.
  • Child-led recommendations and advocacy messages are documented.
  • Two child representatives are transparently selected to represent Kenya at the Global Ministerial Conference.
  • A comprehensive conference report and communication package are submitted to TdH NL.

3. Scope of Work

The consultant will be responsible for facilitating, documenting and supporting the successful delivery of the Country Child Participation Conference. Working closely with the TdH NL organizing team, the consultant will undertake the following tasks:

3.1 Pre-Conference Preparation

Prior to the conference, the consultant shall:

  • Participate in an inception meeting with TdH NL to review the conference objectives, agenda, participant profile and expected outputs.
  • Review relevant conference documents and provide technical input to strengthen the programme where necessary.
  • Review and refine the draft conference programme and facilitation guide, and develop any additional facilitation materials where necessary.
  • Prepare facilitation materials, interactive exercises and group work activities appropriate for children.
  • Review and familiarize themselves with the agreed criteria and process for selecting the two child representatives and propose improvements where necessary.

3.2 Conference Facilitation

During the conference, the consultant shall:

  • Facilitate all conference sessions using participatory, inclusive and child-friendly approaches.
  • Create a safe and respectful environment that encourages active participation by all children.
  • Guide plenary discussions, group work and reflection sessions.
  • Facilitate activities that strengthen children's leadership, teamwork, communication and advocacy skills.
  • Support children to identify key issues affecting them and develop practical recommendations and advocacy messages.
  • Ensure discussions remain focused on the conference objectives and are completed within the agreed timelines.

3.3 Selection of Child Representatives

The consultant shall facilitate a transparent and child-friendly process for selecting two child representatives to participate in the Global Ministerial Conference by:

  • Clearly explaining the purpose, criteria and selection process.
  • Moderating nominations, presentations and discussions, where applicable.
  • Ensuring the process is fair, inclusive, gender-responsive and respectful of diversity.
  • Documenting the selection process and outcomes.

3.4 Documentation 

The consultant shall support conference documentation and visibility by:

  • Capturing high-quality photographs and short video clips throughout the conference, in compliance with TdH NL safeguarding and media consent requirements.
  • Documenting key discussions, recommendations and children's voices.
  • Preparing daily highlights and key messages.
  • Developing a concise event story suitable for TdH NL communication platforms.
  • Organizing and submitting all photographs, videos and communication materials in an electronic format.

3.5 Post-Conference Reporting

Within five (5) working days after the conference, the consultant shall:

  • Submit a comprehensive conference report, including key discussions, recommendations, lessons learned and proposed follow-up actions.
  • Submit documentation of the child representative selection process.
  • Submit all photographs, videos, communication products and facilitation materials developed during the assignment.
  • Participate in a debrief meeting with TdH NL, if required.

Academic Qualifications

  • A minimum of a Bachelor's degree in Education, Child Development, Social Sciences, Psychology, Community Development, Human Rights, Communication, Development Studies or a related field.
  • A postgraduate qualification in a relevant field will be an added advantage.

Professional Experience, Technical Competencies and Personal Attributes

The consultant should demonstrate:

  • At least five (5) years' experience facilitating child participation processes, youth forums, workshops or conferences involving children.
  • Proven experience applying child-friendly and participatory facilitation methodologies.
  • Experience working with children and adolescents from diverse backgrounds.
  • Experience facilitating leadership and advocacy sessions.
  • Experience producing high-quality workshop reports and conference documentation.
  • Experience working with international NGOs, development partners or UN agencies will be an added advantage.
  • Strong understanding of child rights, meaningful child participation and safeguarding.
  • Excellent facilitation, communication and report writing skills.
  • Experience in conference documentation, photography and preparation of communication products.
  • Proficiency in Microsoft Office applications.
  • Strong interpersonal and organizational skills.
  • Ability to work independently and meet deadlines.
  • Professionalism, integrity and confidentiality.
  • Commitment to child rights, diversity and inclusion.
  • Excellent written and spoken English.
  • Fluency in Kiswahili.
