Location: Port Moresby, Papua New Guinea
Position Type: Full-Time
Travel: 20–25% within PNG; possible overseas travel
Job Summary
The Senior Marine Manager leads WCS PNG’s marine programme, providing strategic, technical and operational oversight of marine projects, grants and teams across PNG. The role supports more than 100 coastal communities and partners to advance community-led marine management, small-scale fisheries, sustainable livelihoods, and shark and ray conservation, while contributing to PNG’s 30x30 targets.
The role leads the Solwara Bilong Yumi Project, funded by the Bezos Earth Fund, to increase effective management of PNG’s Exclusive Economic Zone. It works with the National Oceans Office, CEPA, National Fisheries Authority and partners to establish inshore and offshore marine management measures, strengthen community capacity, maintain effective protected areas, and support monitoring, control and surveillance systems.
The Senior Marine Manager is accountable for programme delivery, technical quality, donor reporting, financial oversight, partnerships, subgrants and achievement of project objectives.
Major Responsibilities
- Lead and coordinate all WCS PNG marine projects, including the Solwara Bilong Yumi Project.
- Develop and monitor workplans, indicators, budgets and project systems to ensure timely, high-quality delivery and compliance with WCS and donor requirements.
- Work with government agencies and partners to establish legally recognised inshore and offshore marine spatial planning, management and protection measures.
- Supervise marine programme leads, the Shark and Ray Advisor, partners and sub-grantees, including regular field visits and technical support.
- Maintain effective implementation, monitoring and compliance within established marine protected areas in New Ireland.
- Oversee contracts, sub-agreements, sub-awards, procurement and consultants supporting marine management and protection.
- Coordinate with the PNG Biodiversity and Climate Fund and identify sustainable financing opportunities for marine conservation.
- Ensure consistent community engagement, monitoring, reporting and coordination with WCS partners.
- Contribute to donor reporting, proposals, marine strategy and documentation of programme results and lessons learned.
- Represent WCS PNG at relevant national and international meetings, workshops and conferences.
- Undertake other reasonable duties in support of WCS PNG’s objectives.
Internal Qualification Requirements
Minimum Requirements:• Master’s degree in a relevant field, including though not limited to marine management, marine science, marine policy, marine environmental protection or a degree in other fields with substantial experience working on marine conservation issues. Candidates with a bachelor's degree and extensive relevant experience will also be considered.
• Demonstrated experience in spatial and area-based marine management, community-based marine management, marine monitoring, control and surveillance, and/or marine and estuarine species protection.
• Extensive project management experience, especially on large and complex projects involving multiple subgrantees.
• At least five years of experience working with international marine management organisations or local civil society organisations in Asia or the Pacific. Candidates with experience working in PNG are preferred.
• Demonstrated experience in financial and grants management, including budget oversight and subgrant/subaward administration.
• Demonstrated experience in problem solving and adherence to institutional and donor policies.
• Ability to work sensitively and effectively with people of diverse cultures, value systems, perspectives and levels of education, and to manage and work with staff in these contexts.
• Proven ability to manage, guide and support multicultural and geographically dispersed teams and staff of different capacities. Strong cultural competency is a requirement.
• Good communication and presentation skills; ability to persuasively convey the mission of WCS to diverse groups, especially to government, local stakeholders and constituents who are critical to the organisation’s overall prosperity.
• Excellent interpersonal, written and oral communication skills.
• Professional proficiency in oral and written English. Candidates with knowledge of Tok Pisin are preferred.
• Experience with monitoring and evaluation and safeguards management is preferred.
• Willingness to travel extensively within PNG.
