Commercial Manager - Utilities Infrastructure (Energy Sector)

LOCKROSE is seeking an experiencedCommercial Manager to support thecommercial and procurement activities of major infrastructure programmes within the energy sector.
Operating within aclient-side, regulated environment, this role will play a key part inbudget development, procurement delivery, and commercial assurance, ensuring projects are well-defined, appropriately governed, and set up for successful delivery.
Working across a portfolio of complex projects, you will contribute torobust investment decisions, effective procurement outcomes, and reliable project forecasting, supporting delivery teams through a structured and collaborative approach.

Key Responsibilities
- Support the development and management ofproject budgets, cost baselines, and investment approvals
- Provide commercial input intobusiness cases, funding submissions, and governance processes
- Lead or supportprocurement activities, including preparation of tender documentation, pricing structures, and contract particulars
- Contribute totender evaluation, includingcost assurance, benchmarking, and assessment of commercial submissions
- Ensure projects are commercially robust, withclear scope definition, risk allocation, and contractual structures
- Support the development ofproject forecasts, working with delivery teams to ensure assumptions are realistic and aligned
- Provide ongoingcommercial assurance to ensure consistency between budgets, scope, and procurement outcomes
- Review and interpretproject programmes, understanding sequencing, key risks, and potential commercial implications
- Undertakecommercial risk assessments and support the development of mitigation strategies
- Prepare clear and structuredcommercial reporting and governance documentation
- Engage effectively with internal and external stakeholders to supportalignment, transparency, and informed decision-making
About You
· Proven experience operating atSenior Quantity Surveyor or Commercial Manager level within infrastructure, utilities, or energy sectors
· Strong experience inprocurement, commercial management, and tender evaluation
· Experience supportingproject budgets, cost assurance, and investment governance processes
· Good understanding ofNEC contracts (NEC3/NEC4), particularly in a procurement context
· Experience reviewing or working alongsideproject programmes and planners
· Strong stakeholder engagement skills, with the ability tocommunicate clearly and influence multidisciplinary teams
· Experience working within aregulated or highly governed environment
· Organised and detail-oriented, with a structured and analytical approach
Essential
· HNC / Degree in Quantity Surveying, Engineering, or related discipline
· Experience in pre-contract commercial, procurement, and budget management activities
· Strong NEC contract awareness and application
· Experience within a regulated environment (e.g. energy, utilities, rail, infrastructure)
· Ability to support forecasting and business case development
· Full UK driving licence and willingness to travel
Desirable
· Previous experience in a client-side or advisory environment
· Exposure to large-scale infrastructure or utility programmes
· Familiarity with governance frameworks and stage-gate approval processes
· Experience contributing to programme review or schedule-related discussions
· Chartered or working towards MRICS (RICS) or MInstCES (CICES)
