Large Taxpayers Department
Purpose of the Job
Overall management of the Large Taxpayers Department, to ensure the effective and efficient assessment and collection of Income Tax, VAT and other taxes relevant to the Department.
Main duties and accountabilities
· Advise on the formulation of policies and strategies for the Department.
· Organise and supervise the work of subordinates and manage the staff of the Department.
· Manage the formulation and implementation of the annual operational plans and budgets of the Department, receive reports on implementation from the Section Heads and make monthly reports summarising progress against plan.
· Formulate an annual tax audit plan.
· Implement systems and procedures for operational processes within the Department.
· Ensure that ISO Standards are devised and implemented, and carry out quality control checks on the work of the Department.
· Issue administrative decisions in consultation with the Legal Services Department.
· Provide guidance to staff on issues relating to the interpretation of law, and of the exercise of discretion within the limits allowed by law.
· Propose amendments to tax legislation to give effect to budgetary proposals.
· Authorize assessments/penalties/refunds/audit settlements according to prescribed authorisation limits.
· Negotiate Double Taxation Avoidance Agreements and Tax Information Exchange Agreements.
· Apply and give effect to Double Taxation Avoidance Agreements and Tax Information Agreements with other countries .
· Take necessary action to ensure that commitments taken by Mauritius to combat International Tax Avoidance and International Tax Evasion are fulfilled.
· Establish and report trends in compliance and develop procedures to address risks to revenue.
· Furnish materials to the Director General for reply to ‘Parliamentary Questions’.
· Liaise with other government departments and private institutions to establish arrangements for the collection, collation and exchange of data and information relevant to the operation of the Department.
· Conduct performance appraisals of staff of the Department, in line with the prevailing MRA Performance Appraisal.
· Identify training and development needs of the staff of the Department and ensure that these are aligned at all times to the MRA training strategy, determined by the Director of Human Resources and Training.
· Perform such other duties that may be assigned by the Director General, provided that such additional duties are in the course of employment and are related to the main duties specified above. The MRA may assign cognate duties to the employee from time to time to reflect the changing requirements of the post and MRA’s activities.
Operational Services Department
Purpose of the Job
Overall management of the operational services department and its staff to ensure that the key shared services of registration and information, service delivery, processing and e-filing and debt management are performed effectively, and that those services fully support the operational departments in their work.
Main duties and accountabilities
· Formulate policies and strategies for the Department.
· Organize and supervise the work of subordinates and manage the staff of the Department.
· Manage the formulation and implementation of the annual operational plans and budgets of the Department, receive reports on implementation from the Section Heads and make monthly reports summarising progress against plan.
· Implement systems and procedures for operational processes within the Department.
· Ensure that ISO Standards are devised and implemented, and carry out quality control checks on the work of the Department.
· Issue administrative decisions in consultation with Legal Services Department.
· Provide guidance to staff on issues relating to the interpretation of law and of the exercise of discretion within the limits allowed by law.
· Propose amendments to tax legislation to give effect to budgetary proposals.
· Establish and report trends in key areas e.g. registration, processing, service delivery and develop procedures to counter threats to the revenue.
· Furnish materials to the Director General for reply to ‘Parliamentary Questions’.
· Liaise with other government departments and private institutions to establish arrangements for the collection, collation and exchange of data and information relevant to the operation of the Department.
· Apply and give effect to exchange of information agreements with other countries.
· Conduct performance appraisals of Section Heads.
· Identify training and development needs for Section Heads that are aligned at all times to the MRA training strategy determined by the Director of Human Resources and Training.
· Perform such other duties that may be assigned by the Director-General, provided that such additional duties are in the course of employment and are related to the main duties specified above. The MRA may assign cognate duties to the employee from time to time to reflect the changing requirements of the post and MRA’s activities.
Medium and Small Taxpayers Department
Purpose of the Job
Overall management of the Medium and Small Taxpayers Department, to ensure the effective and efficient assessment and collection of Income Tax, VAT and other taxes relevant to the Department.
Main duties and accountabilities

· Organise and supervise the work of subordinates and manage the staff of the Department.
· Manage the formulation and implementation of the annual operational plans and budgets of the Department, receive reports on implementation from the Section Heads and make monthly reports summarising progress against plan.

Fiscal Investigations Department
Purpose of the Job
Responsible for the management of the Fiscal Investigations Department and the work carried out by the officers of the Department.
Main duties and accountabilities
· Direct management of the Fiscal Investigations Department and the work carried out by the officers of the Department.
· Agree and set forward objectives for the Section Heads and carrying out annual appraisals against these objectives.
· Put in place after consultation with Directors of other departments, arrangements relating to appropriate forms and procedures for referring potential investigation cases from those Departments to the Fiscal Investigations Department.
· Set, with assistance from the Section Heads, an investigation annual plan including financial targets, number of cases to be investigated and budgets (staff and financial) in liaison with the Director of Finance and Administration to assist in meeting this plan.
· Responsible for planning issues relating to the Department.
· Provide information, by monthly reports, on investigation cases/tax yield, to the Director-General.
· Attend Board/Management meetings as directed by the Board/Director-General.
· Ensure that ISO Standards are devised and implemented, and carry out quality control checks on the work of the Department.
· Propose amendments to tax legislation to give effect to budgetary proposals.
· Deal with any international enquiries or requests for assistance from overseas investigation agencies.
· Act as the liaison point with the MRA prosecution authority to agree and set standards for collection of evidence.
· Control and retain all informant profiles for the Fiscal Investigations Department.
· Accountable to the Director-General for all revenue evasion cases which are considered to be sensitive by the Director-General.
· Counter-sign offence reports and send to the prosecuting authority for final assimilation and decision.
· Carry out quarterly management checks on Sections Heads to ensure they have maintained a record of management checks undertaken on their teams.
· Review recommendations on informant rewards and pays out rewards on the basis of revenue at risk and revenue saved by the informant’s information.
· Review any amendments to working practices recommended by the Section Heads and provide related recommendations for action to the Director-General.
· Furnish materials to the Director General for reply to ‘Parliamentary Questions’.
· Ensure that the Department has the necessary skills and equipment to operate effectively.
· Conduct performance appraisals of Section Heads.
· Identify training and development needs for Section Heads that are aligned at all times to the MRA training strategy determined by the Director of Human Resources and Training.

Objections, Appeals and Dispute Resolutions Department
Purpose of the Job
To be responsible for the effective and efficient organisation and management of the Department, and to
Ensure that all objections, appeals and disputes are properly addressed and resolved in a timely and expedient manner, within the framework of law and such regulations as may be prescribed.
Main duties and accountabilities
· Advise on the formulation of policies and strategies for the Department.
· Organise and supervise the work of subordinates and manage the staff of the Department.
· Manage the formulation and implementation of the annual operational plans and budgets of the Department, receive reports on implementation from the Section Heads and make monthly reports summarising progress against plan.
· Implement systems and procedures for operational processes within the Department.
· Ensure that ISO Standards are devised and implemented, and carry out quality control checks on the work of the Department.
· Propose amendments to tax legislation to give effect to budgetary proposals.

· Collect and compile statistical data relating to objections and appeals for inclusion in the Annual Report and other data specifically called for by the Director General and/or the Ministry of Finance and Economic Development.
· Furnish materials to the Director General for reply to ‘Parliamentary Questions’.
· Liaise with other government departments and private institutions to establish arrangements for the collection, collation and exchange of data and information relevant to the operation of the Department.
· Conduct performance appraisals of staff of the Department, in line with the prevailing MRA Performance Appraisal.

Qualifications
A university Degree in Administration, Law, Accountancy, Economics, Finance, Commerce,IT/IS/Computer Science /Software Engineering, Mathematics/Statistics, Data Science, Engineering,or an equivalent professional qualification in any of those subjects, or other relevant qualifications.
Possession of a Master’s degree in Taxation, Law, Public Administration, Management or any other field relevant to the MRA would be an advantage.
Experience
At least 15 years’ experience in Revenue, Tax, Compliance Environment or other related activities, of which 10 years’ should be in a senior management position.
Age Limit
Candidates, unless already in service, should not have reached their 55th birthday by the closing date, for the submission of applications.

Appointment and Remuneration
i. Appointment will be on a three year contract renewable based on performance
ii Monthly Salary - Mauritian Rupees (MUR) 257,660 x 7,410 - 279,890 x 9,425 - 345,865 (Ranging from USD 5,482 to USD 7,359).
iii. Gratuity payment equal to two months’ basic salary on satisfactory completion of each period of 12 months
iv. Car Allowance - Mauritian Rupees (MUR) 61,000 (USD 1,298) a month.
In the event a foreign national is selected for the post, apart from the above benefits, the following will also be offered:
i. A Monthly Rent and Utility Allowance
ii. Ticket facility for self/spouse/children
iii. Allowance for transportation of personal effects to Mauritius and repatriation
