Job Description:

Parsons is looking for an amazingly talentedFIDIC Contracts Management Director to join our team! In this role you will get tolead contract administration, commercial governance, and claims management across a portfolio of major infrastructure contracts delivered underFIDIC forms, acting in direct support of theFIDIC Engineer.The role involves coordination with delivery teams and with the processes and procedures of Qiddiya Investment Company (QIC) and its other Delivery Partners.

What You'll Be Doing:

  • Lead theday‑to‑day contract administration for multiple infrastructure contracts under FIDIC.
  • Advise and support theEngineer’s Determinations in accordance with Sub‑Clause 3.
  • Oversee issuance and review of:
    • Instructions, notices, determinations, and certificates
    • Extension of Time (EOT) assessments
    • Payment certifications and adjustments
  • Ensure strict adherence tocontractual notice provisions, timelines, and procedural requirements.
  • Establish aportfolio‑wide claims strategy, in coordination with QIC and its Delivery Partners, covering:
    • Variations
    • Delay and disruption
    • Employer/Contractor risk events
  • Lead evaluation of Contractor claims and Employer counter‑claims under the contract.
  • Oversee preparation and negotiation of:
    • Final Account agreements
    • Amicable settlements
    • Position papers for Dispute Avoidance/Adjudication Boards (DAAB/DAB).
  • Minimize escalation to formal dispute resolution throughearly intervention and structured negotiation.
  • Develop and implementcontract risk management frameworks across all packages.
  • Maintain a consolidatedcontract risk register aligned with project controls and schedule risks.
  • Advise project leadership oncommercial exposure, entitlement risks, and mitigation strategies.
  • Support value protection and ensure cost integrity across the portfolio.
  • Review of contract conditions and amendments to standard FIDIC forms
  • Ensure consistency betweentender assumptions, awarded contracts, and delivery obligations.
  • Support standardizedcontract management processes, templates, and reporting across all projects.
  • Provide regularcommercial dashboards to senior leadership, including:
    • Claims status
    • EOT exposure
    • Financial risk and contingency usage
  • Ensure alignment withEmployer governance, audit, and compliance requirements
  • Act as a senior commercial interface for the Engineer with:
    • Employer representatives
    • Contractors and joint ventures
    • Legal counsel and advisors
  • Support relationship management while maintaining contractual neutrality and robustness.

What Required Skills You'll Bring:

  • Bachelor’s Degree in Engineering, Quantity Surveying, Commercial Management, or related field.
  • Postgraduate qualification inCommercial Management preferred.
  • Professional memberships desirable:
    • MRICS / FRICS
    • CIArb
    • PMI or equivalent
  • Expert knowledge ofFIDIC 1999 and 2017 editions (Red & Yellow Books essential).
  • Deep understanding ofDBB and D&B contracting models for large infrastructure works.
  • Strong expertise in:
    • EOT analysis
    • Disruption claims
    • Variations and valuation principles


What Desired Skills You'll Bring:

  • 20+ years total experience in contracts/commercial management.
  • 10+ years in a senior leadership role onmega or giga projects (>$1bn).
  • Proven experience supporting theEngineer role on FIDIC‑based projects.
  • Middle East / Saudi Arabia experience strongly preferred.
  • Experience on infrastructure sectors such as:
    • Roads and highways
    • Utilities
    • Bridges and tunnels
    • Public realm and large‑scale civil works
