MINIMUM QUALIFICATIONS – NYSDOH 10 NYCRR §58-1.4
Candidate must meet one of the following qualification pathways under §58-1.4 (Qualifications of Laboratory Supervisor) for the specialties/subspecialties supervised:
Bachelor's degree with qualification as a Clinical Laboratory Technologist per §58-1.5(b), plus a minimum of four (4) years of pertinent, hands-on laboratory experience across Blood Bank, Chemistry, Hematology, and Microbiology subsequent to qualifying (§58-1.4(c)); OR
Master's degree (chemical, physical, or biological science) with CLT qualification per §58-1.5(b), plus two (2) years of pertinent experience subsequent to graduation (§58-1.4(b)); OR
Doctoral degree (chemical, physical, or biological science) or licensed physician, with CLT qualification, plus one (1) year of pertinent experience subsequent to graduation (§58-1.4(a)).
Additional requirements:
Current, valid New York State license as a Clinical Laboratory Technologist (Education Law Article 165), or equivalent out-of-state license/credential evaluated as acceptable per §58-1.5(c).
ASCP (or equivalent) certification, MT/MLS(ASCP) or equivalent, strongly preferred.
Demonstrated hands-on bench experience — not administrative oversight alone — in Blood Bank/Transfusion Service sufficient to independently perform antibody workups, crossmatch, and manage transfusion reaction and massive transfusion events without direct supervision.
Working technical knowledge across Chemistry, Hematology, and Microbiology sufficient to troubleshoot instrumentation, interpret QC, and recognize results requiring escalation, even where day-to-day bench work in those sections is performed by section staff.
Experience functioning as the sole on-site technical authority during off-shift/weekend hours in an acute care hospital laboratory of comparable size and test menu.
Working knowledge of CLIA (42 CFR 493), CAP, AABB, and 10 NYCRR Part 58 requirements as they apply to personnel qualification, QC, and reportable results.
Proficiency with Epic Beaker LIS, WellSky Blood Bank software or demonstrated ability to become proficient within the standard onboarding period.
PREFERRED QUALIFICATIONS
Prior formal supervisory or lead technologist experience in a hospital-based laboratory.
SBB (ASCP) or blood bank specialist certification.
Experience supporting Level I/II trauma or high-volume transfusion service operations.
Prior participation in NYSDOH, JC, CAP or AABB inspection/survey processes.
