How You Will Make an Impact
The Director, Enterprise Project Management Office (EPMO) will transform project delivery from a collection of independent initiatives into a coordinated enterprise capability that enables strategic execution across Lifelong Learning. You will establish and lead the Enterprise Project Management Office (EPMO), creating governance, standards, reporting, and portfolio management practices that ensure organizational priorities are aligned with available resources and strategic objectives.

By providing visibility into enterprise initiatives, facilitating executive decision-making, improving project execution, and strengthening accountability, this position will help maximize the value of technology and business investments. Your leadership will improve organizational focus, accelerate delivery of critical initiatives, reduce project risk, and enable sustainable growth through disciplined planning and execution. You will serve as a trusted advisor to executive leadership, helping balance competing priorities while fostering a culture of collaboration, transparency, and continuous improvement. This position reports to the CIO (Chief Information Officer) or their designee.

Enterprise Portfolio Governance, Planning, and Prioritization

  • Establish and lead the Enterprise Project Management Office (EPMO), creating consistent processes and standards for managing projects and strategic initiatives. 
  • Partner with executive leadership to evaluate, prioritize, and oversee projects, ensuring organizational resources are focused on the highest-value initiatives. 
  • Develop and administer enterprise project intake and demand management processes. Maintain an authoritative portfolio inventory of proposed, approved, active, deferred, and completed initiatives.
  • Ensure technology and business initiatives are aligned with organizational goals and available capacity. 
  • Serve as a trusted advisor to leadership by providing portfolio insights, governance, and recommendations that improve decision-making and execution.
  • Monitor portfolio performance and provide recommendations that maximize organizational value and successful outcomes.

Project Management Methodology & Standards

  • Establish and maintain project management practices, tools, templates, and standards that support consistent project delivery.
  • Develop scalable approaches appropriate for projects of varying size and complexity.
  • Ensure projects follow established governance, reporting, and quality expectations.
  • Continuously improve project delivery through training, best practices, and lessons learned.

Project Delivery 

  • Provide leadership, guidance, and capacity to deliver project management services on a broad range of projects.
  • Monitor project performance to ensure initiatives are delivered on time, within budget, and aligned with organizational objectives.
  • Identify and address risks, issues, and dependencies that may impact project success.
  • Facilitate collaboration, problem-solving, and continuous improvement across project teams and stakeholders.

Executive Reporting & Performance Management

  • Develop and maintain executive dashboards, portfolio reports, and performance metrics that provide visibility into organizational initiatives.
  • Communicate project status, risks, resource utilization, and key outcomes to executive leadership.
  • Promote transparency and accountability through consistent reporting and governance practices.

Resource Management & Organizational Capacity Planning

  • Partner with business and technology leaders to assess organizational capacity and resource needs.
  • Support resource allocation and prioritization decisions across multiple initiatives.
  • Identify resource constraints, skill gaps, and dependencies that may impact delivery.

Change Management & Organizational Readiness

  • Partner with business leaders to prepare the organization for new initiatives, processes, and technologies.
  • Promote effective change management and stakeholder engagement practices across major initiatives.
  • Support communication, adoption, and readiness activities that improve the success of organizational change.

Vendor & Contract Oversight

  • Collaborate with procurement, legal, technical and business stakeholders during vendor selection, contract review, and procurement activities.
  • Monitor project budgets, vendor performance, and contractual commitments associated with major initiatives.
  • Ensure external partners deliver agreed-upon outcomes, quality standards, and timelines.
  • Perform administrative duties, responsibilities, and activities as assigned, which may be changed or modified from time to time.    

Supervisory Responsibilities: Manage, coordinate, supervise, coach, and direct the hiring, training, timely performance evaluations of team members, oversee their daily activities and oversee the daily workflow of the department.
 

Qualifications

KNOWLEDGE, SKILLS, ABILITIES

  • Knowledge of project portfolio management principles, governance frameworks, and prioritization methodologies.
  • Knowledge of project, programs, portfolio management methodologies, frameworks, and best practices, including Agile, Waterfall, Hybrid, and other structured delivery approaches.
  • Ability to manage complex, cross-functional initiatives involving multiple stakeholders.
  • Knowledge of project lifecycle management, program governance, and benefits realization.
  • Ability to communicate complex project and operational issues to executive leadership.
  • Skill in developing dashboards, performance metrics, presentations, and executive reports.
  • Ability to synthesize information and provide strategic recommendations.
  • Knowledge of organizational change management principles and techniques.
  • Ability to influence stakeholders without direct authority.
  • Skill in facilitating decision-making, consensus-building, and conflict resolution.
  • Ability to lead organizational change initiatives and drive adoption of new processes.
  • Deep understanding of enterprise technology, digital transformation initiatives, and organizational modernization efforts.
  • Ability to collaborate effectively with technical and non-technical stakeholders.
  • Knowledge of governance processes, vendor management, and contract administration.
  • Self-sufficient, resourceful, and committed to providing excellent customer service.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business Administration, Information Technology, Project Management, Public Administration, Organizational Leadership, or a related field or 2 years equivalent work experience demonstrating applicable skills in a relevant industry or discipline. Equivalent experience is included in and not separate from the total years of professional experience required.
  • Five (5) years of progressively responsible experience managing enterprise-level projects, programs, portfolios, or PMO functions. 
  • Five (5) years of leadership or supervisory experience overseeing project management professionals or cross-functional project teams. 
  • Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), Certified Scrum Master License, or equivalent professional certification required.
  • Demonstrated experience implementing project governance, portfolio management, and executive reporting processes. 
  • Experience facilitating prioritization and decision-making with executive leadership teams. 
  • Experience managing strategic initiatives involving multiple departments and stakeholders. 
  • Strong autonomy, reliable, responsible, dependable and willingness to take on responsibilities and challenges.  
  • Advance level of skills in MS Office (Word, Excel, PowerPoint, Outlook) and other technology applications
  • Ability to travel in performance of job duties.

PHYSICAL REQUIREMENTS

  • Vision: Ability to read small print and view a computer screen for prolonged periods, prepare, or inspect documents and operate office equipment.

Frequent multi-tasking, changing of task priorities, repetitious exacting work. Understand how to manage stress. high workflow management, high project coordination, and high people engagement.
  • Upper Body Mobility: Ability to use fingers to make small movements such as typing, picking up small objects, or pinching fingers together, use hands to grasp, and manipulate small objects; twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower head.
  • Strength: Ability to lift, carry, push, and pull objects weighing up to 10 pounds.    
  • Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors. Prolonged periods sitting at a desk and working on a computer. Work in a low to moderate noise environment with frequent deadline pressures.
