The Quality Assurance Manager leads the quality assurance program for mission-critical construction projects, including electrical and mechanical systems, process utilities, specialty piping, and related commissioning and turnover activities. This position establishes quality strategies, standards, governance, and field execution expectations that align with approved drawings and specifications, U.S. industry standards, authority-having-jurisdiction (AHJ) requirements, customer commitments, and organizational objectives.

The role builds organizational capability by creating and delivering training and by building, onboarding, coaching, and developing qualified teams of Quality Assurance and Quality Control technicians and engineers. In close partnership with the Quality Control Manager and project leadership, the Quality Assurance Manager aligns quality planning, field inspections, documentation, testing, reporting, turnover, and payment-readiness processes while maintaining clear accountability between QA and QC functions. Through proactive leadership, risk mitigation, workforce development, and continuous improvement, this position promotes a prevention-focused culture of quality and operational excellence.

This position is classified as full-time and exempt under the Fair Labor Standards Act (FLSA), subject to confirmation that the position’s duties and compensation satisfy all applicable exemption requirements.

Reporting Relationships

This position reports to Senior Manager, Solution and Maintenance Operations

Major Duties and Responsibilities

Leadership and Team Development

  • Lead the field QA organization. Establish daily and weekly priorities based on risk, project sequence, and work-front needs; assign coverage; and hold QA Engineers and QA Technicians accountable for timely, accurate execution.
  • Build and develop technical talent. Define role expectations and qualification paths and build, onboard, train, coach, and develop qualified QC Technicians and Engineers through structured field mentoring, performance feedback, and succession planning.
  • Promote a prevention-focused quality culture. Reinforce ownership, early intervention, and disciplined execution rather than relying on detection and correction after installation.

Quality Planning and Field Execution

  • Plan quality before concealment. Walk the work, verify readiness, and audit installations against approved drawings, specifications, procedures, and submittals before work is covered or released.
  • Control unacceptable conditions. Stop or escalate uncontrolled work, including unqualified personnel, missing procedures, incomplete packages, skipped hold points, or installations that do not meet approved requirements.
  • Ensure AHJ and third-party inspection readiness. Prepare for city, building, electrical, mechanical, fire/life-safety, special, owner, and third-party inspections; track results; drive deficiency closeout; and coordinate re-inspections.

Collaboration and Stakeholder Communication

  • Partner with the QC Manager. Align quality planning, trend reviews, staffing, inspection strategy, and turnover execution while maintaining clear QA/QC roles and responsibilities.
  • Coordinate across functions. Work closely with Construction, Engineering, Commissioning, Safety, Project Controls, Finance, customers, and project leadership to resolve issues and support project milestones.
  • Communicate quality risk and performance. Lead QA meetings and present trends, priorities, constraints, and corrective actions clearly and constructively.

Governance, Compliance, and Documentation

  • Govern quality records. Ensure ITPs, checklists, hold and witness points, inspection logs, NCRs/CARs, material records, weld and fusion traceability, AHJ records, and turnover packages are accurate, timely, complete, and auditable.
  • Maintain program compliance. Monitor adherence to company procedures, contractual requirements, applicable codes and standards, customer requirements, and approved project quality plans.
  • Manage corrective action and closeout. Track nonconformances, root-cause actions, deficiencies, and commitments through verified closure.

Turnover and area readiness

  • Initiate and execute area turnovers for progress payments. Coordinate turnover scope, readiness reviews, required inspections, documentation, punch-list closure, approvals, and submission timing for each assigned area. Proactive readiness is key.
  • Coordinate turnover status and exceptions. Partner with Project Controls, Construction, Commissioning, QC, and customer representatives to identify gaps, remove barriers, and prevent progress and area turnover delays.

Training and Continuous Improvement

  • Develop and deliver quality training. Create practical training for procedures, inspection methods, documentation, traceability, turnover requirements, lessons learned, and role-specific technical competencies.
  • Strengthen the company QA program. Evaluate current processes and implement practical procedures, checklists, metrics, staffing guidance, standard work, and lessons-learned loops based on field experience.
  • Use data to improve performance. Analyze trends, recurring defects, inspection results, turnover delays, and payment constraints to prioritize preventive and corrective improvements.

Required Technical Knowledge

  • Electrical — required.Knowledge of MV/LV distribution, switchgear, transformers, MCCs, UPS, generators, grounding, power distribution systems, and electrical testing/inspection. Ability to identify installation deficiencies and assess impacts on facility reliability and system performance
  • Mechanical — required.Knowledge of HVAC, cleanroom HVAC, chilled/process cooling water systems, pumps, heat exchangers, ductwork, exhaust systems, hydronics, testing, and mechanical turnover processes.
  • Plastic and specialty process piping — required.Experience with PVC, CPVC, PVDF, PP, HDPE, UPW, PCW, chemical distribution/waste systems, and specialty process utilities.
  • Joining methods — required.Understanding of orbital welding, plastic fusion methods, qualification requirements, quality standards, documentation, traceability, and inspection criteria. Ability to identify improper welding or fusion practices.
  • Double containment — required.Knowledge of carrier and containment piping systems, leak detection, testing, supports, penetrations, traceability, and containment integrity requirements..
  • Semiconductor fab elements — required.Understanding semiconductor fab and sub-fab environments, cleanrooms, tool installations, process utilities, specialty gases, chemical systems, UPW, PCW, electrical and mechanical infrastructure, controls, commissioning, and manufacturing readiness requirements.

Education

Bachelor’s degree in construction management, engineering, quality, or a related field is preferred. An equivalent combination of relevant education, technical training, and progressively responsible construction-quality experience may be considered.

Skills and Qualifications

 

  • Eight or more years of construction-quality experience, including substantial field experience on mission-critical or similarly complex projects.
  • Demonstrated experience leading QA Engineers, QA Technicians, QC Engineers, and/or QC Technicians.
  • Working knowledge of electrical and mechanical construction systems and their installation, inspection, testing, and turnover requirements.
  • Direct experience with plastic and specialty process piping, double-containment systems, orbital welding, and air or hot-gas welding.
  • Working understanding of semiconductor fabrication-facility construction and process utilities.
  • Direct experience coordinating with AHJs and city or building inspectors.
  • Ability to interpret drawings, specifications, P&IDs, single-line diagrams, isometrics, dual-containment details, submittals, and procedures.
  • Ability to develop and improve QA processes and communicate clearly in writing, in meetings, and in the field.
  • Ability to satisfy applicable site-access requirements and work project schedules, including off-shift inspection or turnover windows, when required.

Preferred Qualifications

  • ASQ CMQ/OE or CQA certification and/or relevant ICC credentials; AWS Certified Welding Inspector certification is beneficial for weld-package and documentation oversight.
  • Prior experience on semiconductor or advanced-manufacturing campuses.
  • Cleanroom, ultrapure water, process-utility, commissioning, and turnover experience.
  • Experience building or improving a company- or program-level construction QA system across multiple projects.

Physical Requirements

 

  • Must be able to perform the essential functions of the position with or without reasonable accommodation.
  • Regularly work within active construction environments, conducting field inspections, audits, observations, meetings, and turnover reviews..
  • Frequently stand, walk, climb stairs, and navigate uneven surfaces, unfinished areas, and temporary access routes.
  • Occasionally bend, kneel, crouch, reach, and access mechanical, electrical, utility, cleanroom, and other restricted areas as needed.
  • Work indoors and outdoors in varying environmental conditions and construction-site exposures, including noise, dust, vibration, and moving equipment.
  • Uses computers, tablets, mobile devices, cameras, inspection instruments, and standard office and field equipment.
  • Wear required personal protective equipment (PPE) and comply with all project and site safety requirements.
