Job Description:

WVI Nepal has declared a Category II National Response and is implementing one-year multi-sectoral humanitarian response and recovery focused on food, nutrition, shelter, education WASH, livelihood and protection services for affected families. To support approximately 5,000 affected households in reaching an estimate of approximately 25,000 people, the target and timeline can be increased based on the fund and evolving needs of the affected people.

The District Coordinator will lead and coordinate the implementation of the Nepal flash flood response project at Rasuwa district and municipal levels. The position is responsible for ensuring timely, quality, and accountable delivery of humanitarian assistance and early recovery interventions, maintaining strong coordination with local government and stakeholders, and achieving project targets in line with organizational and donor requirements. Additionally, this position will represent WVI Nepal in the district as required and oversee the local partner NGO’s performance, compliances (security, safeguarding, financial, procurement), assurance quality, and participate in partner NGO’s meeting (including Board meeting) to provide and get updates as well.

The incumbent should be a team player, agile and strategic leader, issue and problem solving and emphatic. The role expects to maintain a good rapport and coordination with peer organizations, key stakeholders including the government line agencies.

This position is expected to have a comprehensive understanding and operational skill to expedite the momentum of the programme delivery. This includes creating an enabling and conducive environment in the given working areas of the district.

MAJOR RESPONSIBILITIES

Project implementation yielding envisioned results

  • Lead the day-to-day implementation of project activities across all sectors as per the response plan and agreed budget
  • Ensure activities are implemented according to approved plans, budgets, timelines, and quality standards.
  • Support municipal and community level planning and implementation processes.
  • Monitor project progress and identify implementation challenges and solutions.
  • Ensure integration of protection, gender, inclusion, safeguarding, and accountability principles throughout project activities.
  • Frequent travel to working municipalities and monitor progress and coordination with the local governments.

Stakeholder Engagement and Representation to profile and collaborate on given themes or scope

  • Build relationships with district and local governments, community stakeholders, implementing partner NGOs and other INGOs/NGOs in coordination with project team and relevant staff from National Office.
  • Represent the organization in district and local level coordination meetings.
  • Strengthen collaboration with community leaders, local partners, and community-based organizations.
  • Facilitate joint monitoring visits and review meetings with stakeholders.

Monitoring, Reporting and Accountability to ensure quality and compliance intact

  • Track project achievements against indicators and targets.
  • Prepare monthly reports, and other reports as required, for the Response Operations, working with District staff as needed
  • Ensure timely collection, verification, and submission of project data and reports.
  • Support assessments, monitoring visits, and evaluations.
  • Ensure community feedback and complaints mechanisms are functioning effectively and concerns are addressed promptly.
  • Document lessons learned to accompany the performance reports.
  • Provide report to the local government as requested/required

Partner NGO Management to implement effectively and efficiently

  • Provide guidance and support to the NGO partners to deliver quality result
  • Conduct regular review and periodic appraisals of NGO partners to build their capacities, in line with MOUs
  • Ensure the staff and board members of the NGO partners align with WVIN’s policies and requirements
  • Support NGO partners to undertake procurement in line with WV NGO partner procurement policy

Financial and Resource Management

  • Monitor project expenditures and budget utilization.
  • Review activity plans and forecasts for efficient resource allocation.
  • Ensure compliance with donor and organizational financial procedures.
  • Support on budget reviews and development of business plans.
  • Find avenues to be more effective and efficient.

Risk Management and Safeguarding

  • Identify programmatic, operational, and security risks and propose mitigation measures.
  • Ensure adult and child safeguarding, child protection, and code of conduct standards are understood and applied.
  • Report incidents and concerns through established organizational procedures.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE 

Required Education, training, license, registration and certification 

  • Bachelor's degree in Disaster Management, Rural Development, Social Sciences, Development Studies, or related field.

Required Professional Experience

  • Minimum 3 years of relevant experience in humanitarian response, early recovery disaster management, or development programming.
  • At least 2 years of experience managing field-based projects and teams.
  • Experience in emergency response and coordination with government structures.

Preferred Knowledge and Qualifications 

  • Timely achievement of project targets and milestones.
  • Quality and timeliness of donor and internal reports.
  • Effective coordination with local government and stakeholders.
  • Budget utilization within approved limits.
  • Compliance with safeguarding, accountability, and quality standards.
  • Community satisfaction and effective response to feedback and complaints.

Work Base:Rasuwa District

Duration: One year

Travel and/or Work Environment

Willingness to work outside office hours, especially when conducting monitoring/field visits, when hosting donor visits, and when meeting.

Physical Requirements

Will be required to spend at least 50% of work time conducting monitoring and field visits in target municipalities and wards

Language Requirements

  • Effective written and oral communication skills, including presentation and reporting skills (both English and Nepali).
  • Knowledge of local language and culture is a value add.
