Job Description Summary

The Manager, Learning Operations & Effectiveness owns the operational infrastructure, systems, and data that enable Learning & Development to scale effectively and deliver measurable business impact. This role ensures learning programs are operationally sound, system-enabled, and supported by accurate, actionable data.

Serving as the backbone of the L&D function, this role is responsible for learning system administration, data integrity, reporting, and effectiveness measurement. The role provides visibility into training adoption, performance outcomes, and risk—enabling informed decision-making across L&D and business leadership.

This individual partners closely with Learning Programs, Frontline Capability, Field Enablement, and business stakeholders to ensure learning initiatives are launched effectively, tracked consistently, and continuously improved based on data and insights.

Job Description

Key Responsibilities

1. Learning Operations Strategy & Execution

  • Own the end-to-end learning operations model, ensuring programs are operationally ready, scalable, and well-governed
  • Establish and standardize processes for program setup, launch, tracking, and reporting across all L&D initiatives
  • Ensure alignment between learning program design, system configuration, and operational execution
  • Continuously improve operational processes to drive efficiency, consistency, and scalability

2. Learning System Administration (LMS & Tools)

  • Serve as the system owner for the Learning Management System (LMS), including structure, configuration, user administration, and governance
  • Manage course setup, curricula, assignments, and learning pathways in alignment with program needs
  • Ensure data accuracy, integrity, and system usability across all learning programs
  • Partner with IT and vendors as needed to optimize system functionality and resolve issues
  • Evaluate and support additional learning technologies and tools as the ecosystem evolves

3. Data, Reporting & Analytics

  • Design, build, and maintain dashboards and reporting that provide visibility into:
    • Training completion and compliance
    • Program adoption and engagement
    • Learning effectiveness and outcomes
    • Risk areas and gaps
  • Translate learning data into clear, actionable insights for L&D and business leaders
  • Establish consistent definitions, metrics, and reporting standards across all programs
  • Proactively surface trends, risks, and opportunities to inform decision-making

4. Measurement & Effectiveness

  • Partner with L&D leaders to define success metrics and KPIs for learning programs
  • Track and evaluate program effectiveness using data, feedback, and performance indicators
  • Support impact measurement efforts by connecting learning outcomes to operational and business results
  • Provide recommendations to improve program effectiveness, adoption, and ROI

5. Program Enablement & Launch Support

  • Ensure operational readiness for program launches, pilots, and large-scale rollouts
  • Support program teams with setup, tracking mechanisms, reporting structures, and learner communications
  • Align closely with:
    • Sr. Manager, Learning Programs & Capability on program rollout and measurement
    • Sr. Manager, Frontline Capability on tracking capability program adoption
    • Manager, Field Enablement & Delivery on field completion and reinforcement visibility
  • Ensure consistent execution of learning operations across all programs

6. Governance, Compliance & Risk Management

  • Establish and maintain standards for training tracking, completion, and compliance reporting
  • Support audits, certifications, and compliance reviews through accurate data and documentation
  • Identify and proactively manage risks related to training completion, certification gaps, and program adoption
  • Ensure alignment with regulatory, client, and enterprise requirements

7. Content Lifecycle & Knowledge Governance

  • Own content lifecycle governance, including version control, publishing, archiving, and retirement of learning materials
  • Ensure only current, approved content is active and accessible in systems
  • Partner with Learning Design & Experience to maintain alignment between content updates and system records
  • Support organization and accessibility of learning assets and materials

Qualifications

  • Bachelor’s degree in Business, Analytics, Learning & Development, HR, or a related field, or equivalent experience
  • 5+ years of experience in learning operations, LMS administration, learning analytics, or a related role
  • Demonstrated experience administering and optimizing an LMS in a complex, multi-program environment
  • Strong experience designing reporting, dashboards, and data analysis for training programs
  • Experience establishing processes and governance for learning operations at scale
  • Strong analytical skills with the ability to translate data into actionable insights
  • Strong attention to detail and commitment to data accuracy and integrity
  • Ability to manage multiple priorities in a fast-paced, dynamic environment

The compensation that will be offered to the successful candidate will depend on factors such as whether the position is covered by a collective bargaining agreement, the geographic area in which the work will be performed, market pay rates in that area, and the candidate’s experience and qualifications.


The company will not pay less than minimum wage for this role.


The compensation for the position is: $ 86,615.00 - $101,900.00
