JOB DESCRIPTION

Job title: Section Head, Finance and Administration Department (FAD)

Immediate supervisor: Director, FAD

Section:  Revenue / Expenditure

Grade: 6 

 

Revenue

Purpose of job

Compile accounts from across the MRA and produce management accounts relating to revenue collected.

 

Main duties/accountabilities

  • Liaise with Directors in order to gather revenue records;

  • Compile accounts detailing all revenue received by the MRA and the Departments responsible and report on collection against revenue targets;

  • Manage the work of the officers in Finance and Administration and ensure that all revenue accounts received by the Operational Service (physically and electronically) are recorded, processed, verified and validated;

  • Produce management information detailing performance statistics relating to each Department revenue activities;

  • Manage collection and accounting for revenues of the MRA;

  • Ensure that payments received, whether electronically or otherwise, are properly recorded, banked and receipt issue

  • Ensure that all monies are paid to the government-consolidated account according to the procedures agreed with the Accountant General;

  • Manage the design, implementation and upgrading of systems and procedures to ensure effective and modern revenue account;

  • Conduct performance appraisals for officers of the section

  • Identify training and development needs & assist in their continuous performance development;

  • Undertake other duties related to the main duties listed above or related to the delivery of the output and results expected from incumbents in the roles ascribed to them according to their postings or arising out of new technologies/methodologies.

 

Expenditure

Purpose of job

Authorize, monitor and record all expenditure across the Authority, ensure judicious use of funds, prepare financial reports and maintain a Fixed Asset Register and a Risk Register.

Main duties and Accountabilities

  • Effect payments and ensure judicious use of funds

  • Ensure proper controls are observed for all expenditure transactions and that controls are in place regarding unplanned expenditure;

  • Liaise with Directors in order to assess budget proposals and prepare expenditure budget of the MRA;

  • Compile accounts of expenditure for each department of the MRA and reconcile actual expenditure with forecast expenditure in order to retain control over spending;

  • Maintain a Standard Operating Procedure Manual of the Expenditure Section.

  • Advise the Director, Finance and Administration on matters related to expenditure and problem areas;

  • Review and Monitor Accounting aspects of Payroll expenditure;

  • Prepare financial statements of the MRA in accordance with International Public Sector Accounting Standards and liaise with Treasury for consolidation of accounts;

  • Carry out annual survey of assets owned by the Authority, address discrepancies and maintain and update Fixed Asset Register for additions and disposal.

  • Identify and monitor risks of the Expenditure Section and maintain and update the Risk Register as and when required;

  • Liaise with Parent Ministry for release of funds;

  • Liaise with HR Department and the Fund Manager on matters related to pension fund.

  • Prepare papers for presentation to the MRA Board and Finance, Administration, Investment and Procurement Committee.

  • Compile statistics and prepare and submit statutory returns to Departments/ Ministries concerned.

  • Prepare annual plan of the section.

  • Oversee the work of all officers working under his supervision in order to ensure that all bookkeeping and accounts are properly kept;

  • Conduct performance appraisals for officers of the section;

  • Identify training and development needs & assist in their continuous performance development;

  • Undertake other duties related to the main duties listed above or related to the delivery of the output and results expected from incumbents in the roles ascribed to them according to their postings or arising out of new technologies/methodologies.

Qualifications

  • A University degree or professional qualification in Accountancy or Finance from a recognized institution, or any relevant field acceptable to the MRA.

  •  A Master’s degree in the above fields would be an advantage.

  • Should be registered as a professional accountant with the Mauritius Institute of Professional Accountants or equivalent body if not based in Mauritius. 

     

Experience

At least 8 years’ experience in the Finance Department of a large organisation and/or reputable accounting or auditing firm or at the Mauritius Revenue Authority, of which 5 years’ should be in a senior management or supervisory position.

Appointment, Remuneration and Age Limit

(i)    Appointment will be on a three year contract basis, renewable based on performance, or as may be mutually agreed.

(ii)  Monthly Salary - Rs. 168,610 x 5850 – 180,310 x 6240 – 192,790 x 6760 - 233,350.

(iii)  Gratuity payment equal to two months’ basic salary on satisfactory completion of each period of 12 months

(iv)  The selected candidate will be eligible for a duty free benefit on a 1600 cc car every six years, or to a cash allowance in lieu of duty of Rs 15,000 a month.

Age Limit

Candidates, unless already in the service of the MRA, should not have reached their 55th birthday by the closing date, for the submission of applications.
