The Contractor shall conduct a current state review of the Agency's real estate management functions, workload, data, processes, customer relationships, governance arrangements, and planned building occupancies.
The review shall include:
- Existing tenants and occupancy arrangements.
- Vacant and available space.
- Prospective tenant pipeline.
- Current and anticipated occupancy agreements.
- Tenant points of contact and governance structures.
- Existing space, rent, billing, and utilization data.
- Current staffing and capability coverage.
- Existing policies, procedures, templates, and systems.
- Interfaces with facilities management, security, financial management, acquisition, information technology, and shared service providers.
- Immediate operational, financial, customer service, and compliance risks.
- Functions that require government ownership.
- Functions suitable for continuing contractor support.
- Functions planned for transfer to federal employees.
The Contractor shall develop a prioritized mobilization plan identifying immediate actions, required decisions, dependencies, and recommended sequencing.
Education : Bachelor's degree.
Experience: 13+ years of progressively responsible real estate, portfolio, and program management experience, including Federal real estate programs; management of multidisciplinary teams of 70+ personnel; oversight of portfolios/facilities exceeding 500,000 SF; and management of large, complex real estate organizations. Demonstrated experience in risk management, quality control oversight, and direct coordination with Government stakeholders on program performance and issue resolution. Meet/Exceed: Exceeds
