Technology & Financial Governance Analyst

APS is looking for aTechnology & Financial Governance Analyst who can turn complex technology, financial, system, vendor-supplied, and lifecycle information into clear, practical recommendations. You’ll help APS make confident decisions about technology investments, renewals, cost optimization, service sustainability, and long-term value by understanding how APS systems are used, how costs are incurred, where risks or gaps exist, and what options are available.

A typical day for the Technology & Financial Governance Analyst

• Review technology contracts, licensing, usage, costs, renewals, system dependencies, and total cost of ownership.
• Use financial, contract, invoice, budget, usage, and system information to spot trends, risks, savings opportunities, and investment impacts.
• Work with APS technical experts, business areas, Finance, Procurement, Security, Privacy, Architecture, Legal, service owners, vendors, and resellers to gather evidence and clarify impacts.
• Research options and compare alternatives to help APS optimize, consolidate, retire, replace, or better align existing technologies.
• Work with vendors and resellers to understand products, licensing, support, renewal terms, cancellation requirements, and commercial options.
• Prepare clear analysis, reporting, dashboards or similar decision-support materials, briefing materials, option assessments, and recommendations.
• Translate technical, financial, vendor-supplied, and business information into plain-language analysis and written recommendations.
• Maintain tools, templates, decision records, and knowledge assets that support consistent, auditable technology financial governance.
• Contribute ideas for responsible automation and AI-supported analysis where they can improve quality, consistency, reliability, transparency, and efficiency.

What you bring

• Strong technical acumen and the ability to understand APS systems, integrations, infrastructure dependencies, data flows, support models, and operational impacts.
• Curiosity to learn how APS systems are used, who relies on them, and how changes may affect cost, risk, service, or operations.
• Financial analysis capability, including comfort working with contracts, invoices, budgets, usage data, licensing, renewals, pricing, and total cost of ownership.
• Ability to research options, compare alternatives, validate assumptions, and assess feasibility.
• Ability to work with vendors and resellers to clarify product, licensing, pricing, renewal, support, terms, and commercial information.
• Ability to connect technical, business, financial, vendor-supplied, and decision-maker perspectives to support practical decisions.
• Excellent communication skills, with the ability to ask clear questions, document findings, and turn complex details into concise briefing materials, evidence-based recommendations, and auditable decision records.
• Ability to apply and continue building skills in technology governance, service lifecycles, enterprise dependencies, financial analysis, procurement, contract terms, renewals, and auditable decision-making.
• Education and/or experience in business administration, technology, finance, data analytics, public administration, or a related field; equivalent experience may be considered.
• Related training or certification would be an asset.
