Position Purpose
Rocky Mountain Human Services (RMHS) is seeking an experienced and collaborative Early Intervention (EI) Provider Clinical Manager to oversee the operations of our internal team supporting Early Intervention Eligibility Evaluations and EI Services to infants, toddlers, and families in Denver City and County. As a member of the Developmental and Behavioral Health (DBH) Management Team, the EI Provider Clinical Manager demonstrates and promotes compliance with all fiscal, ethical, legal, and regulatory standards governing service delivery
This leadership role oversees program operations, staff supervision, service delivery, compliance, and quality initiatives to ensure exceptional outcomes for children with developmental delays and disabilities. This EI Provider Clinical Manager partners closely with the intake/referral, service coordination, and organizational leadership teams to support strategic priorities and operational excellence.
Essential Duties

Manage and oversee the operations of Early Intervention Services and Eligibility Evaluations programs serving infants, toddlers, and families.

Supervise and support Clinical Supervisors, Supervisors and other assigned staff including hiring, onboarding, coaching, professional development, and performance management.

Collaborate and communicate with EI Colorado as appropriate and represent RMHS at EI Colorado meetings and TA calls

Oversee referrals, evaluations, and service delivery to ensure timelines are being met as appropriate.

Ensure compliance with state, federal, contractual, and organizational requirements, including documentation and performance standards.

Monitor program performance, analyze data, and lead quality improvement initiatives to enhance outcomes and operational effectiveness, including billing requirements and EVV.

Manage program resources, budgets, staffing utilization in conjunction with the Senior Program Manager.

Collaborate with Contracts and Credentialing for staff to meet and maintain license requirements.

Serve as an active member of the DBH leadership team, contributing to organizational planning, decision-making, and continuous improvement efforts.

Support and coordinate next steps with other DBH Program Managers when managing complaints.

Provide technical assistance and clinical consultation to staff providers on complex cases.

May participate in evaluations, assessments, IFSP’s and/or intervention services in area of professional expertise as needed to support program needs.

Collaborate with internal partners and external stakeholders to enhance access, service quality, and community engagement of Early Intervention programs.

Lead strategic projects, program development efforts, and implementation of policies and procedures.

Supervisory Responsibilities

Management level with overseeing at least 4 Supervisors
Knowledge, Skills and Abilities
-
Experience in leadership, project management, organizational, and supervision skills.

Knowledge of Colorado Early Intervention and Federal Part C rule and regulations as they pertain to position, including HIPAA, scope of practice, documentation standards, ethics, etc.

Familiarity with Colorado’s Early Intervention service model of Team EI Colorado and Coaching.

Commitment to best practices in Early Intervention, such as family-centered care, natural environments, routine based interventions, and strength-based assessments.

Excellent interpersonal, communication, facilitation, and relationship-building skills.

Exceptional knowledge of typical child development as well as children with developmental delays and disabilities.

Ability to manage multiple priorities and competing demands

Strong organizational, project management, and problem-solving skills

Knowledge of quality assurance and performance management systems.

Demonstrate excellence in collaborating with an interdisciplinary team and working collaboratively within and outside of departments

Extensive Microsoft Office skills including Outlook, Word, Excel, PowerPoint, and Teams.
Qualifications
Qualifications

Master’s degree in clinical area of expertise

Current licensure/certification in the state of Colorado in line with the Early Intervention Colorado Personnel Standards to provide EI Evaluations and/or Service Delivery.

Minimum of five (5) years of experience working with infants and toddlers with developmental delays
-
At least three (3) years of experience in a leadership or supervisory role.

Previous experience working in the Part C/Early Intervention system
Travel

Regular local travel throughout the RMHS service area may be required to support programs, staff, community partnerships, and organizational initiatives.

Travel by air and overnight travel may be required occasionally
Certificates, Licenses, Registrations

Valid driver’s license and proof of insurance.
