Pinellas County’s Environmental Management Division (DEM) is dedicated toprotecting, monitoring, and improving the quality of our air, water, and other natural resources. Within DEM, the Air Quality Division’s Compliance sectionoperates under approval from theEnvironmental Protection Agency (EPA) through the state of Florida to ensurecompliance with Clean Air Act regulations.

This is an advanced professional, technical position processing enforcement cases and performing inspections of bothpermitted and unpermitted facilities within the Air Quality Division. Specific program areas includeTitle V, minor source, and permit by rule facilities as well as asbestos removal and demolition projects.  The position requires theinterpretation of complex federal air regulations, Florida Department of Environmental Protection (FDEP) rules and statutes, and pertinent local regulations.  It also requires the management ofenforcement cases from initial violation determination to completion in an efficient, cost-effective manner to ensure compliance with all pertinent requirements. Data generated is utilized in control strategies to create a more healthful environment for citizens and guests of Pinellas County.

What Would You Do?

• Oversees activities, resources, and operations of compliance section activities to meet the requirements of Federal and State inspection requirements.
• Assists and works cooperatively with professionals in FDEP and other County, State, and Federal Agencies.
• Provides expertise when requested, including data summaries, computer information, literature searches, cross training, and other technical information.
• Conducts training, potential scheduling, and peer review of junior staff.
• Develops, revises, and reviews standard operating procedures (SOPs) and related documentation.
• Perform related work as assigned or required.

What Do You Need To Have?

Experience – progressively responsible work experience in environmental regulation, more specifically in air quality.

Education – Seven (7) years of professional level experience in the assigned field of environmental management; or a 4-year college or university degree with major course work in physical, natural or biological science, anthropology, ecology, environmental engineering, or related field, and three (3) years of professional level experience in the assigned field of environmental management; or an equivalent combination of education, training and/or experience. 

Additional Requirements

• Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
• Remote Work Policy: This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position. 
• Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

• Knowledge of the principles, practices, and methods related to industrial processes and air pollution control techniques.
• Knowledge of EPA air regulations with expertise in Clean Air Act requirements.
• Strong abilities using Microsoft Excel and familiarity with various databases.
• Technical air quality inspector training in a variety of industry types, and basic hazardous materials handling training.
• Good field and computer investigative skills with the ability to document observations both verbally and in writing.

Knowledge, Skills and Abilities

• Knowledge of the principles, practices and methods of environmental management specific to air pollution regulations.
• Knowledge of national, state and local environmentally related laws, ordinances, codes and regulations;
• Knowledge of advanced mathematics, natural, physical and biological sciences and computer technology;
• Knowledge of scientific research and writing techniques including the use of automated systems for statistical analysis of research data;
• Knowledge of OSHA regulations and recognized safety procedures and practices for fieldwork;
• Ability to present ideas and findings clearly and concisely in written, oral and graphic form;
• Ability to lead team members as necessary, participate in and lead complex studies, analyze information and formulate substantive recommendations based upon findings;
• Ability to plan and carry out detailed environmental assessments of proposed developments, ascertain environmental impact, and determine regulatory compliance;
• Ability to plan and execute environmental services related to surface water quality, ground water, hazardous or toxic materials management, coastal management, land use management, mosquito control, and air quality;
• Ability to testify in court as an expert witness.
• Ability to establish and maintain effective working relationships with fellow workers, outside agencies, and the public.
• Must be able to acquire and maintain a visible emissions evaluation certification within 6 months of hire.
• Must be a non-smoker and submit to periodic physical examinations for medical monitoring.
• Ability to understand technical, mathematical, and scientific concepts in the application of Federal, State, and local air quality regulations such as 40 CFR 60 (NSPS), 40 CFR 63 (NESHAP), 40 CFR 75 (Acid Rain) and Chapter 62, F.A.C.

• Good verbal and writing skills and tact are required to resolve problems, explain regulations and diffuse potential confrontational situations.
