  • Description PMO Finance & Vendor Spend Governance Lead Professional Track โ€“ Individual Contributor
  • The PMO Finance & Vendor Spend Governance Lead is a senior, mission-critical role embedded within the IT PMO, responsible for financial integrity, spend discipline, and audit-ready execution across all IT programs and projects (CapEx and OpEx). This is a professional role that requires broad expertise, independent judgment, and significant influence on portfolio outcomes.
  • The role ensures that project financials are accurate, controlled, and decision-ready, and that vendor spend is disciplined, compliant, and visible across the portfolio.
  • This role does not own corporate finance policy, sourcing strategy, contract negotiation, legal terms, business case development, value realization, or dashboard engineering. It partners closely with Group IT Finance, Corporate Finance, Technical Accounting, Procurement, Legal, VRO, and PMO Reporting teams while owning PMO-side financial governance and accountability.

ROLE OWNERSHIP (WHAT THIS ROLE OWNS)

Within the PMO operating model, this role owns:

  • Project and portfolio financial governance (budget, forecast, variance, reforecast)
  • CapEx / OpEx discipline and audit readiness
  • Vendors spend governance (PO coverage, invoice accuracy, contract linkage, spend leakage)
  • Financial accountability for portfolio dashboards and reports
  • Early-warning financial risk identification and escalation

This role is the single point of accountability within the PMO for financial hygiene and vendor spend integrity.

REPORTING & POSITIONING

  • Reporting: PMO Director or Finance / Vendor Governance Lead (PMO)
  • Location: India (Hyderabad preferred)
  • Employment Type: Contractor (6โ€“12 months) with potential extension/conversion

Essential Job Functions:

SECTION A: PROJECT & PROGRAM FINANCIAL GOVERNANCE (40%)

Financial Planning, Baselines & Forecasting

  • Own and maintain project and program-level financial baselines, forecasts, and costto-complete
  • Ensure alignment with approved ARs/CARs and AOP allocations
  • Support PMs and Portfolio Leads in maintaining multi-year financial forecasts
  • Validate assumptions related to phasing, burn rates, labour mix, and timing shifts

Budget vs. Actuals & Variance Management

  • Reconcile actual spend against approved budgets, ARs, and POs
  • Perform monthly variance analysis at project and portfolio levels
  • Identify variance drivers and emerging risks before governance forums
  • Ensure reconciliation integrity across Planview, SAP/ERP, and ARIBA

Financial Risk & Escalation

  • Proactively flag budget overruns, funding gaps, and forecast erosion
  • Provide clear, fact-based escalation inputs to Portfolio Leads and PMO leadership
  • Support monthly and quarterly financial close activities for PMO-managed initiatives

SECTION B: CAPEX / OPEX CONTROLS & AUDIT READINESS (20%)

CapEx / OpEx Classification Discipline

  • Enforce consistent CapEx vs. OpEx classification pe finance policy
  • Validate classification during AR/CAR setup and throughout execution
  • Identify misclassification risks early and coordinate corrections with Finance

Financial Controls & Compliance (PMO Scope)

  • Ensure project spend aligns with approved budgets, cost centres, and funding approvals
  • Maintain audit-ready documentation for all PMO-managed projects
  • Support internal and external audits related to project financials
  • Track, remediate, and close PMO-side audit findings

SECTION C: PORTFOLIO FINANCIAL REPORTING & ACCOUNTABILITY (20%)

Important: This role is accountable for the accuracy, completeness, and timeliness of portfolio financial dashboards and reports, but does not own dashboard development or tooling.

Portfolio Financial Reporting Accountability

  • Ensure portfolio financial dashboards and reports:
  • Reconcile to systems of record
  • Reflect accurate budget, actual, and forecast data
  • Are governance-ready for leadership consumption
  • Validate financial inputs provided to PMO Reporting / Analytics teams

Executive & Governance Support

  • Review and sign off on PMO financial packs for:
  • Portfolio reviews
  • MBRs and QBRs
  • AOP tracking discussions
  • Provide narrative commentary on financial drivers, risks, and trends
  • Act as the final PMO checkpoint before financial data is presented to leadership

SECTION D: VENDOR SPEND GOVERNANCE (20%)

This role governs vendor spend execution and visibility, not sourcing or contracting strategy.

Vendor Spend & PO Discipline

  • Ensure vendor spend is supported by approved contracts and POs
  • Tracks spend under contract, PO coverage, and burn vs. plan
  • Identify off-contract spend and coordinate remediation

Invoice & Payment Integrity

  • Validate vendor invoices against POs, contracts, and delivered services
  • Resolve discrepancies with PMs, AP, and vendors
  • Prevent late payments and financial leakage through proactive controls

Vendor Performance (Financial Lens)

  • Maintain vendor performance visibility from a financial and delivery-health perspective
  • Identify patterns of overruns, frequent change requests, or cost instability
  • Provide data-backed inputs into quarterly vendor reviews

SECTION E: STAKEHOLDER ADVISORY & INFLUENCE (5%)

  • Act as the PMO finance authority for Portfolio Leads and Project Managers
  • Explain financial concepts and constraints clearly to non-finance stakeholders
  • Influence portfolio trade-off decisions through data and judgment
  • Provide early warning indicators before financial issues surface in governance

SECTION F: TOOLS, DATA QUALITY & PROCESS IMPROVEMENT (5%)

  • Own PMO financial data quality in Planview and ERP
  • Drive reconciliation discipline and eliminate manual rework
  • Improve templates, controls, and financial hygiene processes
  • Document PMO financial standards and operating procedures

Qualifications:
EXPERIENCE & SKILL EXPECTATIONS

Experience

  • 8โ€“12+ yearsโ€™ experience in:
  • PMO finance
  • Project/portfolio financial governance
  • IT financial management
  • Demonstrated ability to operate independently and influence cross-functional stakeholders
  • Experience supporting large, multi-portfolio IT environments

Technical & Professional Strengths

  • Advanced financial analysis and Excel
  • Deep understanding of:
  • CapEx / OpEx mechanics
  • Project accounting
  • Portfolio financial controls
  • Strong working knowledge of SAP, Planview, and ARIBA
  • Comfortable operating as an expert IC with accountability but no direct reports
