Job Description

Job title:   Director,Finance and Administration

Department: Finance and Administration 
 

Reports to: Director General 
 

Grade: 7 

Purpose of the Job 

Overall management and performance of the finance and administration functions. To give full support to the operations of the MRA through these functions and ensure that all the statutory reporting responsibilities of the MRA are fulfilled. To facilitate management by preparing a detailed budget for submission to the Board and Ministry of Finance; to monitor and record all revenues and expenditure across the MRA; and to produce financial and management accounts relating to revenue and expenditure; to be responsible for the management of MRA’s fleet of vehicles; responsible for procurement process and management of all MRA premises and buildings.

The Director, Finance and Administration will report to the Director General, for the proper functioning and management of the Finance and Administration Department.

 Main duties and accountabilities

  • Ensure that effective financial management of the MRA is maintained, including the operation of satisfactory  accounting systems;

  • Manage the modernization of the accounting systems, including their design and implementation, and all the  associated human resources management issues (especially training);

  • Ensure the prompt banking, accounting for and reconciliation of all revenue collections, including direct  payments to banks;

  • Ensure that all revenue collections are promptly paid into the Consolidated Fund;

  • Manage the preparation and submission to the Board and Ministry of Finance, the expenditure budget for MRA,  and ensure the approved budget is utilized within the procedures set out  in the financial regulations;

  • Prioritise MRA requirements so that when cash flow is limited the MRA continues to operate effectively;

  • Manage MRA assets from an accounting perspective to ensure those assets are accounted for, and  appropriately depreciated in the books of accounts;

  • Liaise with the Human Resources and Training Department to ensure that payroll is regularly checked and  reconciled with staff records and salary effected on a monthly basis;

  • Prepare the periodic and annual financial statements for submission to the Management Team and the Board.  Communicate and present critical matters to the MRA Board, as may be required;

  • Manage the requirements of the Director of Audit to ensure there is a complete audit of the MRA accounts, and  take action to follow up on audit queries related to revenue or expenditure accounting;

  • Provide regular management information to the Management Team and the Board regarding the financial  performance of the MRA;

  • Manage the process for MRA, ensuring that transparent procurement procedures are established, applied and  monitored;

  • Manage the supply-chain process for the procurement of goods and services, including tendering and award  exercise whilst ensuring that the MRA receives the optimum service available at the most competitive cost and  manage all litigation cases. Liaise with the Central Tender Board, as appropriate;

  • Manage the effective provision of house services, including telephony, receptionist, postal services, general  cleaning and security issues;

  • Manage the MRA fleet of vehicles and the provision of driver services. Ensure that vehicles are properly maintained;

  • Ensure the safeguard of all MRA assets and in particular the effective provision and maintenance of all building  services, including liaison with landlords;

  • Ensure adequate supplies of office stationery and consumables, including control of replenishment. Manage the  printing and binding services;

  • Manage staff matters within the finance function, including manpower requirements, appraisal, discipline and  safety and health issues;

  • To implement change and innovation into the department and ensure that the best interests of MRA are always served;

  • To implement, maintain and ensure the continuous improvement of the MRA ISO Quality Management System;

  • To ensure that proper and effective system of internal control are in-place and adhered to;

  • Perform such other duties that may be assigned by the Director General, provided that such additional duties are in the course of employment and are related to the main duties specified above. The MRA may assign cognate duties to the employee from time to time to reflect the changing requirements of the post and MRA’s activities.

Qualifications

A post-graduate degree or professional qualification in Accountancy from a recognised institution or other relevant qualifications. 

Should be registered as a Professional Accountant with the Mauritius Institute of Professional Accountants.

Experience 

At least 15 years’ experience in the finance department of a large organisation, of which 10 years should be in a senior management position. 

Proven experience in the application of a commercial/accruals accounting and requirement/zero base/ performance based budgeting would be an advantage.

 

Age Limit

Candidates, unless already in service, should not have reached their 55th birthday by the closing date, for the submission of applications.

Appointment and Remuneration

i.          Appointment will be on a three year contract renewable based on performance

ii          Monthly Salary - Rs 257,660 x 7,410 - 279,890 x 9,425 - 345,865. 

iii.       Gratuity payment equal to two months’ basic salary on satisfactory completion of each period of 12 months 

iv.        Car Allowance - Rs 61,000 a month.
