About the role

Nebius is entering a strategic, multi-year partnership with Meta that spans infrastructure, capacity delivery, technical integration, commercial execution, and executive-level coordination. This partnership is business-critical and externally visible, with timelines, financial commitments, and reputational risk at the highest level.

The Head of Projects, Meta is the single-threaded owner for end-to-end program execution of the Meta partnership across Nebius. This role ensures that complex, cross-company initiatives are planned, sequenced, governed, and delivered, while translating Meta’s requirements into executable plans across Nebius engineering, infrastructure, and operations teams.

This is not a project manager role. It is a strategic TPM leadership role operating at the intersection of:

• Executive stakeholders 
• Hyperscale infrastructure delivery 
• Deep technical programs 
• Commercial and contractual obligations

Role Summary:

The Head of Projects, Meta will lead the programmatic execution of all initiatives tied to the Meta–Nebius partnership. They will operate as:

• Primary program interface to Meta (peer to senior Meta TPMs / Directors) 
• Internal orchestrator across infra, engineering, supply chain, finance, and legal 
• Owner of delivery commitments, risks, dependencies, and escalations 
• Architect of operating rhythm (governance, reviews, metrics, decision frameworks) 
• They will define how work gets done, not just track it.

Key Responsibilities

Strategic Program Ownership

Own the master program plan for all Meta-related initiatives across Nebius.  Translating partnership agreements and technical requirements into:

• Multi-quarter roadmaps 
• Dependency maps 
• Delivery milestones 
• Ensure alignment between commercial commitments and technical feasibility

2. Executive Stakeholder Management (Meta & Nebius)

• Serve as the primary execution counterpart to senior Meta stakeholders 
• Run joint governance forums (QBRs, exec reviews, escalation paths) 
• Provide clear, credible updates to Nebius executive leadership 
• Manage difficult trade-offs with confidence and authority

3. Complex Technical Program Leadership

Drive delivery across:

• Large-scale infrastructure buildouts 
• Capacity planning and deployment 
• Systems integration and technical onboarding 
• Partner deeply with engineering and infra leaders without duplicating their roles 
• Anticipate second- and third-order technical and operational impacts

4. Risk, Dependency, and Escalation Management

• Identify critical path risks early (technical, supply chain, regulatory, financial) 
• Build mitigation plans and decision frameworks 
• Escalate decisively and with solutions, not surprises 
• Maintain Meta-level rigor in tracking, documentation, and accountability

5. Operating Model & Process Design

Define and implement:

• Program governance structure 
• Metrics and KPIs (delivery, readiness, risk) 
• Decision-making and change-management processes 
• Raise Nebius’s TPM maturity where needed to meet hyperscaler expectations

Leadership Without Direct Authority

• Influence senior engineering, infra, and operations leaders 
• Align multiple teams with competing priorities 
• Act as a calm, credible leader in high-pressure situations

What Makes This Role Different from a Standard Technical Program Manager:

• Owns external partnership execution, not just internal programs 
• Operates at VP / GM interface level 
• Balances technical depth, commercial awareness, and executive presence 
• Is accountable for outcomes, not process compliance 
• Requires judgment under ambiguity, not predefined playbooks

Ideal Background & Experience

• 10+ years in Technical Program Management, Engineering Program Management, or equivalent 
• Proven ownership of large, multi-year, multi-org technical programs

Experience working with or within:

• Hyperscale's 
• Cloud infrastructure providers 
• Large-scale platforms or data centre ecosystems 
• Direct experience interfacing with external partners or customers at senior levels 

Prior experience at or with:

• Meta, Google, Amazon, Microsoft, Apple 
• Cloud / infra providers (AWS, GCP, Azure, OCI) 
• High-growth infra or AI platforms

Background in:

• Infrastructure delivery 
• Capacity planning 
• Platform or systems integration 
• Experience shaping new operating models, not just running existing ones
