Defence Construction Canada (DCC) is a dynamic and fast-paced Crown corporation whose clients include the Canadian Armed Forces and the Department of National Defence. We are currently recruiting an enthusiastic and motivated Technical Specialist, Geographic Information System to support the delivery of construction projects in Halifax.

 

The Technical Specialist, Geographic Information System (GIS), analyzes, develops and delivers GIS information products, data and services. The incumbent acts as a technical specialist, carrying out database design and maintenance, data collection and reformatting, system enhancements, spatial analysis for projects, cartographic product development, and quality assurance and control activities.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

Primary
•    Perform database design and maintenance activities
•    Perform quality assurance and control activities
•    Perform spatial analysis for projects
•    Program system enhancements
•    Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
•    Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other
•    Assist in the drafting of statements of work for real property and environmental projects
•    Update corporate geospatial data standards
•    Collect and reformat data
•    Author cartographic products
•    Support and/or lead business development activities
•    Manage risk
•    Other duties as assigned

SKILLS
General and Specific Knowledge
•    Best practices, methods, trends and legislation in GIS
•    GIS software and tools
•    Spatial-analysis technologies and techniques
•    Enterprise, web and mobile GIS platforms, including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Portal, ArcGIS Online, Experience Builder, Field Maps, Survey123, web maps, web applications and dashboards
•    Data management, quality assurance/quality control, cartographic standards and spatial data visualization
•    Project and risk management principles

Formal Education and/or Certification(s) and Experience
•   Minimum: college diploma in Geographic Information Systems (GIS), Geomatics, Geography, environmental science with a GIS specialization, or related field with four years’ relevant experience, or the equivalent
•   Preferred: University degree in Geography, Geomatics, Environmental Science, or a related discipline with significant GIS coursework and experience.

Abilities
•    Use applicable computer software and operating systems
•    Apply project and risk management techniques

DEVELOPMENT AND LEADERSHIP
•    Provide functional advice and guidance to employees and the Client-Partners

WORKING CONDITIONS
•    Typical office environment with occasional travel
•    Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
