The Transportation Business Unit is seeking a Business Leader in Denver, CO; Portland, Beaverton, Bend, Corvallis,or Salem, OR; Los Angeles, Ontario, Santa Clarita, Temecula, Tustin,or Victorville/Apple Valley, CA; Boise, Coeur d'Alene, or Pocatello, ID; Las Vegas, NV; New York, NY; College Station, TX; Salt Lake City, UT; Bellevue, Bellingham, Everett, Olympia, Seattle, Spokane, Tacoma, Tri-Cities, Tukwila,or Woodinville, WA.

The Transportation Business Leader (BU/COE III – IV), has firmwide responsibility for leading DEA’s Transportation Business Unit, including full P&L accountability, in strategic partnership with the Director of Transportation Operations on operational planning, business development, service delivery, and talent leadership. This role sets and implements the business unit strategy, drives achievement of targeted DEA results, supports major pursuits and contract decisions, and partners across regions, markets, and operations to strengthen client relationships, and deliver long-term growth.

What You’ll Do

Key Responsibilities:

Enterprise and Strategic Leadership

  • Serve on the Executive Leadership Team and represent the TBU in enterprise decisions.
  • Lead strategic planning for the TBU in support of DEA’s overall strategy.
  • Own annual strategic planning and budgeting, the TBU financial update, and the All TBU Update.
  • Establish and cascade TBU metrics consistent with other Business Leaders, including engagement and business-unit utilization.
  • Translate enterprise priorities into clear direction for Market Leaders, Practice Leaders, and the Director of Transportation Operations.
  • Provide recommendations for acquisitions, capital investments, and strategic alliances to the Chief Executive Officer.

Financial Accountability

  • Maintain full accountability for the TBU P&L.
  • Deliver growth, net revenue, net sales, profit, DSO, and individual and group utilization expectations.
  • Monitor performance against budget and take timely action to address financial or market risks.
  • Oversee major contract decisions in partnership with the Director of Transportation Operations and other appropriate leaders.

Market Growth and Client Leadership

  • Lead growth strategy with Market Leaders, with primary focus on revenue expansion, new markets, and sustainable pipeline development.
  • Own client satisfaction and ensure the TBU consistently delivers value and strengthens strategic client relationships.
  • Host the Market Leaders call and participate in Practice Leaders calls as appropriate.
  • Align market priorities, investments, and leadership attention with the TBU’s strategic and financial goals.
  • Cultivate external relationships and reinforce DEA’s brand presence in coordination with the Business Leaders and Market Leaders.
  • Serve as pursuit champion, principal in charge, or project manager for mega pursuits or projects of national significance.

People and Organizational Leadership

  • Directly lead Market Leaders, and the Director of Transportation Operations, including performance expectations, feedback, coaching, development, and accountability.
  • Build leadership alignment across markets, practices, and operations.
  • Share accountability for employee engagement, health and safety, retention, and a strong performance culture.

Partnership with the Director of Transportation Operations

  • Set strategic, market, client, and financial direction while delegating operational planning and practice execution to the Director of Transportation Operations.
  • Partner on shared objectives, including growth and net revenue, profit, DSO, utilization, employee engagement, feedback and coaching, health and safety, and major contract decisions.
  • Use operational insights from the Director to inform strategy, budgets, resource decisions, and performance interventions.

What Success Looks Like:

  • The TBU achieves its P&L, growth, net revenue, net sales, profit, DSO, and utilization goals. 
  • Strategic priorities are clear, funded, and translated into measurable TBU objectives. 
  • Client satisfaction, retention, revenue expansion, and entry into new markets improve. 
  • Cascaded TBU metrics are aligned with DEA expectations and used consistently to manage performance. 
  • Market Leaders, the Director of Transportation Operations, and other direct reports deliver coordinated results. 
  • Employees experience strong engagement, leadership communication, coaching, and commitment to health and safety.

What You Bring

Required Qualifications:

  • Bachelor’s degree in civil engineering, transportation planning, construction management, business, or related field, or equivalent experience.
  • 15+ years of progressive leadership experience in a complex consulting organization, preferably within transportation or a related professional services environment, including experience leading managers, practice leaders, or multidisciplinary teams.
  • Strong financial and operational acumen, with experience driving or influencing revenue growth, market expansion, stronger client relationships, and profitable business results.
  • Experience leading performance expectations, coaching, accountability, employee engagement, retention, workforce readiness, and leadership development for professional staff.
  • Ability to partner effectively with senior business leaders in other disciplines.
  • Experience working in the transportation industry or a closely related infrastructure consulting environment.
  • Ability to travel as needed and work in a hybrid or in-office leadership capacity.

Preferred Qualifications:

  • Professional Engineer (PE) license, or ability to obtain licensure.
  • Experience leading a transportation business within an engineering consulting environment at a senior manager, director, practice, or business-unit level.
  • Established working relationships with transportation agencies, local municipalities, regional partners, or industry organizations relevant to DEA’s transportation markets.
  • Active involvement in professional organizations such as WTS, COMTO, ACEC, or similar transportation and engineering industry groups.
