IT PMO Project Support Supervisor

Colorado Springs Utilities is seeking a strategic, people-focused, and collaborative leader to serve as our Project Support Supervisor within the Information Technology Project Management Office (PMO). This role is responsible for leading and growing the organization's Business Analysis, Quality Assurance, Testing, and Project Support capabilities while helping ensure technology investments deliver measurable business value.

This role is ideal for a leader who thrives at the intersection of business process improvement, project delivery, organizational change, and technology. The successful candidate will inherit an established Quality Assurance team while building a Business Analysis practice and future Project Support organization that enables successful project outcomes across the enterprise.

As a Project Support Supervisor, you will serve as a key leader within the PMO, partnering closely with Intake and Demand Management, Project Management, business stakeholders, and technology teams to ensure projects are properly analyzed, validated, tested, implemented, and measured against intended business outcomes.

How you’ll make an impact as an IT Supervisor…

  • Provide strategic leadership for the organization's Business Analysis, Quality Assurance, Testing, and Project Support functions, ensuring alignment with enterprise priorities and PMO objectives.
  • Lead, supervise, and develop a team of Business Analysts, Quality Assurance Analysts, and Project Support professionals, fostering a culture of accountability, collaboration, continuous learning, and operational excellence.
  • Build and mature the Business Analysis practice by establishing standards, methodologies, governance processes, templates, and best practices for requirements management, business process analysis, stakeholder engagement, solution validation, and testing.
  • Establish clear direction through goal setting, performance management, coaching, mentoring, workforce planning, and career development to support both organizational priorities and employee growth.
  • Oversee Business Analysis activities throughout the project lifecycle, ensuring business requirements are effectively elicited, documented, validated, managed, and aligned with organizational objectives.
  • Lead Quality Assurance and testing services, including test planning, test execution, User Acceptance Testing (UAT), defect management, quality standards, and solution readiness activities.
  • Partner with Project Managers, business stakeholders, architects, and technical teams to ensure successful project delivery and alignment between business needs and technology solutions.
  • Manage resource allocation and workload prioritization across Business Analysts, QA resources, and Project Support staff to support project portfolios and organizational initiatives.
  • Develop and maintain PMO standards for requirements traceability, testing governance, business readiness, and project support services to improve consistency, quality, and project outcomes.
  • Establish and oversee benefits realization processes, ensuring projects are evaluated against intended business outcomes and value propositions following implementation.
  • Facilitate post-implementation reviews, business case validation activities, lessons learned sessions, and outcome assessments to measure project effectiveness and organizational value.
  • Develop metrics, dashboards, and reporting processes to monitor project support performance, business outcomes, quality indicators, and realized benefits.
  • Identify opportunities for continuous improvement across Business Analysis, Quality Assurance, testing, project support, and benefits realization practices.
  • Collaborate with PMO leadership to advance project delivery capabilities, improve governance processes, and support enterprise strategic initiatives.
  • Ensure compliance with organizational policies, cybersecurity standards, audit requirements, and project governance practices.

What does the success profile look like for this Supervisor role? 
Most successful candidates in this role will bring a combination of education, technical expertise, and leadership experience that supports both strategic and operational excellence.

  • You will most likely have a minimum of five (5) years of leadership or supervisory experience within Information Technology or Project Management.  
  • Bachelor's degree in Information Technology, Business Administration, Computer Information Systems, Project Management, or a related field; or an equivalent combination of education and experience.
  • Demonstrated leadership or supervisory experience leading technical, analytical, or project support teams.
  • Experience supporting Business Analysis, requirements management, project delivery, process improvement, Quality Assurance, testing, or related disciplines.
  • Experience establishing standards, governance processes, methodologies, or operating models that improve organizational effectiveness and delivery outcomes.
  • Strong stakeholder engagement, facilitation, communication, and relationship management skills.
  • Demonstrated ability to develop employees, build teams, manage competing priorities, and deliver results in a complex organizational environment.

Physical Requirements & Working Conditions:

  • Exerting up to 10 pounds of force occasionally (1/3 of the time), and/or a negligible amount of force frequently (1/3 to 2/3 of the time) to lift, carry, push, or pull objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary only if walking and standing are required only occasionally and all other criteria are met.
  • Positions in this class typically require talking, hearing, seeing and repetitive motions within an office working environment.
