OVERVIEW
Assignment
This contract Technical Business Analyst 3 position will provide support and assistance to the Project Management Office (JLP) within the Information Technology (IT) organization at *** (BPA). This position will support technology initiatives the IT PMO manages, identifying and delivering strategic business solutions that enhance BPAβs overall IT portfolio and maximize value to the agency. This resource will participate in business process and technology initiatives to improve business performance; define portfolios of dependent services and technical needs; and develop business process models and draft the associated documentation. The Technical Business Analyst will be involved with projects that may vary in scope and size, from smaller short-term βPMO Liteβ type of projects such as software upgrades, to larger capital projects and programs that may span several years and have budgets frequently more than *** million.
Organization
The mission of BPAβs IT PMO is to partner with business lines to identify, select, and deliver strategic business solutions involving IT that enhance BPAβs IT portfolio. We work under the auspices of a governance board, and within established budget and resource limitations to maximize value to the agency while ensuring successful project delivery. The projects we manage are dependent upon business needs and vary in scope and size, from smaller short-term βPMO Liteβ projects such as software upgrades, to larger capital projects and programs that may span several years and have budgets exceeding ***million.
The IT PMO is located primarily at BPA HQ in Portland, OR and is made up of portfolio managers, project managers, business analysts, and support staff, with a mix of Federal employees, supplemental labor contractors, and managed services vendors on staff. There may be occasional travel to BPA offices in Vancouver depending on project needs. The work of the IT PMO is fast-paced, and staff are expected to interact with people from all levels of the agency in a collaborative environment. ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Elicit, document, and track requirements to support the implementation of IT systems.
Identify and plan business analysis work needed to meet project needs.
Recommend the artifacts and level of detail for the business analysis effort.
Recommend the business analysis approach to satisfy the analysis objective, including the specific tasks and deliverables.
Plan the requirements gathering strategy and elicit customer requirements.
Review regulations and policies to understand relevant compliance requirements.
Recommend desired resource levels to accomplish work in accordance with the project schedule and budget.
Draft high quality, repeatable, reusable artifacts and approaches that other Analysts can use on future projects.
Plan and conduct user/stakeholder interviews, potentially including job shadowing and βday in the lifeβ exercises.
Review documentation on existing business processes and systems.
Analyze the gathered information to present the business problem and the proposed solution.
Analyze business processes and create current-state and future-state models, including gap analyses.
Identify the product quality requirements needed to satisfy the customer needs, i.e., performance and availability.
Establish and maintain bidirectional traceability from goals and objectives to detailed functional requirements.
Evaluate and assess business process change impacts to inform Change Management activities.
Decompose high-level information into details and abstract up from low-level information to present a complete picture of the business need and description of how the proposed solution meets that need.
Translate customer needs into product requirements in sufficient detail for technical teams to implement.
Document detailed descriptions and specifications of user needs, business rules, functionality, and steps required.
Draft requirements documentation/artifacts, e.g., user stories, context diagrams, swim lane diagrams, non-functional requirements as needed to define the solution.
Support the development of test plans and acceptance criteria, traced to business and functional requirements.
Review and validate requirements documentation with appropriate business and technology stakeholders.
Assist with establishing priorities and resolving requirement conflicts among various stakeholders.
Conduct detailed reviews of requirements and obtain approval from appropriate parties.
Facilitate the requirements documentation throughout the entire lifecycle of the project.
Update requirements as they evolve throughout the system implementation.
Track scope delivery and how delivered products provide business value.
Follow established processes and best practices for managing scope change requests.
Facilitate a shared understanding of the customer needs and technical solution between business users and project teams.
Act as a liaison between technical / business teams and project stakeholders.
Conduct collaborative exercises, e.g., user story mapping, to align users and technical teams on requirements.
Develop and maintain productive relationships with business users, technical teams, and other project stakeholders.
Present information effectively in a variety of formats, including MS Office applications and Visio flowcharts.
Conduct preliminary analyses on proposals for IT systems.
Work with business lines to understand their needs and identify their goals and objectives.
Support business lines in developing a business case to justify an IT investment.
Take high-level information about a business problem and synthesize it into a clear, concise scope statement.
Work with the project team to conduct market research and assess the viability of existing products to meet customer needs.
Provide technical teams the information needed to select the most effective approach to meeting the business need.
Support an objective, rigorous assessment of vendor offerings to inform BPA decision-makers selecting an option.
Consult stakeholders to identify key criteria for evaluating products.
Facilitate an impartial evaluation of identified offerings, using professional judgment to score products where applicable.
Summarize the assessment and recommended options to decision-makers, with supporting justification.
Collaborate with business lines, project teams, and vendors to identify the analysis work needed to implement a solution.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Associateβs or bachelorβs degree in information/computer technology, Business Systems, computer technology or a related technical field is preferred.
8 years of experience is required with a bachelorβs degree in applicable fields.
10 years of experience is required with an associateβs degree in applicable fields.
12 years of experience is required without a degree or an applicable degree.
Experience should be consistent with the specific requirements of Business Systems Analysis and information technology and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
Experience with custom development and commercial package implementation projects.
Proficiency with all Microsoft Office Suite products, including Word, Visio, PowerPoint, Excel, and Outlook
Demonstrated technical interviewing skills to facilitate user groups through process design and requirements gathering sessions.
Strong technical writing skills and the ability to present information in various forms, including visually

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

Policy Development
BPAβs process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to βinterpretβ regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

Purpose:
The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
This form is intended only as a reference document for contractors.
