Organisational Context
ChildFund Rugby partners to use rugby as a powerful tool to create positive social impact that supports children and young people to play, learn, and lead.
Partners use Pass It Back, an integrated suite of rugby and life-skills learning products, to support children and young people in vulnerable situations to develop critical social and emotional skills. These capabilities better equip participants to navigate challenges, contribute positively to their communities, and take on leadership roles in their lives.
ChildFund Rugby is World Rugby’s global Social Impact Partner, a multi-year partnership that builds on previous partnerships across five consecutive Rugby World Cup events.
ChildFund Rugby is led by ChildFund Australia on behalf of the ChildFund Alliance, a global network of 11 organisations which assists almost 36 million children and their families in 66 countries.
ChildFund Rugby's work includes supporting rugby organisations and partners to strengthen safeguarding in sport, translating safeguarding policies, frameworks and commitments into practical systems and behaviours.
Purpose
The purpose of this Consultancy is to provideSafeguarding in Sport Facilitation services to support ChildFund Rugby's safeguarding partnerships and initiatives.
The Consultant will:
- Facilitate high-quality, participatory safeguarding learning with rugby organisations and stakeholders.
- Support participants to translate safeguarding frameworks and principles into practical organisational action.
- Facilitate sensitive safeguarding discussions in a safe, respectful and appropriate manner.
- Support implementation planning and follow-up with participating organisations.
- Work within ChildFund Rugby's agreed safeguarding methodology, materials and facilitator boundaries.
- Contribute to safeguarding delivery in English and/or French, according to the Consultant's language capabilities and assigned activities.
The Consultant's initial assignment will support delivery of the CAP Safeguarding Initiative with Rugby Africa Member Unions. Additional ChildFund Rugby safeguarding facilitation assignments may be agreed separately according to need, experience and availability.
Scope of Services
1. Facilitator Preparation and Training
The Consultant will complete ChildFund Rugby facilitator preparation before undertaking safeguarding delivery.
This will include:
- Familiarising themselves with the safeguarding frameworks, policies, procedures and resources relevant to each assignment.
- Reviewing assigned facilitation guides, presentations and implementation tools.
- Understanding the objectives and methodology of activities they will facilitate.
- Participating in practice facilitation and scenario discussions where required.
- Understanding facilitator boundaries, including when safeguarding or technical questions must be escalated rather than answered without certainty.
- Coordinating roles and responsibilities with other facilitators before delivery.
For the CAP Safeguarding Initiative, this will include specific preparation on the Rugby Africa Safeguarding Policy, Procedures and Toolkit and the agreed CAP facilitation materials.
Deliverable: Completion of required facilitator preparation and readiness for assigned safeguarding delivery.
2. Safeguarding Learning Facilitation
The Consultant will support or lead assigned safeguarding learning sessions using agreed ChildFund Rugby and partner materials.
Responsibilities may include:
- Facilitating assigned activities, discussions and scenarios.
- Supporting participants to understand and navigate relevant safeguarding frameworks and resources.
- Helping participants apply safeguarding principles to their own organisational and sporting context.
- Leading or supporting breakout discussions.
- Encouraging participation and shared problem-solving.
- Supporting participants to identify realistic safeguarding actions and priorities.
- Monitoring questions and identifying areas requiring clarification or technical follow-up.
- Ensuring quieter participants have opportunities to contribute.
- Managing sensitive discussions appropriately and maintaining a respectful learning environment.
- Working collaboratively with other members of the facilitation team.
For the CAP Safeguarding Initiative, English-language sessions will normally be led by the ChildFund Rugby Lead Facilitator, with Consultants supporting assigned components of delivery.
French-language facilitators will work as a facilitation team to deliver the agreed sessions in French, with lead and supporting responsibilities agreed before each session.
Deliverable: Delivery of assigned safeguarding learning sessions in accordance with agreed facilitation materials and methodology.
3. Implementation and Follow-Up Support
The Consultant may be assigned to support participating organisations following facilitated learning sessions.
This may include:
- Reviewing progress against safeguarding action plans.
- Supporting organisations to review or refine safeguarding reporting arrangements.
- Reviewing safeguarding risk assessments, service maps or other implementation outputs.
- Discussing implementation barriers and practical solutions.
- Clarifying the use of relevant safeguarding resources.
- Helping organisations identify realistic next steps.
- Identifying areas requiring additional technical support.
Facilitators assigned to an organisation during learning sessions may also be assigned to support that organisation during follow-up, providing continuity across learning and implementation support.
For CAP, this may include individual calls with participating Rugby Africa Member Unions to review their Safeguarding Action Plan, Safeguarding Community Service Map and other agreed implementation priorities.
Deliverable: Completion of assigned implementation support calls and concise documentation of progress, actions and matters requiring follow-up.
4. Safeguarding Facilitation Responsibilities
Across all assignments, the Consultant will:
- Create a respectful and psychologically safe learning environment.
- Avoid requesting unnecessary details of identifiable safeguarding cases during learning activities.
- Never promise complete confidentiality where an actual safeguarding concern is disclosed.
- Follow the appropriate safeguarding reporting procedure where information suggests someone may currently be at risk.
- Maintain appropriate confidentiality regarding participant and organisational discussions.
- Not investigate safeguarding concerns.
- Not provide legal, investigative, counselling or specialist advice outside their role or expertise.
- Use agreed escalation processes where technical questions cannot confidently be answered.
- Promptly raise significant safeguarding concerns or uncertainties with the designated ChildFund Rugby safeguarding or technical lead.
- Use relevant agreed safeguarding resources as the primary technical reference point.
The Consultant's role is to facilitate safeguarding learning and implementation. It is not to act as an investigator, counsellor, legal adviser or statutory safeguarding authority.
5. Documentation and Debrief
Following assigned activities, the Consultant may be required to provide concise information including:
- Participation information.
- Key implementation issues or challenges identified.
- Questions requiring technical follow-up.
- Agreed organisational actions or priorities.
- Relevant information required for subsequent implementation support.
- Any safeguarding concern requiring escalation through the appropriate procedure.
Identifiable safeguarding information must only be recorded or shared in accordance with applicable safeguarding procedures.
Deliverable: Required session documentation and participation in short facilitator debriefs where requested.
Management and Reporting Arrangements
The Consultant will report to theChildFund Rugby Training Experience Coordinator for assigned facilitation activities.
Specific assignments, delivery dates, language requirements and facilitation responsibilities will be agreed as part of delivery planning.
The Consultant will coordinate with ChildFund Rugby and other facilitators before delivery, advise as early as possible if unable to fulfil an agreed assignment, and raise technical or safeguarding questions promptly.
Confidentiality
All discussions and documents relating to this ToR will be treated as confidential by the parties.
Requirements
The Consultant will be required to comply with and sign a Code of Conduct that outlines safeguarding and prevention of sexual exploitation, abuse, and harassment obligations.
Child Safeguarding
The successful applicant will be required to comply with and sign a Code of Conduct. The Consultant will also be required to have in place relevant background and/or criminal checks.
Counter-Terrorism
ChildFund acknowledges its obligation under Australian laws relating to counter-terrorism. In order to meet its obligation, the Service Provider will be reviewed against the Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of any financial relationship.
Code of Conduct
The Consultant will be required to comply with and sign a Code of Conduct that outlines safeguarding and prevention of sexual exploitation, abuse and harassment obligations, ethical labour standards and modern slavery prevention expectations. Failure to comply with these requirements may result in the termination of the engagement.

Provider Requirements
Qualifications & Experience
- Experience facilitating learning, workshops or group discussions.
- Experience working with participants from different organisational and cultural contexts.
- Experience supporting participatory learning and practical implementation.
- Fluent working ability in English and/or French according to assigned delivery.
- Willingness and availability to complete ChildFund Rugby safeguarding facilitator preparation and training.
- Previous safeguarding, child protection or safe sport experience is highly desirable.
- Experience within rugby or another sport environment is desirable.
- Experience working with National Federations, Unions or sports governance organisations is desirable.
- Experience facilitating virtually is desirable.
Skills
- Strong facilitation, communication and interpersonal skills.
- Ability to facilitate sensitive discussions safely and respectfully.
- Ability to ask questions and support participants to develop practical solutions rather than simply providing answers.
- Ability to work collaboratively as part of a facilitation team.
- Ability to recognise the boundaries of the facilitator role and escalate technical or safeguarding matters appropriately.
- Ability to adapt facilitation to different organisational and cultural contexts.
- Strong judgement, professionalism and commitment to safeguarding principles.
