How You Will Make an Impact

The Director, Enterprise IT Licensing, Assets, & Policy  will establish and lead processes, data analysis, and accountability necessary to manage technology assets as strategic organizational resources. You will create enterprise-wide visibility into hardware, software, licensing, and technology investments while ensuring compliance with vendor agreements, regulatory requirements, and organizational standards.  

Through disciplined asset lifecycle management, software license optimization, policy governance, and technology standardization, this position will reduce risk, improve operational efficiency, strengthen audit readiness, and maximize the value of technology investments for the enterprise.  The Director, Enterprise IT Licensing, Assets & Policy’s leadership will ensure that technology resources are managed consistently, responsibly, and in alignment with organizational goals while supporting sustainable growth and innovation. This position reports to the CIO (Chief Information Officer) or their designee. 

 

RESPONSIBILITIES/DUTIES

Software Licensing & Compliance

  • Working closely with Finance Procurement Department, oversee enterprise software licensing and ensure compliance with vendor agreements and contractual requirements.
  • Monitor software usage and licensing consumption to identify optimization opportunities and reduce unnecessary costs.
  • Responsible for enterprise software licensing audits, true-ups, and compliance reviews with vendors and internal stakeholders.
  • Responsible for technology audit readiness, software license optimization, and cost savings/consolidation initiatives.

Enterprise Asset Management

  • Establish a single source of truth for all enterprise technology assets, providing complete visibility into ownership, utilization, lifecycle status, licensing relationships, costs, and risks to support operational efficiency, compliance, budgeting, and strategic decision-making.
  • Ensure technology assets are acquired, deployed, maintained, and retired in accordance with organizational standards.
  • Provide visibility into asset utilization, ownership, lifecycle status, and replacement planning, including multi-year budgeting.

Technology Standards & Governance

  • Develop and recommend for approval enterprise technology standards, asset management practices, and software licensing strategies that promote consistency, security, interoperability, and supportability in accordance with organizational policies.
  • Partner with business and technology leaders to evaluate and approve technology solutions aligned with organizational standards.
  • Establish governance processes for technology acquisitions, exceptions, and lifecycle decisions.
  • Promote standardization efforts that reduce complexity, risk, and technology sprawl.  

IT Policy Development & Administration

  • Lead the development and maintenance of technology-related policies, procedures, standards, and guidelines.
  • Ensure policies remain aligned with business needs, regulatory requirements, security objectives, and industry best practices.
  • Coordinate policy reviews, approvals, communications, and periodic updates.
  • Promote awareness and adoption of technology policies across the organization.

Vendor & Contract Management 

  • Partner with procurement, legal, technology leaders, and project managers to support software and technology contract management activities.
  • Monitor vendor performance and ensure contractual obligations, licensing terms, and service commitments are met.
  • Support technology renewals, negotiations, and purchasing decisions through data-driven analysis and recommendations.
  • Identify opportunities to improve vendor management effectiveness and reduce technology costs.

Audit, Risk & Compliance Management

  • Partner with Information Cybersecurity leadership to ensure technology assets, software licensing, and vendor relationships align with cybersecurity, privacy, and risk management requirements.
  • Coordinate activities related to internal audits, vendor audits, and compliance reviews.
  • Identify and mitigate risks associated with technology ownership, licensing, procurement, and policy adherence.
  • Maintain documentation and reporting that support organizational accountability and audit readiness.

Technology Financial Management, Analytics & Operational Improvement

  • Support the development and management of the annual IT budget by providing forecasting, licensing, asset lifecycle, vendor, and technology spend analysis.
  • Monitor technology expenditures, software renewals, asset investments, and vendor costs to ensure accountability, cost optimization, and alignment with approved budgets.
  • Analyze operational and financial data to identify trends, improve planning and decision-making, and recommend process improvements that enhance efficiency, governance, and organizational value.
  • Leadership, Collaboration & Organizational Development
  • Lead and develop personnel responsible for asset management, licensing administration, governance, and policy functions.
  • Build strong partnerships with technology, finance, procurement, legal, and business leaders.
  • Provide guidance and education regarding technology standards, policy requirements, and compliance obligations.
  • Foster a culture of accountability, stewardship, collaboration, and continuous improvement.
  • Perform administrative duties, responsibilities, and activities as assigned, which may be changed or modified from time to time.      
  • Supervisory Responsibilities: Manage, coordinate, supervise, coach, and direct the hiring, training, timely performance evaluations of team members, oversee their daily activities and oversee the daily workflow of the department. 

Qualifications

KNOWLEDGE, SKILLS, ABILITIES

  • Knowledge of IT asset management principles, lifecycle management practices, and inventory control processes.
  • Deep understanding of hardware, software, cloud services, subscription models, and technology asset governance.
  • Knowledge of enterprise software licensing models, vendor agreements, maintenance contracts, and subscription services.
  • Understanding of software compliance, audit processes, vendor management, and technology procurement practices.
  • Knowledge of governance frameworks, policy development, standards management, and organizational controls.
  • Ability to establish processes that improve consistency, accountability, and compliance across the organization.
  • Knowledge of budgeting, forecasting, contract analysis, and cost optimization strategies.
  • Ability to analyze complex data, identify trends, and develop recommendations that improve organizational outcomes.
  • Knowledge of compliance requirements, risk management principles, controls, and audit processes.
  • Ability to assess operational risks and implement mitigation strategies related to technology assets and licensing.
  • Ability to lead cross-functional initiatives and influence stakeholders at all organizational levels.
  • Strong written, verbal, analytical, and presentation skills.
  • Ability to build collaborative partnerships and effectively communicate complex information to technical and non-technical audiences.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Information Technology, Business Administration, Public Administration, Finance, Operations Management, or a related field or 2 years equivalent work experience demonstrating applicable skills in a relevant industry or discipline. Equivalent experience is included in and not separate from the total years of professional experience required.
  • Seven (7) years of progressively responsible experience in technology asset management, software licensing, procurement, contract administration, compliance, or related functions.  
  • Five (5) years of experience managing enterprise software licenses, technology contracts, vendor relationships, or technology asset programs.  • Five (5) years of management or supervisory experience.
  • Experience developing policies, standards, governance processes, or operational controls.  
  • Experience supporting budgeting, audit, compliance, procurement, or technology governance activities.  
  • Experience analyzing complex operational and financial data to support organizational decision-making.  
  • Knowledge and/or experience in project management, program development, organizing, prioritizing, coordinating, implementing, and managing multiple programs, projects, tasks, and building teams.  • Strong autonomy, reliable, responsible, dependable and willingness to take on responsibilities and challenges.  
  • Advance level of skills in MS Office (Word, Excel, PowerPoint, Outlook) and other technology applications
  • Ability to travel in performance of job duties.  Preferred Qualifications • Experience within education, public sector, nonprofit, or multi-entity organizations. • Experience supporting cloud licensing environments including Microsoft, Google, Adobe, and enterprise SaaS platforms.

  • Strength: Ability to lift, carry, push, and pull objects weighing up to 10 pounds.    
  •  Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors. Prolonged periods sitting at a desk and working on a computer. Work in a low to moderate noise environment with frequent deadline pressures.
