Job Title : Team Leader

Immediate supervisor: Director, Finance and Administration 

Department: Finance and Administration

Revenue

Purpose of Job

To supervise and coordinate revenue accounting activities, ensure accurate recording and reconciliation of revenue transactions, and assist in the preparation of revenue reports and management information in accordance with established financial procedures.

Main Duties and Accountabilities

·          Verify accounts detailing all revenue received by the MRA and the concerned Departments and assist in reporting on collection against revenue targets;

·          Ensure that all revenue transactions received from operational departments are accurately recorded, processed, verified and validated;

·          Verify that payments received, whether electronically or otherwise, are properly recorded, banked and accounted for in accordance with established procedures;

·          Ensure that bank reconciliations relating to revenue collections are performed regularly and follow up on discrepancies identified;

·          Review revenue records and supporting documentation to ensure compliance with financial procedures and internal controls;

·          Assist in compiling revenue statistics, reports and management information relating to revenue collection activities;

·          Monitor outstanding revenue-related issues and coordinate follow-up actions with relevant departments where required;

·          Assist in reviewing and improving revenue accounting procedures and work processes;

·          Supervise, guide and provide technical support to officers involved in revenue accounting activities;

·          Monitor the quality and timeliness of work performed by officers under supervision;

·          Provide input on training and development needs of officers within the section;

·          Undertake other cognate duties as may be assigned by the Director, Finance and Administration.

 

Expenditure

Purpose of Job

To supervise expenditure accounting activities, ensure compliance with financial procedures and internal controls, and assist in monitoring expenditure, preparing financial reports and maintaining accurate accounting records.

Main Duties and Accountabilities

·          Verify accounts detailing all expenditure incurred by the MRA and the concerned Departments/Divisions;

·          Review expenditure transactions and supporting documentation to ensure compliance with financial regulations, approved budgets and established procedures;

·          Reconcile actual expenditure with forecast expenditure for each Department/Division and report significant variances;

·          Ensure that proper controls are observed for all expenditure transactions and that procedures are followed for unplanned expenditure;

·          Assist in monitoring expenditure patterns and identifying areas requiring management attention;

·          Assist in the preparation of expenditure reports, financial statements, statutory returns and other financial information as required;

·          Review and ensure the accuracy of accounting records maintained for expenditure transactions;

·          Assist in maintaining and updating the Fixed Asset Register and supporting documentation relating to assets of the Authority;

·          Assist in preparing information and schedules required for internal and external audit purposes;

·          Follow up on audit observations and assist in implementing approved corrective actions;

·          Assist in identifying risks relating to expenditure activities and report issues to the Assistant Director;

·          Supervise, allocate and review the work of officers engaged in expenditure accounting activities;

·          Provide technical guidance, coaching and support to officers to ensure effective performance of duties;

·          Contribute to the identification of training needs and continuous improvement of staff performance;

·          Undertake other cognate duties as may be assigned by the Director, Finance and Administration.

Qualifications

A University degree or professional qualification in Accountancy or Finance from a recognized institution, or any relevant field acceptable to the MRA.

A Master’s degree in the above fields would be an advantage.

Should be registered as a professional accountant with the Mauritius Institute of Professional Accountants or equivalent body if not based in Mauritius.

Experience

6 years’ experience in the Finance Department of a large organisation and/or reputable accounting or auditing firm or at the Mauritius Revenue Authority, of which at least 4 years’ should be in a senior management or supervisory position.

Appointment, Remuneration and Age Limit

  1. Selected Candidate will be offered the option to join the MRA either on permanent basis or contractual basis (3-5 years as may be mutually agreed).

  2. Monthly Salary - Rs.118,690 x 3,250 - 121,940 x 3,705 - 155,285.

  3. The selected candidate will be eligible for a duty free benefit on a 1500 cc car every seven years, or a taxable monthly cash-in-lieu of duty of Rs.8,500.

Age Limit

Candidates, unless already in the service of the MRA should not have reached their 55th birthday by the closing date for the submission of applications.
