Niyam IT is seeking aTechnical Writer to support a Radar Site and Spectrum Relocation Analysis Support program for a federal client that operates a nationwide network of weather radar (NEXRAD) facilities. This effort supports a broader federal initiative to repurpose spectrum for commercial licensed use, while ensuring the client agency retains its mission-critical weather forecasting capabilities. The Technical Writer will produce the program's formal deliverables and templates, translating complex spectrum, geospatial, and site-survey findings into clear, consistent, CUI-protected reports suitable for client and subject matter expert review. This position is fully remote, with minimal, occasional travel as noted below.

ROLES AND RESPONSIBILITIES

• Develop, format, and edit program deliverables, including the NEXRAD Site and Spectrum Baseline Report, per-site reuse viability reports, site frequency measurement reports, and conditional delineated area reports.
• Build and maintain standardized report and map/report templates and a program style guide to ensure consistency across all sites and deliverables.
• Translate technical inputs from spectrum engineers, GIS analysts, data analysts, and field survey staff into clear, well-organized narratives for both technical and non-technical stakeholders.
• Support production controls that clearly separate physical/geospatial findings from spectrum engineering conclusions and Government decisions, and that document unresolved assumptions and limitations.
• Prepare program management documentation such as kickoff meeting minutes, quality control plan content, and status reporting inputs.
• Ensure deliverables are prepared in required formats (PDF and dashboard exports) and coordinate accessibility formatting, applying Section 508 considerations where applicable given map-based content.
• Manage document version control, reviews, and quality checks so all deliverables meet client acceptance standards without rework.
• Ensure all spectrum and site information within documents is handled in accordance with Controlled Unclassified Information (CUI) requirements throughout the period of performance.
  

REQUIRED QUALIFICATIONS

• US Citizenship. 
• Bachelor's degree in English, Communications, Technical Writing, Journalism, or a related field (equivalent experience considered in lieu of degree).
  
• 3+ years of technical writing experience, preferably supporting federal government programs or technical/engineering content.
• Demonstrated ability to produce clear, accurate, and well-structured technical reports and documentation from complex source material.
• Proficiency with Microsoft Word and Adobe Acrobat/PDF production, including templates, styles, and document formatting.
• Strong editing, proofreading, and document quality-control skills.
• Experience developing and maintaining templates and style guides for consistent deliverables.
  

• Working knowledge of Controlled Unclassified Information (CUI) handling requirements. 
  
• Ability to travel occasionally (minimal) to support program activities as needed. 

PREFERRED SKILLS

• Familiarity with Section 508 accessibility requirements for documents and the special considerations for map-heavy content.
• Experience documenting geospatial, GIS, RF/spectrum, radar, or telecommunications subject matter.
• Experience preparing federal deliverables under FFP/CLIN, milestone-driven contracts.
• Familiarity with collaboration and document management platforms (e.g., SharePoint, Google Workspace).
• Prior experience supporting a federal agency with mission-critical infrastructure, radar, or spectrum programs.
