Role Overview

We are seeking an experiencedSenior Quantity Surveyor (Pre-Contract) to support the commercial development and procurement of major energy infrastructure projects.

This role is focused onclient-side commercial assurance, budgeting, and procurement, working closely with Project Managers todevelop robust business cases, validate project budgets, and manage the tendering process. This role centres oncost assurance, affordability, and commercial governance across early project phases.

You will play a key role in ensuring that projects arecommercially viable, well-procured, and aligned with regulatory and organisational requirements before entering delivery.

Key Responsibilities

Project Budgeting & Business Case Support

·        Support delivery teams in developingproject budgets and cost forecasts for business case submissions

·        Provideindependent review and challenge of cost estimates and assumptions

·        Ensure budgets align withprogramme constraints, risk profiles, and funding approvals

·        Contribute toinvestment cases and governance submissions

Cost Assurance & Commercial Governance

·        Review and assurethird-party cost estimates (consultants, designers, contractors)

·        Assess cost risks, allowances, and contingencies

·        Ensure consistency withclient cost structures and reporting frameworks

·        Support internal approvals processes andstage-gate governance

Procurement & Tender Management

·        Lead or supportend-to-end procurement activities

·        Prepare and review:

o   Scope documentation

o   Pricing schedules

o   Contract documentation

·        Manage tender processes in line withinternal governance and audit requirements

Tender Evaluation & Commercial Assessment

·        Undertake detailed evaluation of tender submissions, including:

o  Pricing and cost build-ups

o  Programmes and delivery strategies

o  Risk registers and assumptions

o  Commercial terms and departures

·        Identifykey commercial risks, gaps, and opportunities

·        Provide structured recommendations to supportsupplier selection decisions

Contract Strategy & Commercial Input

·        Support development ofcontracting strategies aligned with project objectives

·        Provide input intoNEC contract scope, pricing approach, and risk allocation

·        Review and advise oncontract terms and deviations

Stakeholder Engagement & Reporting

·        Work closely with:

o   Project Managers

o   Procurement teams

o   Technical and delivery stakeholders

·        Provide clear commercial reporting and input tosenior decision-makers

Support alignment betweencommercial, technical, and programme objectives

Qualifications & Memberships

  • Degree in Quantity Surveying, Commercial Management, or equivalent
  • Chartered or working towards:
    • MRICS (RICS) or MInstCES (CICES)

Skills & Experience

·        Strong experience inpre-contract commercial roles within infrastructure or energy

·        Experience supportingbusiness case development and project budgeting

·        Proven track record in:

o  Procurement and tender management

o  Tender evaluation and commercial assessment

o  Cost assurance

·        Working knowledge ofNEC3/NEC4 contracts and procurement strategies

·        Experience onNational Grid or regulated utility frameworks (highly desirable)

·        Ability tochallenge cost data and interrogate contractor submissions

·        Strong analytical, reporting, and stakeholder engagement skills

·        Experience using tools such as:

o   CEMAR, FastDraft, SYPRO, Asite, or similar commercial platforms

·        Ability to operate across multiple projects or complex programmes
