- Project Description: To retain the services of Temporary Professional/Technical personnel through the Indefinite Quantity (IQ) Job Shop Consultants to support MTA Construction & Development (C&D) Safety Oversight to plan, develop, and administer comprehensive Occupational Health and /Safety training programs.
- Professional/Technical Title: Assistant Director or Director or Senior Director, Safety & Training (Managerial Level B)
- Duration of Service Required: 52 Weeks
- Normal Work Week: Monday - Friday
- No. of Hours Per Week: 40 Hours ( unpaid lunch hours )
- Hours of Work: 7:30 am to 4:30 pm
Technical 75 % and 25 % Administrative
Office 80% Field 20%
Access to right-of-way required: Yes.
- Annual Salary for this Title: negotiable
- Work Location: 2 Broadway, NY, NY 10004, and field visits throughout the five (5) boroughs and the MTA transportation service area, as required.
- Reports to:Asst. Vice President, Safety Standards & Guidance.
- Education Requirements:
- Bachelor's degree in Occupational Safety, Industrial Hygiene, Construction Management, Education/Adult Learning, Public Administration, Organizational Development, or related discipline.
- Master's degree preferred.
- Experience Requirements:
- Minimum of Seven (7) + years of related safety experience in construction, with four (4) + years being in a training or supervisory role. An equivalent combination of education and experience may be considered.
- Must have proven knowledge and experience in training administration, curriculum design and development, assessing training methodologies, as well as classroom instruction and delivery of safety training modules and programs.
- Deep understanding of Occupational Safety and Health Administration (OSHA) regulations, especially Code 29 of Federal Regulations 1926 Subpart C–Training and Education, and general construction safety principles.
- In addition to OSHA, should have solid experience or understanding of Environmental Protection Administration (EPA) laws and policies; Public Employees Safety & Health (PESH) state laws and policies, and other related federal, state, and local regulations regarding asbestos, lead, noise and airborne hazards, as well as other safety-related issues.
- Proficient computer skills (Microsoft Office suite, PeopleSoft, Oracle, Windows, etc.) Proficiency in Adobe Captivate preferred or ability to learn.
- Licensing / Certifications and Other Requirements:
- 30 Hour OSHA certification (Construction Industry).
- OSHA 500 Authorized Outreach Trainer certification.
- The individual must pass a one-day NYC Transit Track Safety, or Metro-North Railroad and/or Long Island Railroad (LIRR) Roadway Worker Protection course prior to participating in any work for MTA projects that occurs on or near the track or wayside.
- Consultant shall be responsible for obtaining work safety boots that meet MTA C&D specifications.
- Consultant shall be required to use his/her own cell phone.
- Special Skills/Training:
- Preferred First Aid/Cardiopulmonary Resuscitation (CPR) – current within one (1) year of hire date.
- Preferred background in Transportation / Engineering / Architecture / Construction / Safety Engineering/Safety Management or Construction Safety.
- Preferred Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) certification.
- Preferred experience in performing health and safety management systems.
- Preferred knowledge of NY State Construction Codes and / or construction safety practices.
- Preferred industry-recognized certifications in Program Support (i.e., Certified Industrial Hygienist (CIH) or Industrial Hygienist Technician (IHT).
- Preferred indoor environmental or air quality consulting (e.g., Council-Certified Environmental Consultant (CIEC) or Council-Certified Indoor Air Quality Professional (CIAQP).
- Preferred Asbestos and Lead Certifications
- Preferred strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.)
- Preferred excellent team building, listening, problem-solving, and prioritization skills.
- Represent the Senior Director of Safety in day-to-day operations.
- Evaluate Safety Training programs to ensure continuous implementation, effectiveness, and adherence to rules, regulations, policies, and procedures.
- Manage technical and process-related programs and tools to address education and training needs.
- Lead safety-related initiatives and programs to enhance the organization's safety culture.
- Prepare occupational health and safety performance data for safety training programs for safety leadership.
- Maintain relationships with regulatory agencies and external stakeholders.
- Develop, update, and deliver Occupational Health and Safety training programs to internal and external stakeholders.
- Participate in high-risk work scopes, ensuring appropriate risk mitigation procedures are in place.
- Perform periodic audits of construction sites to identify unsafe hazards or conditions.
- Analyze and track effective measures to reduce hazards to an acceptable level.
- Participate in Joint Health and Safety Committee meetings.
