Job Description:
Parsons is looking for an amazingly talentedConstruction Manager to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.
Program background
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.
What You'll Be Doing:
We are seeking an experienced Construction Manager with a minimum of 15years in the field to oversee the Gateway Hudson Tunnel Project (HTP) NewJersey Surface Alignment (NJSA) package. The successful candidate will beresponsible for supervising all aspects of field operations, managingmultidisciplinary teams, ensuring strict adherence to safety and qualitystandards, and maintaining project schedules and budgets on this majorinfrastructure initiative.
Construction Oversight & Field Management:
Direct and supervise all construction activities, including contractoroversight and coordination with project stakeholders.
Administer the Safety and Security Management Plan (SSMP), ensuringcompliance with safety protocols, thorough incident reporting, andimplementation of proactive risk mitigation measures.
Guarantee that all construction work meets technical specifications,contractual obligations, and regulatory requirements.
Oversee special inspections, testing services, and comprehensivequality assurance processes.
Manage site logistics, including utility coordination, maintenance,cleaning, repairs, and compliance with building managementprocedures.
Project Controls & Reporting
Oversee schedule management functions, including maintenance ofthe Integrated Master Schedule, milestone tracking, and timelycompletion of all construction phases.
Lead cost and budget management activities such as forecasting,monitoring cash flow, and supporting requisition and invoicingprocesses.
Prepare detailed project reports on a monthly, quarterly, and annualbasis encompassing safety, quality, environmental, financial, andmilestone progress.
Maintain rigorous change control procedures for schedule and budgetbaselines, ensuring proper versioning and historical documentation.
Team Leadership & Coordination
Supervise and mentor construction management personnel, includingResident Engineers, field engineers, and Quality Inspectors.
Facilitate stakeholder communications, lead meetings, and ensureeffective documentation and reporting.
Collaborate with design, procurement, and technical teams to resolveconstruction challenges, implement design modifications, andintegrate project packages.
Manage interface coordination across various project segments,leading regular meetings and resolving any interface-related issues.
Compliance & Quality Management
Ensure strict compliance with NEPA, permitting requirements, andother applicable environmental and regulatory standards.
Oversee execution of the Quality Management Plan (QMP), includingmanagement of special inspection agencies and quality controlprograms.
Risk & Change Management
Lead risk management initiatives, maintain risk registers, facilitateanalyses, and support contingency planning activities.
Provide technical assessments regarding changes to project scope,schedule, and cost, and manage negotiation strategies and responsesto claims and change orders.
Stakeholder Engagement
Represent the Construction Management Team in meetings withregulatory bodies, community stakeholders, and external partners.
Support government affairs, outreach programs, and communicationsinitiatives as needed.
Required Qualifications
Bachelor’s degree in Civil Engineering, Construction Management, or arelated discipline; advanced degree preferred.
A minimum of 10 years of experience managing large-scaleinfrastructure or transportation construction projects.
Key Skills and Abilities
Demonstrated leadership in managing multidisciplinary teams andcomplex field operations.
Extensive knowledge of federal, state, and local regulations, includingNEPA, permitting, and safety standards.
Advanced expertise in project controls, scheduling, cost management,and risk assessment.
Proven experience in quality assurance, special inspections, andtechnical documentation.
Excellent communication, organizational, and problem-solving abilities.
Proficiency in project management information systems (PMIS) andMicrosoft Office Suite.
Preferred Qualifications & Skills:
The candidate should meet the following minimum qualifications
4-year Bachelor of Science degree in Civil Engineering with adequatecourse work in geotechnical engineering to demonstrate sufficientknowledge of geotechnical engineering principles, soil and rockmechanics and testing, and construction methods (a Master's degree ingeotechnical engineering is preferred) or CMAA certification inConstruction Management
8 -12 years of related heavy civil work experience preferably in northernNew Jersey/NYC area
EIT (Engineer-in-Training) certification (a Professional Engineerregistration in State of New Jersey and/or ability to obtain PEregistration is preferred)
Familiarity with commercially available geotechnical programs fordesign of deep and shallow foundations, support of excavation systemsand slope stability such as LPILE, GROUP, FB-MultiPier, Slope-W,Seep-W, DeepEx, Plaxis, Settle3D, etc.
Familiarity with commonly used geotechnical manuals and publications
Familiarity with AASHTO, NJDOT and Amtrak Standards
Good written and verbal communication skills
Experience managing federally funded projects and public sectorconstruction initiatives.
Knowledge of asset management, testing protocols, QC/QA on a DBcontract, and best practices in field engineering.
