Class Definition

GENERAL STATEMENT OF DUTIES: To plan, organize, and direct the work of the strategic planning unit and to integrate statewide strategic planning activities with budgetary master plans; and to do related work as required.

SUPERVISION RECEIVED: Works under the administrative direction and policy guidance of the Department of Administration/Executive Director/Budget Officer with considerable latitude for the exercise of independent judgement.

SUPERVISION EXERCISED: Plans, organizes, and directs the operation of the strategic planning; coordinates the activities of the Division, other state agencies, federal and local governments, and the private sector.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • To plan, organize, and direct the work of strategic planning.
  • To receive assignments from the Executive Director/Budget Officer and other sources to determine the issues and scope of action involved, to formulate a general approach to the matter, to determine the time schedule to be followed, and to supervise execution of the assignments.
  • To monitor and evaluate sub systems in the development and implementation of strategic plans.
  • To report on the work of the strategic division, including policies and plans adopted and the results of studies conducted.
  • To supervise and promote implementation of policies, plans, and other recommendations through executive actions and orders, budgets, legislation and other means.
  • To oversee the review of a wide range of proposals to insure that these are consistent with established policies and plans and to coordinate them with related activities.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles, methods, techniques, and practices of planning at the state and local levels of the operation of local governments, and the functions of and the relations between state, local and federal governments; the ability to apply this knowledge to management of state planning functions and administration of assistance to local governments in areas including: physical; economic; and social development; governmental management; finance and budgeting; and others; the ability to oversee work in progress and on completion to insure that professional standards and statutory, regulatory, and technical requirements are met; the ability to present complete work in an understandable manner to a wide range of people; the ability to plan and organize work, assemble resources, coordinate operations with interested parties, and achieve the intended results within budgetary and time limitations; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: graduation from a university with a Master’s Degree in Planning, Public Administration, Business Administration, Physical or Social Science, or a degree in Law; and

Experience: Such as may have been gained through: employment with supervisory and management responsibilities in planning and governmental administration.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Supplemental Information

The Chief of Strategic Planning, Monitoring, and Evaluation position will report to the Deputy Director, Medicaid Finance & Policy, on the Medicaid Finance & Policy team. The Chief will develop statewide implementation strategies, coordinate across state agencies and CMS, assess fiscal and operational impacts and ensure ongoing compliance with federal Medicaid financing requirements, including those covered under Public Law 119-21 or the "Working Families Tax Cut" (WFTC).
Responsibilities will include but not be limited to the following:
• Develop and oversee plan for assessment of RI Medicaid state directed payments and state plan amendment rates to understand how they compare to new limits set by CMS
• Lead cross-functional workgroups involving Medicaid Finance, Medicaid Policy, Office of Management and Budget, tax administrators, actuaries, Medicaid systems, and other stakeholders to implement federal financing requirements.
• Conduct fiscal impact analyses and long-range financial modeling related to federal financing changes, provider taxes, supplemental payments, state directed payments, and reimbursement methodologies
• Identify compliance risks associated with Medicaid financing arrangements and develop mitigation strategies to minimize fiscal and regulatory exposure
• Develop comprehensive implementation strategies for new federal Medicaid financing requirements, including operational, legal, fiscal, actuarial, and systems impacts
• Lead responses on health care related tax questions received through CMS state directed payment and state plan amendment reviews
• Provide quarterly tax revenues to reporting team for CMS-64 compliance
• Lead implementation of federal Medicaid payment transparency reporting requirements, including collection, validation, documentation, and submission of required payment information
• Monitor emerging federal statutes, CMS regulations, proposed rules, and subregulatory guidance related to Medicaid financing, provider taxes, and state directed payments
• Provide other ad hoc support to the Medicaid Finance team as applicable, including but not limited to drafting budget decision packages, memorandums, and other documentation as part of the annual budget process

Experience & Skills Required
• Ability to take initiative on assignments and work both independently and collaboratively with others.
• Ability to digest complex information, including statutory, regulatory, contractual, financial, and health care terminology, and effectively interpret and communicate key findings and implications for EOHHS concisely both verbally and in writing.
• Comfortable organizing, analyzing, and reporting on large sets of data for use in decision making.
• Demonstrated knowledge of Medicaid financing principles, including federal financial participation (FFP), provider taxes, supplemental payments, state directed payments, upper payment limits, managed care financing (not sure if these are in scoop but felt like good experience), and state plan reimbursement methodologies.
• Experience interpreting complex federal statutes, regulations, State Medicaid Director Letters, Informational Bulletins, and CMS guidance.
• Experience conducting complex financial modeling, forecasting, reimbursement analysis, and scenario modeling using Excel or similar analytical software.
• Demonstrated experience leading large, cross-functional projects involving multiple stakeholders and competing priorities.
• Experience representing an organization during discussions or negotiations with federal agencies, external consultants, or senior executive leadership.
