We are looking for a skilled and mission-drivenSoftware Project Manager to lead digital initiatives within public administrations. The successful candidate will oversee the planning, execution, and delivery of IT projects that support public service modernization, ensuring compliance with government standards and alignment with strategic objectives.
Key Responsibilities:
- Manage end-to-enddelivery of IT projects within a public sector context.
- Define and manage projectscope, goals, anddeliverables in collaboration with stakeholders.
- Develop detailedproject plans, schedules, andresource allocations.
- Manage cross-functionalteams including architects, developers, analysts, and external vendors.
- Monitorproject progress and adjust plans as needed to meet objectives.
- Monitor project budgets, timelines, and resource allocation.
- PerformEarned Value Analysis.
- Identify and mitigaterisks and issues throughout the project lifecycle.
- Ensurequality assurance and compliance with IT standards and policies.
- Communicate project status to stakeholders and senior management (Customer & Sopra Steria).
- Manage projectbudgets and ensure cost-effectiveness.
- Conduct post-project evaluations and implementlessons learnedandcontinuous improvement.
- Collaborate with internal departments (SSG Business Lines), external agencies, and service providers.
- Ensure projects comply with public procurement regulations and data protection laws.
- Develop project documentation includingbusiness cases,risk assessments, andprogress reports.
- Promote transparency, accountability, and citizen-centric service design.
Experience and competencies:
- Must have:
- Minimum 5 years of experience as a PM in managing Software Development and integration projects.
- Ability to coordinate stakeholder engagement and change management activities.
- Proficiency in project management tools (e.g., MS Project, Jira).
- Nice to have:
- Strong understanding of public sector governance, compliance, and procurement.
- Familiarity with digital government frameworks and open data principles.
- Certification in project management (e.g., PRINCE2, PMP) is an asset.
- Ability to navigate complex administrative environments.
Education: University degree in IT, Science or related field.
Languages: Fluent in Dutch or French, have a strong grasp of the other, and speak English fluently as well.

- Excellent communication and stakeholder management skills.
- Negociating skills.
- Rigourous.
