JOB TITLE:
Parks & Facilities Maintenance Manager
DIVISION: Parks
CLASS DEFINITION:
Plans, organizes, oversees, coordinates and reviews a comprehensive program for the operation, maintenance, renovation and development of District buildings, parks, aquatics and other recreation facilities, related electrical and mechanical systems, vehicle and equipment fleet, and the development and maintenance of urban forest areas; participates in long range capital improvement planning; establishes operating policies and procedures for assigned areas of responsibility and as a member of the District management team participates in the development of District policies and services; develops and administers the annual operating budget for designated areas of responsibility; oversees custodial maintenance of District buildings and facilities; coordinates, oversees and inspects the work of contractors engaged in installation, maintenance and/or repair of the District facility infrastructure and parks; responds to emergencies, requests, complaints and inquiries received from the general public; provides advice and consultation to District management and the Board of Directors relative to areas of responsibility; performs special projects as assigned and other related work as required.
DISTINGUISHING CHARACTERISTICS:
The Parks & Facilities Maintenance Manager is a mid-management position responsible for planning and directing the work of staff engaged in the maintenance, repair and/or renovation of District buildings, parks, aquatics and other recreational facilities, related electrical and mechanical systems and a fleet of vehicles and park maintenance equipment and for the development and maintenance of District urban forest areas. The position is also responsible for the development and administration of the annual operating budget for assigned areas of responsibility and for assisting in the preparation of the District’s annual operating plan and budget. The incumbent is expected to maintain a continuing awareness of the conditions and maintenance needs of the District and is responsible for planning and coordinating work schedules to minimize the impact on the public.
This position is distinguished from the Parks & Facilities Superintendent, a division manager responsible for planning and directing the operation, development and maintenance of all District parks, open space, buildings and recreation facilities, urban forest areas, and vehicle and fleet maintenance and operations services. This position is further distinguished from the Park Maintenance Supervisor classification that is responsible for the direct supervision of multiple park maintenance crews within an assigned area of the District and the performance of skilled landscape, maintenance, repair and construction work.
SUPERVISION RECEIVED/EXERCISED:
Receives administrative direction within a framework of broad policies and objectives from the Parks & Facilities Superintendent; provides supervision and guidance to all Park Supervisors and indirect subordinate park division staff members. Also provides oversight to work performed by contractors to ensure contract and quality compliance.
EXAMPLE OF ESSENTIAL JOB FUNCTIONS:
Responsibilities and duties include, but are not limited to the following:
- Assumes overall responsibility for the maintenance, renovation and repair of District buildings, parks, aquatic and other recreational facilities and a fleet of vehicles and equipment; for the installation, maintenance and repair of mechanical and electrical systems in District parks and facilities; and for the development and management of District Urban Forest programs and activities.
- Develops, coordinates and supervises a comprehensive preventive maintenance, repair and replacement program for District parks, buildings, recreational facilities and related systems, urban forest areas and a fleet of vehicles and equipment.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommends, within District policy, appropriate staffing levels and effective utilization of staff, equipment and materials.
- Manages and participates in the development and administration of the annual operating budget for the maintenance and repair of District parks, buildings, aquatics, and other recreational facilities, vehicle and equipment fleet, and urban forest areas; forecasts additional funds needed for staffing, equipment, materials and supplies; and monitors expenditures and recommends and implements adjustments as
- Selects, trains, supervises and evaluates assigned personnel and monitors the training of staff on the proper use and safe operation of equipment and materials and accepted methods of performing building, aquatic and other recreational facility maintenance and repair and related projects; and supervises safety programs and safety training to ensure compliance with State and Federal safety
- Develops, recommends and administers operating policies and procedures for designated areas of responsibility to ensure that repair and maintenance, financial, regulatory and legal requirements are met; and participates in the development of District policies and procedures as a member of the District management team.
- Inspects District parks, buildings, aquatics and other recreational facilities, and urban forest areas to identify maintenance and construction requirements and potential health and safety
- Plans, prioritizes and schedules construction and maintenance projects under $40,000 in cost for projects upgrading parks and facilities; identifies labor and materials costs; and directs project activities to ensure timely
- Develops and administers requests for bids for contracted maintenance, renovation and/or construction services; advertises bid request and coordinates all bid processes; evaluates bids received; recommends bid selection; and administers contracts after
- Coordinates, oversees and inspects the work of contractors related to system installation and/or repair, building and facility maintenance and/or minor construction and renovation services; ensures that work products and services are compliant with contract provisions, District rules and standards and legal and regulatory
- Participates in long range capital improvement planning and assessment of economic costs for the future development of District parks and
- Responds to emergencies as needed; receives, investigates and responds to complaints and inquiries received from the general public and takes necessary corrective
- Receives requests for services, prepares time and material cost estimates, evaluates budgetary impact and prioritizes requests within total budgeted funds.
- Maintains records of work performed and costs of labor and materials; prepares information for use in the development of work plans, replacement plans and budget development.
- Prepares scheduled and ad hoc staff reports for District management and the Board of Directors; ensures timely and accurate development and submission of work, time and payroll
- Performs special projects and assignments as delegated by the Parks and Facilities Superintendent and may act on behalf of the Superintendent as designated.
EMPLOYMENT STANDARDS:
Education and Experience Guidelines:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical path to obtain the required knowledge and abilities would be:
- A minimum of four (4) years of increasingly responsible experience in the maintenance, repair, remodel and construction of parks, community buildings and recreation facilities, that includes two (2) years in a management or supervisory position;and
- Completion of a formal education program, a specialized training program or equivalent experience in parks, building and facility planning, development, construction and maintenance or a related field.
Knowledge of:
- administrative principles and practices, including goal setting, program development, implementation and evaluation
- general principles of risk management related to the functions of the assigned area(s)
- principles and practices of effective project management and contract management practices in a public agency setting

Licenses/Certification Required:
- A valid class C California Driver’s license and a satisfactory driving record

Environmental Conditions:
Essential duties of the Park Facilities Maintenance Manger classification are primarily performed in a controlled office environment and/or within the confines of a vehicle. Duties include frequent inspection and oversight of construction, repair and maintenance work performed in field and shop environments and may include leading and/or assisting with construction, repair and maintenance activities as situations require and exposure to varying weather conditions; walking and/or working on uneven and slippery surfaces, around moving vehicles and equipment and on equipment with moving parts; and occasionally below ground, on ladders and/or scaffolding. Incumbent may also be exposed to extreme heat or cold, to high frequency and constant noise, dust, allergens, chemicals, solvents, fumes, smoke, gases, grease, oil and electrical energy on a frequent basis
Physical Conditions:
Essential duties of the Parks & Facilities Maintenance Manager require repetitive use of feet and hands to operate District vehicles, equipment and tools; to feel the attributes of objects by touch; to verbally exchange ideas and information; to hear to receive detailed verbal information and instruction; to be able to view objects within one to twenty feet and differentiate basic colors and shades of color; to maintain body equilibrium to prevent falling when walking, standing or crouching on narrow, slippery or moving surfaces; to climb, stoop, kneel, crouch, reach, stand, and walk to accomplish essential duties; and to have the finger dexterity and hand strength to operate a computer and other office equipment on a daily basis. On an as needed basis, must have the physical ability to lead, assist and/or perform construction, repair and facility maintenance work typically performed by Park Maintenance personnel.
