Location: Permian Basin Projects

Purpose

The LOTO Energy Marshal is the designated project authority responsible for administering, directing, and governing all hazardous energy control activities for the project. The Energy Marshal serves as the single point of authority for hazardous energy isolation, zero-energy verification, group lockout administration, temporary energization, and system restoration.

Program Administration

  • Administer the project Hazardous Energy Control Program.
  • Maintain ownership of project LOTO execution.
  • Ensure compliance with OSHA, NFPA 70E, client and project requirements.
  • Maintain current LOTO documentation and coordinate implementation across all contractors.

Planning

  • Develop, review, and approve Energy Isolation Plans, LOTO Permits, Switching Plans, Temporary Energization Plans, Commissioning Isolation Plans, Startup Isolation Plans, and Return-to-Service Plans.
  • Verify all hazardous energy sources are identified before authorizing work.

Hazard Identification

  • Identify electrical, mechanical, hydraulic, pneumatic, thermal, gravity, stored, chemical, process, remote-start, temporary power, and backfeed energy sources.

Isolation Management

  • Direct equipment shutdown, isolation sequencing, lock/tag installation, isolation boundaries, lock box setup, and documentation.
  • Approve changes to active isolation boundaries.

Zero Energy Verification

  • Perform or directly supervise official Zero Energy Verification.
  • Verify Live-Dead-Live testing, try-start verification, stored energy verification, and electrical, mechanical, battery, UPS, pressure, and valve isolation.
  • No work begins until verification is complete and documented.

Lock Box Administration

  • Administer group lock boxes, project isolation locks, key control, lock inventory, sign-on logs, and personal lock accountability.

Personnel Accountability

  • Ensure every worker attends the LOTO briefing, signs onto the permit, installs a personal lock, and removes their own lock.

Temporary Energization

  • Review and approve temporary energization and test release requests and ensure boundaries, PPE, communications, and re-verification are complete.

Commissioning & Contractor Coordination

  • Coordinate hazardous energy activities among construction, commissioning, startup, operations, utilities, owners, contractors, and vendors under one approved process.

Documentation

  • Maintain permits, Energy Isolation Plans, logs, verification forms, shift turnover records, audit records, training records, and incident documentation.

Return-to-Service

  • Authorize restoration only after confirming work completion, personnel accountability, documentation, approvals, and system readiness.

Audits & Training

  • Conduct routine audits, track corrective actions, verify qualifications, and provide refresher training when required.

Stop Work Authority

  • Suspend hazardous energy work whenever isolation integrity, verification, documentation, accountability, or safety is compromised.

Decision Authority

  • Approve or reject Energy Isolation Plans, permits, temporary energization, return-to-service, additional isolation requirements, and hazardous energy boundaries.

  • Zero unauthorized energizations.
  • 100% permit compliance.
  • 100% zero-energy verification before work.
  • 100% personal lock accountability.
  • 100% documented shift turnovers.
  • Zero uncontrolled lock removals.
